① Performance-based plan monitoring

It is necessary to conduct monitoring focused on the progress and effectiveness of private development projects and investment in infrastructure included in the CNMP. For example, it is necessary to closely review whether the Ministry of Environment (facility investment) and the Ministry of Land, Infrastructure, and Transport (use conversion support, entry road construction, etc.) have contributed to local jobs and income. As for infrastructure investment, the plan on facility operation and related investment in consideration of spatial planning, aside from the physical completion of the infrastructure, should be deliberated.

② Advance consulting on the national territorial plan (national territorial plan evaluation system)

The national territorial plan evaluation system was first introduced through the revision of the Framework Act on the National Land Article 19(2) in May of 2011 and went into effect in earnest in May of 2012. The system is an institutional framework designed to address the problems such as a lack of system to induce the basic principles of territorial management in the establishment process and development-oriented planning, and also to improve the coherence of comprehensive national, provincial, city and county-level plans and other regional and sectoral plans.

The national territorial plan evaluation system ensures that the basic principles for territorial management in Korea — effectiveness, fairness, eco-friendliness — are reflected in the territorial plans, and that each planning body of higher-level or related plans review its own plan (draft) for coherence and submit the evaluation request to the Minister of Land, Transport and Infrastructure, who is in charge of the establishment of the CNTP for consultation.

Not all plans but mid-to long-term plans with the project period of 5 or more years with the project area of the entire or a part of national land are subject to the system.

The subjects of evaluation can be categorized into different types of plan, such as regional plans, infrastructure plans, and sectoral plans.

■ Major Events

1) Project Kickoff Meeting (Dec. 22nd, 2020)

On December 22nd, 2020, the kickoff meeting for the 2020/2021 KSP Policy Advisory was held to introduce the involved parties to the meaning and purpose of the project, and listen to the opinions of and discuss means of cooperation with Vietnam. Due to the spread of COVID-19, the meeting was held virtually at KRIHS, with the participation of Senior Advisor Han Man-hee, VIDS President Tran Hong Quang and related officials of the partner country Vietnam, as well as participants from the Export-Import Bank of Korea and researchers from KRIHS. The research team introduced Korea’s experience in comprehensive national territorial plan, and the current status of Vietnam by sector and related cases in Korea, and discussed the direction of the project this year. Vietnam also introduced the outline of the Planning Law, which is the foundation of the establishment of the CNMP, to enhance mutual understanding. After the presentation of each party, discussions were held to more specifically identify the needs of partner institutions, as well as future direction and schedule of the consultation.

2) Local Seminar (Mar. 24th, 2021)

A local seminar was held to on Mar. 24th, 2021, to share Korea’s experience in establishing its CNTP and the progress of the CNMP, and to discuss major issues by sector.

The seminar was held in a virtual format for restrictions of COVID-19 did not allow local inspection or in-person meeting. The Korean side explained the content and procedures of the CNTP, as well as Korea’s experience with key methodologies. The Vietnamese

counterparts presented on the progress of the CNMP as well as major issues by sector.

After the presentations followed an in-depth discussion on the content of research and a Q&A session. The discussions allowed Korean researchers to better identify the needs of Vietnam, and an agreement was reached on the schedules for the interim report discussion and the policy practitioner training.

3) Local Inspection (March–May, 2021)

A thorough local inspection generally carried out for a KSP project has not been possible since the initiation of the project due to the spread of COVID-19. As such, local experts have been mobilized to specify the contents of research by sector and secure local data.

Doan Van Minh and Le Minh Son of the VIDS under the Ministry of Planning and Investment, and Tran Van Hung of the Ministry of Resources and Environment as well as other local companies and experts in Vietnam participated in this effort.

4) Expert Lecture (as often as needed)

Due to the restrictions in the local conditions due to COVID-19, Korean and Vietnamese experts held interviews and special lectures as often as needed. Through expert lectures on urban and industrial development and the Vietnamese economy and investment environment, Korean researchers were able to assess key issues related to the current status of the Vietnamese regions and gain useful, detailed information.

5) Interim Report Discussion (June 17, 2021)

An interim report discussion was held to review and complement the contents of the interim report and ensure its coherence before the interim report briefing and policy practitioner training. Senior Advisor Han Man-hee, the advisory committee, related officials from the Export-Import Bank of Korea, and the research team from KRIHS took part in the discussion. At the discussion, Korean researchers presented on the current territorial status of Vietnam, Korea’s experience by sector, and preparations being done for the upcoming online training. After the presentation, the shared contents were reviewed by the advisory committee members and necessary improvements were suggested. After the discussion, the research team talked about how to reflect what has been discussed more effectively on the report.

