6.2 Recommendations

 ESKOM needs to align the PDRI instrument graphical displays with the score in the PDRI instrument; this was observed when analysing results of the PDRI. Elements displays did not match the results in the result tables.

 Upfront training must be completed for those involved in the capital projects at the beginning of the project; when it is time for the PDRA they should be familiar with the instrument.

 Contractors executing the capital projects should be requested to also use the PDRI to determine if the preparatory work was completed before the works/actual construction begin to minimise change orders later in the project.

 ESKOM must consider defining small and large projects and be consistent in the rules. There were incidents where capital projects for refurbishment were executed as small projects, missing the opportunity of using the PDRI instrument in FEP. These projects bypassed the FEP lengthy time but discontinue requiring more time and funds because of a lack of proper preparations compared to those who experience FEP with PDRI.

 Currently the only costs are used to classify the size of a project, so if the project is divided into smaller pieces, it can be completed without using the PDRI instrument. The complexity remains and when it has to be integrated, more scope creep is experienced. When it is executed, it leads to greater scope creep, costs escalations and time extensions.
