Title Project:
Strengthening medical skills training at 8 medical faculties/universities in Vietnam (Skillslab Project)
Description Project
The project aims at strengthening medical skills training at medical faculties/universities in Vietnam, in order to contribute to improving the quality of training of health care professionals, resulting in overall enhancement of medical services for the population of Vietnam.
Specifically the project encompasses developing 8 medical skills training units (medical skills labs) at 8 medical faculties/universities, with trained and qualified manpower and appropriate equipment. Among these, 2 leading units (University of Medicine and Pharmacy at Ho Chi Minh City and Can Tho University of Medicine and Pharmacy) will support the activities of the others. The strengthening medical skills training at 8 medical faculties/universities in Vietnam, by training teachers focuses on the following aspects:
- Curriculum development for medical skills training.
- Teaching-learning materials development for medical skills training. - Medical skills training methods at standardized levels.
- Assessment of medical skills training.
- Management, operation and administration of medical skills training.
Also, teaching-learning equipment, necessary for training students at the medical skills training units, has to be supplied. The target groups are the teachers and students of the 8 participating medical faculties/universities. Project progress is according to plan.

Title Project:
Strengthening the Women’s Cadre Training School of the Vietnam Women’s Union VWU
Description Project
The overall objective is to improve the status of women in Vietnam by strengthening their position in the private sector. This is reached through promoting gender-balanced private sector support. The benefits of the project not only affect the women in the private sector, have a broader impact of good governance practices for the private sector in general. The involvement of, and linking up with other education and research institutes and mass organizations widen networks of professional businesses with gender and private sector development. Specifically the Cadre Training School of the Vietnam’s Women’s Union, which is to become a fully accredited Higher Education Institute and to be called the Women’s Institute will act as a public-private sector interface, to address more effectively gender-specific constraints faced by women in the private sector, is done through strengthening:
(i)Post-secondary education delivery in:
Private sector development interventions, management training and other business development services.
(ii) Capacity development in policy formulation in:
Gender mainstreaming of public policy and promoting more uniform and consistent policies and regulations with special attention to poverty reduction.
Gender and social protection, principles and practices of social protection in private sector development.
(iii) Capacity development in research and information management:
Research-supported education, policy formulation, and other activities of the VWU.
Creating an information and reference base for private sector development and gender, open for the general public.
The target groups of the project are: VWU, the staff of VWU, women as entrepreneurs, workers, farmers, and community organizers and governmental bodies, particularly policy makers and planners concerned with gender
issues.
Problems in obtaining a license to run a bachelors diploma have led to changes in the delivery of the educational programme. Other activities proceed as planned.

Title Project:
Enhancing the Teaching and Research Capacity to assist Small and Medium-Sized Enterprises and Faming Households in the Mekong Delta
Description Project
Small and Medium-Sized Enterprises and Farming Households in the Mekong Delta (MD) of Vietnam remain weak in the sense that they have poor knowledge on how to choose a good business strategy and have no incentives to protect the environment. This has led to the degradation of natural resources of the MD. The Ministry of Education and Training gives the Can Tho University’s School of Economics and Business Administration (SEBA) an important role in supporting to solve this problem. The approach chosen, to increase the overall economic productivity of Small and Medium-Sized Enterprises (SME) and farming households in the Mekong Delta, taking into consideration conservation of natural resources, is threefold, namely (1) to improve the teaching capacity of SEBA; (2) to strengthen the research capacity of SEBA; and (3) to enhance the outreach programme of SEBA. This project aims to increase the overall economic productivity of Small and Medium-Sized Enterprises (SME) and farming households in the Mekong Delta, taking into consideration the conservation of natural resources. This objective can be reached through enhancing the teaching, research and outreach capacities of SEBA at CTU.
Specifically the project endeavors:
- To improve the teaching capacity of SEBA on economic productivity and environmental issues of SME and farming households of the Mekong Delta MD, with attention for conservation of natural resources. Outputs include number of qualified staff at SEBA able to implement the teaching programme on improving productivity of SME and farming households, with attention for environmental issues increased., improved teaching and library facilities at SEBA and improved curricula to implement teaching on economics of natural resources and environment.
- To strengthen the research capacity of SEBA, in order to support improving the economic productivity of SME and farming households of the MD, with attention for conservation of natural resources. Outputs include: number of qualified staff at SEBA able to develop research to strengthen the economic competitiveness of SME and farming households in the MD, with attention for environmental issues increased, a research programme on SME/farming households issues, taking into consideration environmental issues established and implemented, MD policies designed to protect the environment, especially in forestry resources and biodiversity conservation and an improved research facilities of the applied research centre.
- To enhance the outreach programme of SEBA, to assist SME and farming households of the MD in increasing their economic productivity, with attention for conservation of natural resources. Outputs include : SEBA staff able to develop and conduct training modules for SME managers and technicians
(households) to improve their knowledge on increasing economic competitiveness, in combination with protection of the environment and natural resources, SEBA staff is able to develop and conduct training modules for farmers on among others the following issues: household economic management, co- operative economics, market information approaches and environmental protection and a strategy and structure for consultancy activities at SEBA is established.
Project progress is according to plan.

Title Project:
Quality Improvement and Strengthening of a Demand-driven Agro-Forestry Vocational and Technical Education and Training System, (VocTech)
of the labour market in the forestry and forestry related sectors and will ultimately be conducive in the
improvement of the living conditions of the population, in particular those living in the rural and forest areas with particular focus on the disadvantaged groups, e.g. the poor, women and ethnic minorities. Program
beneficiaries comprise; nine forestry vocational and secondary technical forestry schools under MARD; the coordinating OPD office in MARD; 3 extension offices under MARD
The main program activities focus on strengthening the institutional capacities to:
• Deliver high quality vocational training through staff development, curriculum development, improving facilities and infrastructure in the schools and centres.
• Develop institutional collaboration with leading ministries, institutes, projects for coordination and planning purposes.
• Improve school management capacities for better positioning of schools and extension centres in the emerging markets for training services and cooperation with private and state sector.
The project has concluded its inception phase and is fully operational.

