11.4 Project Management Chart
Provide a management chart that lists the key personnel dedicated to this project and provide resumes of the key personnel. For Eligible Facilities or Transmission Projects that are not yet in-service, key personnel of the bidder’s development team having substantial project management responsibilities must have:
i. Successfully developed and/or operated one or more projects of similar size or complexity or requiring similar skill sets; AND
ii. For a project that includes new facilities or capital investment, experience in financing one or more projects of a similar size and complexity (or have the financial means to finance the project on the bidder’s balance sheet).

With a combined twenty-five years of experience in project development and environmental permitting, the The Ranger Solar / MAP team brings vast expertise to New England solar development (full Ranger Solar and MAP leadership team resumes can be founded in Attachment 12. Collectively, the Ranger Solar team has over 2,100 MW of renewable energy project development experience. Founders Adam Cohen and Paul Harris formed Ranger after leaving Pioneer Green Energy, LLC (Pioneer) to capitalize on opportunities for solar in the New England market. Their experience at Pioneer included development of projects across the United States with particular focuses on permitting, interconnection, and structuring PPAs for large offtake partners like the United States General Service Administration and Wal-Mart Stores, Inc. Together with Aaron Svedlow, Director of Permitting and our accomplished development team, Ranger has the knowledge and experience to identify highly productive sites, develop mutually beneficial lease agreements with land owners, build strong community relations and execute state, local and federal permitting, interconnection agreements, and successful power purchase agreements. Ranger Solar is financed and receives support by some of MAP Royalty, Inc. senior leadership.
Adam Cohen, President – Ranger Solar
Prior to forming Ranger Solar, Adam Cohen was a founding member of Pioneer Green Energy. Pioneer Green Energy was responsible for over 1,200 MW of new wind and solar projects under construction or in operation in the U.S., representing over 2 billion dollars of installed new investment in American communities. As a founder of Pioneer Green Energy, Mr. Cohen helped raise over 30 million dollars of capital for renewable energy project development. Mr. Cohen led renewable energy development activities in Pioneer Green Energy’s Eastern U.S. Unit, which consisted of over 700 MW of solar and wind projects across 6 states. Pioneer Green’s eastern projects were some of the most complex projects in the company’s portfolio. Mr. Cohen was part of the team responsible for negotiating and executing a PPA with Wal-Mart for 140 MW of clean energy and a PPA with the United States Government for 75 MW of solar power. Mr. Cohen’s experience and expertise has focused on offtake and power purchase arrangements and project financing.
Mr. Cohen and his team have executed a number of power purchase agreements including: • Great Bay Solar Project (contracted); 75 MW; 10 year PPA
The total output from this solar project in Princess Anne, MD was sold to the United States General Services Administration in a PPA to help this federal agency satisfy a portion of its load with renewables. This PPA was contracted in 2014 with commercial operation of the project expected to begin in late 2016.The price contracted offers low-cost carbon free energy to the US Government in line with their stated goals and mandates. The Project was developed by Pioneer Green Energy.
• Pumpjack and Wildwood Solar (contracted); 40 MW; 10 year PPA
Pumpjack Solar I and Wildwood Solar I are two commercially operation solar PV projects totaling 40 MW with power purchase agreements with Southern California Edison. The projects were developed by Pioneer Green Energy and sold to Duke Energy Renewables. • Logan’s Gap Wind Project (under construction); 200 MW; 10 year PPA
This wind project in Comanche County, Texas with a nameplate capacity of 200 MW, the majority of this power (60%, 120 MW nameplate) was purchased by Wal-Mart Stores, Inc.
under a 10 year PPA offering substantial savings and benefits to Wal-Mart. The project is owned by Pattern Energy and was developed by Pioneer Green Energy.
• Green Pastures Wind Farm (under construction); 300 MW
The project, is under a long term power offtake agreement with a major financial institution. This project contributes significantly to the local economy in addition to having created hundreds of construction jobs to the North Texas region. The Project is owned by Capital Dynamics and was developed by Pioneer Green Energy.
Paul Harris, Vice President – Ranger Solar
Paul Harris is a founding member of Ranger Solar. Paul has an extensive track record as a developer, with over 400 MW of early-, mid- and late-stage solar and wind projects on his resume. He has successfully managed complex and challenging energy projects in the North East and Mid-Atlantic regions. Paul’s expertise includes identifying highly productive sites, community relations, negotiating land leases and interconnection arrangements. Paul has a well-developed command of project permitting strategy and is experienced with community outreach, offtake negotiations and resolving siting issues.

Aaron Svedlow, Director of Permitting – Ranger Solar
Aaron Svedlow is an environmental scientist and wildlife ecologist with over 10 years of experience in the renewable energy sector. His expertise includes local, state, and federal permitting of renewable energy projects including solar, wind, and transmission power projects in Maine, and across the U.S. Mr. Svedlow, formerly a project manager with Tetra Tech Inc. has worked on over 1,000 MW of wind energy projects, including many land-based Maine wind projects, as well as most of the proposed and recently approved (Block Island Wind Farm) offshore wind projects. Mr. Svedlow has been involved with over 400 MW of solar development in the southwest and New England. Mr. Svedlow will be the technical and construction project manager and lead for all of Ranger’s proposed projects.