6) Policy Practitioner Training (June 28th, 2021)

The Policy Practitioner Training was held virtually due to the spread of COVID-19. The contents of the training were designed early on in June, 2021, and the pre-recorded online lectures were shared through an online platform so the trainees could watch them. A Q&A session was held at the time of the official interim briefing based on the shared lectures.

The training was comprised of 12 lectures, 5 of which were on general topics and 7 on particulars. The lecturers by topic are as follows.

7) Interim Report Briefing (June 28th, 2021)

The interim report briefing took place on June 28th, 2021, to share the mid-project outcomes and the progress of the CNMP of Vietnam and collect opinions on policy suggestions on the establishment of the plan. The interim report briefing was also held online due to COVID-19, together with the policy practitioner training. Senior Advisor Han Man-hee and President of VIDS in Vietnam, as well as experts in each field, related members of the Export-Import Bank of Korea and KRIHS participated in the interim discussion. The discussion allowed to further clarify the direction of policy suggestion and coordinate the future project schedule.

8) Final Report Discussion (Oct. 19th, 2021)

The final report discussion was held in order to review the progress of the report since the interim report briefing to review and complement the final report (draft) ahead of the final report briefing. Senior Advisor Han Man-hee and the advisory commettee, related members of the Export-Import Bank of Korea, and KRIHS research team took part in the discussion. At the discussion, the researchers gave a presentation on research progress, and policy suggestions. After the presentation, the shared contents were reviewed mainly by the advisory committee members, and suggestions were made on what complements and improvements should be made for the rest of the period. After the discussion, the research team discussed how to ensure better efficiency in reflecting the suggestions to the final report, and also the preparation for the final report briefing.

9) Final Report Briefing (Oct. 29th, 2021)

The final report briefing was held on Oct. 29th, 2021 on the final outcomes of this project, the progress of the CNMP of Vietnam, and Korea’s final policy suggessions. Due to the impacts of COVID-19, the final report briefing also took place held virtually. Senior Advisor Han Man-hee and President of VIDS of Vietnam, as well as experts from each sector and members of the Export-Import Bank of Korea and KRIHS took part in the briefing.

The final outcomes of the project were shared followed by a Q&A session for the Vietnamese participants, and an agreement was reached that the two sides will continue to interact on whatever questions there may be even after the final briefing in an amicable relationship.

At the briefing, Jung Woo-sung, a Research Fellow at KRIHS, gave a brief explanation on the components of the final report and policy suggestions by sector that are necessary for the establishment of the CNMP, as well as the procedures and suggestions related to the 5th Comprehensive National Territorial Plan of Korea. Nguen Hoang Ha, the director of VIDS, introduced Vietnam’s plan to apply the outcomes of the CNMP through the CNMP-Oriented Framework, and touched on applying Korea’s experience to Vietnam, organizational procedure, planning methods, component management of the plan, and other areas where consistent cooperation and support may be needed.

2. Policy Practioner Training A. Current direction

10 policymakers and working-level officials were invited to the Policy Practitioner Training for knowledge sharing. Visits to relevant institutions and sites were arranged, with a contingency plan to replace the training with online lectures should the situation with COVID-19 continued.

COVID-19

 Direct foreign exchange is difficult due to the global pandemic of COVID-19.

 Korea currently bans all foreigners (Vietnam) entry to Korea from March 22 (as of October 20, Ministry of Foreign Affairs)

* Entry is possible with an exception, but there are cumbersome procedures and restrictions, such as PCR testing prior to quarantine registration with health authorities, and burden of treatment costs on the inviting institution

 It is unclear whether COVID-19 will enter a global lull.

Countermeasures

 The guidelines for overseas business execution and the quarantine policy of the Ministry of Health and Welfare should be complied with thoroughly, and sufficient prior consultation with Vietnamese government ministries should be carried out.

 If face-to-face cooperation is not possible, non-face-to-face cooperation plans such as webinars and video training are advised to be prepared in advance.

 If overseas business trips are difficult, networks with Vietnam-related organizations and domestic cooperation systems (KOICA, KOTRA, etc.) need to be actively utilized.

B. Project progress

With the COVID-19 pandemic showing no signs of slowing down globally, the Policy Practitioner Training was decided to proceed online. The online training program was organized as shown in the table. Upon completion of the production, the video recordings of lectures were shared to the participants in Vietnam through an online platform in mid-June, 2021. Video recordings and presentation materials on a total of 5 general lectures and 7 special lectures were shared for the training.

C. Result of On-line Training

A seminar was held on June 28th to share the results of the online training. A Q&A session was conducted based on a Q&A sheet written by the Vietnamese participants after the training. Ideas discussed during this session were reflected in policy suggestions.
