Root Cause # 1 Students are not exposed to consistent high rigor in ELA for all content areas.
Root Cause # 2 Teachers are not unpacking/critiquing standards to uncover the varied levels of rigor and usage for ELA in all areas.
Root Cause # 3 Teachers do not recognize the need for professional learning or guidance in ELA.
Root Cause # 4 The leadership capacity to recognize robust ELA instruction.
Root Cause # 5 There is no formal ELA non-negotiable structure to build instructional leadership understanding of high rigor ELA instruction across all contents.
Goal Increase by 2 percentage points the number of students performing at or above proficiency in ELA in grades 3-8 as measured by Milestones assessment scores.

Action Step Revisit standards for ELA. Ensure alignment with GaDOE standards, mapping/pacing of ELA standards. Train staff on ELA instruction specific to phonics, Lexile, basis of reading
& increasing rigor. Train staff on MAP assessments to assist with monitoring progress, interventions & development of assessments. School leaders will ensure dedicated reading intervention time is embedded in the schedule. Restructure RTI process to ensure targeted interventions are administered with fidelity. Develop aligned curriculum for writing instruction.

Action Step Provide timely & relevant information & training opportunities on reading and writing for parents at all school sites. Train staff to provide meaningful family engagement which promotes academic excellence in reading & writing. Develop communication protocol between parents & family members, school, and district. Ensure a parent coordinator attends OEI monthly to share school initiatives and redeliver community initiatives. Train front office staff and administration on "friendly atmosphere."
