Business Services Recruiters develop and maintain relationships with local employers in the twelve service delivery regions to identify talent pools for target industries, identify employer talent requirements, and match the talent with the hiring needs. The GDOL is committed to providing a wide array of services to assist businesses. The Workforce Solutions Division assists employers with recruiting, hiring, and retaining qualified employees. The services provided by Workforce Solutions include:
l Job Listings: Employers may list their current job openings with the GDOL by submitting job orders on the agency’s web site. The job openings are listed in the Job Information System (JIS) on the GDOL web site at www.dol.state.ga.us under Find a Job. Jobs may also be listed on state and national exchange web sites.
l Recruitment: In addition to listing your current job openings, the GDOL can support your recruitment efforts through job fairs with other employers and dedicated onsite recruitment campaigns at your location or a GDOL career center. Assistance with initial staffing or expansion of a plant or firm and meeting affirmative action obligations is also available.
l Job Placement Assistance: The GDOL matches job seekers to current job openings listed with the Department and refers skilled, highly-qualified candidates to employers.
l Interview Space: The GDOL permits employers who list job openings with the Department to use space in the career centers to conduct candidate interviews.
l Self-Service Tools: A variety of resources including resume software, job search sites, career assessment tools, printers, fax machines, and instructional books and DVDs are available for job seekers use at the career centers.
l Reemployment Services/Claimant Assistant Program (CAP): Reemployment and CAP are designed to help claimants return to work quickly and create savings to the UI Trust Fund.
l Clerical Skills Testing: The GDOL administers standardized tests to measure typing speed.
l Veterans’ Services: The GDOL helps match qualified veterans to specific jobs.
Most GDOL career centers have dedicated staff who are specifically trained to assist veterans and their spouses with career counseling, job placement, training, referrals to support services, and more.
l Agricultural Services: The GDOL’s Agricultural Services Unit assists Georgia’s agribusiness employers with federal and state regulatory compliance, recruitment of workers, housing inspections, and other services.
l Federal Bonding Program: The Federal Bonding Program is a partnership between the USDOL and the McLaughlin Company, an insurance brokerage firm, as agent for Travelers Casualty and Surety Company of America. The program provides Fidelity Bonds guaranteeing honesty for “at-risk,” hard-to-place job seekers for the first six months of employment. The bonds are available through the GDOL at no cost to the job applicant or employer.

l Trade Services: The Trade Services Unit administers the Trade Adjustment Assistance (TAA) program for workers who lost their jobs or whose hours of work and wages were reduced as a result of increased imports or because their manufacturing jobs moved overseas. TAA offers a variety of reemployment services and benefits to help qualified workers prepare for and return to work quickly, including training-related benefits through reimbursements of tuition and books.
This Unit also assists career center staff and TAA customers with Health Coverage Tax Credit Assistance.
l Work Opportunity Tax Credit Program (WOTC): The Work Opportunity Tax Credit provides tax incentives to businesses that hire and retain new employees who are members of qualified groups. It is based on the number of hours worked, length of employment, and earnings.
l Alien Certification: The Alien Certification Unit processes job orders for employers seeking foreign workers whose skills, knowledge, and abilities are presently unavailable in the United States.

Local Employer Committees provide a critical link between the GDOL and the business community by giving employers a venue to address common issues. Employers may get involved on a local or statewide level.
Local Employer Committees
Local Employer Committees are groups of local business representatives who establish and maintain a working relationship between the employer community and the GDOL. They promote GDOL services among the employer community and recommend ways to meet local and state employment-related needs.

Georgia Employer Committee
The Georgia Employer Committee represents all of the local Employer Committees in Georgia and is dedicated to enhancing the employment related services provided by the GDOL and to facilitate communication and cooperation towards a strong partnership between the Department and the business community of Georgia.

GeorgiaBEST for Employers, a new GDOL initiative, helps employers tackle workforce issues related to loss of productivity due to poor attendance, punctuality, teamwork, and work habits. The GeorgiaBEST for Employers curriculum consists of four (4) modules specifically addressing these concerns as well as attitude, respect, and professional image and appearance. Training is conducted at the workplace on behalf of the employer.

Special Workforce Assistance Teams (SWAT) conduct training in local areas to prepare job seekers with résumé assistance and the marketing tools necessary to impress hiring managers. The SWAT team currently has over fifty experts available to work with Chambers of Commerce, Industrial Authorities and economic developers to fill the skill gaps and barriers to employment many job seekers face.

The key to Georgia’s economic future is a workforce that is prepared to face the challenges of a global marketplace. Therefore, the GDOL is investing in today’s youth for tomorrow’s workforce through two programs: GeorgiaBEST for Students (Business Ethics Training) and Jobs for Georgia Graduates.
GeorgiaBEST for Students
This program is modeled after the business world where employees are assessed on daily performance. GeorgiaBEST focuses on ten areas of ethics and soft skills:
l Appearance and professional image
l Attendance and punctuality
l Attitude and respect
l Social media ethics
l Discipline and character
l Oral and written business communication skills
l Productivity and academic performance
l Responsibility and organization
l Self-Management and time management
l Team work and work habits
Leadership development, critical and creative thinking, decision making, problem solving, work-based learning, mock job interviews, and résumé writing complete this soft skills and ethics training course.

Jobs for Georgia Graduates
Jobs for Georgia Graduates (JGG) is a school-to-work transition program designed to provide high school students with pre-employment training, work skills, motivational activities, and job development. JGG provides follow-up services to increase the graduation rate and encourage a successful transition from school to work. JGG is also a partnership of local schools, businesses, communities, and the Georgia Department of Labor. This collaboration results in JGG graduates who are productive employees and involved community members.
JGG is a state affiliate of the national organization, Jobs for America’s Graduates (JAG), which has achieved extraordinary outcomes for youth for over three decades. JAG was founded in 1980 and has reached nearly three-quarters of a million young people in 33 state organizations and over 825 local program affiliates. Georgia became a state affiliate in 1987 and JGG has grown steadily since that time, currently serving students in 33 high schools across the state and the Georgia School for the Deaf, the only state school for students with hearing disabilities in the national JAG network.
The five-year program provides early vocational assistance and guidance beginning in the ninth grade. The curriculum includes:
l Identifying occupational interests, aptitudes, and abilities
l Relating interests, aptitudes, and abilities to appropriate occupations
l Developing a career path for a selected occupation
l Constructing a résumé
l Conducting a job search
l Using the telephone to arrange an interview
l Completing a job interview
l Demonstrating appropriate appearance for job interviews, regional competitions, and state conferences
l Learning what employers expect from employees
l Demonstrating team membership and leadership
l Making decisions based on personal values and goals
l Preparing and conducting group presentations
JGG is remarkably successful in improving the graduation rates of participating schools, consistently maintaining a 90 percent or higher graduation rate for program participants.