Aaron Zubaty, Senior Vice President - Investments MAP Royalty, Inc.
Mr. Zubaty manages a team responsible for the annual investment of more than $150 million across natural gas and renewable energy assets. Aaron joined MAP in 2005 to found MAP’s renewable energy investment practice and in the past decade MAP has deployed more than $400 million of capital across 30,000 MW of US wind and solar development assets, with nearly 10,000 MW to be operating by the end of 2016. Before joining MAP, Aaron worked for independent power producer AES Corporation, based in both London and Africa. Through his various roles in business development and financial management, he helped lead the planning, implementation, and financing of $500 million of large energy projects and power plants as well as helping to direct the management and operation of the national utility serving the country of Cameroon. He holds a B.S. in Earth Systems (concentration Energy) and an M.S. in Civil Engineering (concentration Fluid Mechanics and Hydrology), both from Stanford University, and is a graduate of Choate Rosemary Hall.
Jay Schoenberger, Investment Manager – MAP Royalty, Inc.
Mr. Schoenberger leads the diligence and analysis for prospective wind and solar investments as well as managing a portfolio of long-term renewable energy investments across the US. Jay began his career in energy in 2005 when he helped develop the New Jersey residential and commercial PV markets for REC Solar. He then spent over four years with Invenergy developing utility-scale wind farms, including two in Western New York that have a combined generating capacity of 204 MWs. After obtaining his MBA from Stanford GSB, he developed CO2 enhanced oil recovery projects for C12 Energy.

Ranger Solar has brought on a select group of highly qualified professionals to assist us in the economic valuation, development, design, and permitting of the proposed Projects. Our support team includes:
George Wood – Principal, Oak Point Energy Associates LLC
Mr. Wood is an energy professional with over 20 years of experience in wholesale, retail and renewable energy in the United States and Eastern Canada. Mr. Wood has directly assisted in the development of over 1,000 MWs of wind, 300 MWs of solar, 500 MWs of biomass, 75 MWs of landfill and 50 MWs of waste to energy generation. He has supported transaction with total value over ½ billion. His contributions have included: renewable energy certificate (REC) demand and supply analysis, power purchase agreement structuring and analytical support, Request for Proposal response support, Renewable Portfolio Standard state-level advocacy and tracking, state application for REC certification, forward energy price forecasting, ISO-NE interface services, power and renewable energy executive briefings and training, energy products eligibility analysis and many special projects. Previous to Oak Point Energy Associates, Mr. Wood worked in origination and other capacities for Dominion Energy, UBS Energy and Enron. Mr. Wood presents widely at renewable energy conferences in the Northeast and lives in the Boston area.
Rich Jordan – Environmental Project Manager & Permit Specialist, TRC Solutions, Inc. Mr. Jordan is a consulting wetland scientist with than 15 years of experience in environmental and land use consulting in New England. Mr. Jordan works with a large team of environmental professionals in TRC’s Scarborough, Maine Office. Mr. Jordan provides professional environmental services on a wide range of projects including road and bridge construction projects, commercial and residential subdivisions, conservation properties, large-scale electric and natural gas transmission
facilities, and wind power developments. Mr. Jordan’s professional experience includes permit support at the local, state and federal levels; biological investigations (including wetland, stream and vernal pool investigations and wildlife assessments); compensatory mitigation planning and design; environmental monitoring and inspection; invasive species management; conservation land planning; and erosion and sediment control planning and design. Rich has direct experience on transportation projects in Maine, including ongoing natural resource investigations and Endangered Species Act (“ESA”) Section 7 consultations for Maine DOT, and wetland mitigation design experience on a project for the Maine Turnpike Authority. Mr. Jordan is the past President of the Maine Association of Wetland Scientists (MAWS) and was the founding Chairman of the MAWS Vernal Pool Technical Committee.
Jack Hays – Project Manager, Westwood Professional Services, Inc.
As a project manager Jack Hays provides a wide range of services to solar energy projects. He has managed numerous utility-scale solar projects across the county and has provided design expertise on more than 500MW of solar projects. Mr. Hays’ expertise extends through all stages of solar energy project development including preliminary siting, project feasibility studies, energy production modeling, DC electrical design, solar array layout and configuration, interconnection coordination, equipment procurement, and system testing.
Michael Nadeau, P.E., Director of Engineering, Applied High Voltage, Inc.
Michael is an electrical engineer experienced in the design, procurement and construction oversight of over 75 substation and transmission projects up to 345 kV for numerous utility, renewable and non-renewable generation, and industrial clients. He specializes in the protection & control and physical design of high voltage substations and was the electrical engineering department lead at MSE Power Systems. Mike is an active member of the IEEE Power and Energy Society Substations Committee, including serving as the vice-chair for the working group responsible for IEEE 1267 (Guide for Development of Specifications for Turnkey Substation Projects). He holds a BS from Villanova University and is a licensed Professional Engineer in multiple states.
Jeff Fenn – Director of Electrical Engineering for SGC Engineering, Inc.
Mr. Fenn has over 30 years of experience providing engineering solutions for electric utilities and high voltage related projects. He has been directly responsible for numerous projects in the planning, design and construction phases in the areas of: protective relaying; system planning; short circuit studies; power flow studies; substation design and testing; HV series capacitors; synchronous condensers; equipment specification and procurement for substations; generation control and interconnection with utilities; project planning; administration and coordination; permit acquisition; regulatory reporting; cost estimating; stakeholder support; and construction observation and reporting. He presently spends significant time working with ISO-New England on various policies, studies and reliability issues. Mr. Fenn is author of several papers presented at technical trade events or published in technical periodicals, in addition to instructing various courses through local technical organizations such as ECNE and NEPPA.
