May 27, 2014, issued a State Only Operating Permit for sand and gravel processing plant Darlington Township,

Beaver County. The subject facility consists of two

crushers, three screens, one feed bin, one sand classifier, various conveyors and stackers. The facility also operates a 2,346 hp diesel fired engine that provides power to the processing equipment and a 275 hp diesel fired engine that provides power to one crusher and one hopper. The 2,346 hp engine is limited to a fuel usage of 58,882 gallons/year. The maximum production at this site is limited to 450,000 tons per year. The process is controlled by wet dust suppression system and a water truck for the haul roads and stockpiles. The facility is required to perform daily visual inspections of the site. The facility is required to maintain daily records of processed material throughput, hours of operations and monthly fuel usage. The proposed authorization is subject to State and Fed- eral Regulations (OOO and IIII). Because this facility is not a major source of HAP emissions, they are not subject to the provisions of Subpart MMMM—National Emission Standards for Haz- ardous Air Pollutants: Surface Coating of Miscellaneous Metal Parts and Products.

This facility could potentially be subject to the require- ments of Subpart HHHHHH—National Emission Stan- dards for Hazardous Air Pollutants: Paint Stripping and Miscellaneous Surface Coating Operations at Area Sources. Because this facility does not use methylene chloride (MeCl) for paint stripping or use surface coating that contain any of the target HAPs [chromium (Cr), lead (Pb), manganese (Mn), nickel (Ni), or cadmium (Cd)], they are not subject to the requirements of Subpart HHHHHH.

37-00314: Natural Sand Company, Inc., Plane Grove

Road Plant (4783 Harlansburg Road, Slippery Rock, PA 16057) on May 19, 2014, to re-issue the referenced permit for this specialty soil processing operation, in Plain Grove Township, Lawrence County. The primary emissions from this facility are from the 585 HP Diesel Generator and the Soil Drying Process.

This facility is in the process of having a new electric power supply line installed. Once completed, the 585 HP Diesel Generator (Source ID: 101) will no longer be the primary source of power for production equipment at this facility. In order to allow time for the installation of the pole power supply line, a compliance schedule has been added to this proposed operating permit. After the new power supply has been established, the existing Diesel Generator will be used for emergency power generation and will be subject to the requirements of 40 CFR 63, Subpart ZZZZ—National Emissions Standards for Haz- ardous Air Pollutants for Stationary Reciprocating Inter- nal Combustion Engines.

The potential emissions from this facility, which will decrease after the new power supply has been estab- lished, are as follows. All values are in tons/year. PM— 3.27, SOx—2.00, NOx—7.63, VOC—0.14, CO—10.92.

The facility’s emitting sources include: 1) Bagging and Bins, 2) Degreasers (2) and, 3) Rotary Drum Dryer. The emissions of pollutants from the facility are less that Title V threshold limits. Thus, the facility is considered a natural minor. Actual emissions from the sources rotary drum dryer and bagging and bins operation, stated in original permit application were: PM: 0.408 Tons per year, NOx: 0.528 TPY, CO: 0.834 TPY.

2014, for a Synthetic Minor Permit to operate a tire and inner tube manufacturing facility in the City of Warren,

Warren County. The emitting sources are Boiler-1,

Boiler-2; Spray finishing 1, Spray finishing 2, Burn off oven, Degreaser unit, Miscellaneous Natural Gas Usage, and a Kohler Emergency Generator. This facility has taken a restriction on emission of VOC less than 50 tons per year, a restriction on individual HAPs less than 10 tons per year, and a restriction on multiple HAPs less than 25 tons per year. The emergency generator is subject to 40 CFR Part 60, Subpart JJJJ. All applicable condi- tions of subpart JJJJ have been included in the source level of the permit. The facility has reported emissions of VOC less than 50 Tons per year (TPY), emissions of individual HAPs less than 10 TPY, and emissions of combined HAPs less than 25 TPY.