Setting up and development of Quality Assurance Centers QAC’s at 5 universities and contribution to a system Quality Assurance QA for Higher Education in Vietnam
Description Project
The purpose of this project is to contribute to further development of a quality assurance system for higher
education in Vietnam. The project is to enhance the quality of Vietnam’s Higher Education system to make it
more competitive with other countries in the region, and position it for full regional integration.
The project combines direct in-country and overseas training, Training of Trainers (ToT), workshops, (nation- wide) conferences, exchange visits and learning together activities, advisory services through i.e. participation of regional and international experts in developing procedures and standards, on-site development through site- visit, evaluation activities, etc. As a matter of course, joint training complements institution specific training for all relevant stakeholders. The project is institutionally coordinated and guided by the newly established General Department of Education Testing and Accreditation GDETA of the Ministry of Education and Training MoET. The project follows a two pronged approach;
- Five multi-disciplinary universities located outside of the large cities in Vietnam () are assisted in the setting up of their Quality Assurance System through the establishment of their institution based Quality
Assurance Centre (QAC). The emphasis of the project lies on the assistance to the five selected universities in setting up these centres which will also complement the World Bank assisted Higher Education Project (HEP) activities on quality assurance and specifically the setting up of self-evaluation activities at universities.
- As a complementary and guiding activity, MoET’s newly established Division of Education Quality Accreditation of the General Department of Educational Testing and Accreditation of MoET is receiving technical assistance in setting up, consolidating, maintaining, and improving the efficiency and effectiveness of quality assurance mechanism for all higher education institutions.
Progress at sytems level is slow, while at institutions level activities are carried out as planned.

Title Project:
Institutional strengthening for selected Vietnamese Universities in Profession-Oriented Higher Education
Description Project
The project aims at the development of a policy framework for higher profession-oriented education at university level, followed by institutional strengthening of eight selected Universities in Vietnam in order to raise the quality of their profession oriented education via career-Oriented approaches. It allows the students to acquire the much needed profession- oriented knowledge and skills to meet the requirements of the labour market after graduation and thereby increase their employability. Although Vietnam does not have the “binary system” with two kinds of universities: traditional academic-oriented universities and more modern universities of Profession- Oriented Education, it is the desire of the Ministry of Education and Training MoET to develop their policy on
profession-oriented education at higher education level and implement programmes at institutional level of so as to cope with the changing demand in requirements of the labour market in an era of the knowledge economy. 1. development of a profession-oriented education system at university level
2. Development and implementation of Profession- Oriented Education at the eight selected universities. Progress at sytems level is slow, while at institutions level activities are carried out as planned.

Institutional Strengthening of Training Capacity of the Department of Hydrology and the Department of Environment at Hanoi and Ho Chi Minh City Hydro-Meteorological Colleges
Description Project
The overall objective of the project is to contribute to (a) the improvement of water resources management in Vietnam, both in quantity and in quality, and (b) to the better execution of the regional and global task of water resources conservation. The project aims at improving the supply –in appropriate quality and quantity– of practical hydrology experts and environmentalists by establishing an optimal teaching and learning environment at both HMCs.
For the implementation of the project HN-HMC and HCM-HMC are mobilized in a joint effort to strengthen their institutes, with the assistance from the Dutch partners, and the help from the Ministry of Natural Resources and Environment (MONRE) and the Ministry of Education and Training (MoET).
In addition the project aims at the continuous improvement of expertise for optimal contribution to water resources management and environmental protection in Vietnam.
Project progress has been slow in 2004 due to a variety of reasons some outside the control of project partners such as the extensive Vietnamese government regulations on the approval of projects, and the establishment of a new Ministry of Natural Resources and Environment (MONRE). Project implementation in 2005 has accelerated and partners are making up for lost time.

Title Project:
Improving the Quality of University and College Level Nursing Training in Vietnam
Description Project
This project aims at improving the quality of nursing training at college and university levels in Vietnam. The project directly benefits administrators, teaching staff students and of 7 institutions and their staff involved in university level nursing as well as the Ministry of Health MoH in carrying out its mandate to improve nursing training in Vietnam. Vietnam's Ministry of Public Health will strive to provide comprehensive care to in-patients and extend health care services to families and communities by the year 2010. The project foresees one lead university of nursing at Nam Dinh which will serve as the focal point for the total of 7 Universities / Faculties participating in this project. Towards the end of the project, curricula developed will also be disseminated to four (4) additional universities. The project objectives will be reached through a combination of direct in-country and overseas training, Training of Trainers (ToT), workshops, (nation-wide) conferences, exchange visits and learning together activities, advisory services through i.e. participation of regional and international experts in developing procedures and standards, on-site development of curricula, through site-visit, evaluation activities, etc. As a matter of course, joint training will complement institution specific training for all relevant stakeholders. Main activities are:
- Evaluation of current situation of university level nursing training in Vietnam and making a plan for training nurses at university level covered 2005 - 2015;
- Improving quality of nursing training management (including development of standards for nursing training
institution at university level of Vietnam);
- Developing teaching/learning skills based methodology for nursing training;
- Developing nursing training curricula and requirements (including frame curriculum and detailed curricula); - Developing training materials and textbooks for nursing training at university level;
- Providing essential teaching/learning equipment for nursing training; - Training nursing faculty at postgraduate level.
