5. Conclusion

5.1. Recommendations

Besides research into internal factors, more recommendations can be drafted from this paper. -For municipalities, it is recommended that they keep a close eye on the safety region they are part of. They should enhance the amount of control. The safety region is namely solely

responsible for crisis and disaster management in the municipality and should therefore not be taken for granted. It has been shown that greater political control on the safety region leads to a higher performance by the safety region.

-For regional media, it is recommended that they also control the safety region as an institution. Their articles should clearly define what the issue is and how this might affect their readers/the population. Such negative yet clear media attention would benefit the organizational learning process of the safety regions.

-For academics, it is recommended that similar research is conducted across other safety regions. This way, the findings of this paper can be tested and the general knowledge on factors contributing to organizational learning by Dutch safety regions is subsequently greatly improved.

-For the Inspectorate of Justice and Security, it is recommended that they present the results of the ‘Status of the Emergency Response’ similarly across different future versions. Now, the different presentations of the 2013 and 2016 version make it very hard to determine which safety region has improved, on what factors they have improved and how much they have improved. Both the safety regions themselves as well as the national population could benefit from a clear overview of which safety regions have improved and which not, and on what factors. Safety regions can implement policies focused on improving these aspects, while the population can remain a critical eye on their safety region.
