Dear Ms. Giles,

This correspondence is in response to the above noted revised applications and is in addition to the County's comments dated September 28th, 2017. We have had an opportunity to review the revised applications in relation to the Provincial Policy Statement (PPS) and the County of Grey Official Plan (OP). We offer the following comments.

Solcorp (Peaks Ridge) has submitted two revised applications for consent to create two residential lots and a private open space block (two new parcels and one retained parcel). The two residential lots propose the future construction of a new single

detached residential dwelling on each. The proposed zoning by-law amendment would rezone the proposed residential lots to a Residential R3 exception zone and zone the proposed private open space block to an OS2 zone.

Schedule A of the OP designates the subject property as a 'Recreation Resort Area'.

Policy 2.6.7(2) states new development in the Recreational Resort designation must serve the public interest by contributing to the provision of community recreational amenities, by facilitating municipal service infrastructure, and by accommodating

existing un-serviced development areas and areas with development potential within the existing designation or settlement area.

Appendix A of the OP identifies the entire property as a 'Special Policy Karst' arca.

Policy 2.8.5 states, in areas where full municipal water and sewer services are already installed, the special policy area requirements shall not apply for new fully serviced

development. lt is our understanding that this development would be serviced through municipal servicing.

County staff attended a meeting with Town staff and the Applicant to discuss the history and complexities of this site. Block 37, Plan 16|l'A-24 originally anticipated the

construction of five (5) multi-attached townhouse units. ln fact the sewer and water lines for the contemplated 5 townhouse units were previously installed. The townhouse units would have been accessed by a private/condominium road. The Applicant at the meeting expressed concerns related to a small condominium development of less than 5 units. Concerns were also expressed about the overflow parking on the proposed private road. There was also discussion about the history of the development and the desire to maintain a private open space block within Block 37.

Although the County would have preferred to maximize the density of the property to at least create what was initially contemplated for Block 37, given the history of the

development, the complexities of the site, and the concerns expressed at the meeting, the County is not opposed to the proposed revised consent applications subject to the Town and the Grey Sauble Conservation Authority having no objections to this latest proposal.

The County requests notice of any decision rendered with respect to this file.

Dear Ms. Giles:

Re: Revised Application for Consent and Zoning By-Law Amendment:

File B11-2017 and B12-2017 Property Location Block 37, Plan 16M-24

We objected to the original application, as documented in our letters dated September 21 and September 22, 2017, and as further discussed at the October 2, 2017 public meeting. Our main objection was that the Park, mandated to be built in the original Development

Agreement and later built and used in the marketing of the subdivision, was eliminated and replaced with housing.

It is our understanding the Revised Application preserves the Park Block through zoning it open space. Further it proposes that two residential lots replace the original five multi-attached (townhouse) units in the original plan.

We are accepting of the revised proposal and view it as a positive step toward maintaining the Park Block as a neighbourhood park for our subdivision.

It is proposed to re-locate the existing mailbox to the north side of George McRae Rd and to the west of the access road. It is our preference the mailbox be located on the east side of the access road adjacent to the park.
