B. Software Integration and Functionality

1. Have the capability to seamlessly integrate with LCSB GIS Software including the import of all existing File Geodatabase GIS Layers into software model (ESRI ArcGIS 10.1) and the ability to export all vendor software generated data (example: generated stops, routes, walk zones, etc.) for use with the existing LCSB GIS Software (ESRI ArcGIS 10.1 and ArcServer 10.1).

Web Compass is built using esri™ technology. We are one of the very few companies on the market today that can seamlessly integrate with you GIS software and accept file geodatabases.

With our solution, there will be no need to convert any of your data into a proprietary format. As a result, you will be able to also use the data created in Web Compass with your existing licenses of GIS software. We have tools already built into Web Compass that allows a user to directly export route data into an esri format for viewing (ie using Network Analyst).

2. Have the ability to integrate seamlessly with DecisionEd Data Warehouse, student data and ESE student data or at a minimum be able to accept data and send data in a standard CSV format to the warehouse. DecisionEd (Data Warehouse) http://www.decisioned.com/

Compass has the ability to accept and send data from and to external systems in multiple ways including

a) In standard ASCII Text file format using Delimiters e.g. CSV b) In fixed field length ASCII Text files

c) Data supplied through ODBC or OLEDB connectivity

d) Data supplied through views in SQL Server or Oracle or other industry standard SQL Databases/RDBMS.

3. Work with Stoneware Software Solution. Stoneware (Single Sign On) http://www.stone- ware.com/

Compass can be integrated external authentication /directory servers using protocols such as LDAP and Active Directory. Compass can use the Stoneware solution for authentication using any Web API or library based API exposed by Stoneware.

4. Have the ability to integrate with LCSB’s existing student pre-addressed geocoding model from LCSB Data Warehouse, DecisionEd (XY Coordinate E911 Point Address with a projection of NAD 1983 HARN State Plane Florida East FIPS 0901 US Survey Feet).

Compass is built in industry standard ESRI technology and has the ability to utilize spatial data in any standard Projected and Geographic coordinate that can be managed with ESRI tools.

Specifically, Compass can easily work with any NAD 1983 State Plane coordinate system. Compass has the ability to work directly with coordinate data such as those stored in LCSB Datawarehouse as well as with spatial data stored in ESRI Shapefiles, Geodatabases and ArcSDE Geodatabases.

Since Compass is fully ESRI GIS technology based, conversion of spatial data into proprietary or non-ESRI data format is not required. Compass can work directly with LCSB GIS data without need for conversion.

5. Have the capability of utilizing the newly created highly accurate routable street network GIS layer (file geodatabase) dataset developed by Lake County GIS for public safety vehicle routing and the existing ESRI StreetMap Premium NAVTEQ North America routing dataset.

The Compass Routing Engine uses ESRI Network Analyst technology as a one of the key tools. The routing engine has been designed to work with ESRI Network Datasets and has already been tested successfully and is being used in production mode with NAVTEQ Datasets. Compass has built in capabilities to work with the value added data features in the NAVTEQ Datasets such as (but not limited to)

a. Network Restrictions e.g. One way, No Travel b. Attribute Parameters

c. Turn Classifications d. Turn Feature Classes

e. Barriers ( point, line and polygons) f. Average Speed

6. LCSB prefers the capability of utilizing the newly created highly accurate routable street network GIS layer (file geodatabase) dataset developed by Lake County GIS for public safety vehicle routing and the existing ESRI StreetMap Premium NAVTEQ North America routing dataset.

Again Compass can work directly with ESRI Street Map Premium (NAVTEQ) datasets without the need for any special conversions. In an ideal scenario LCSB could consider exposing REST services of the LCSB ESRI network dataset to the Compass application and Compass would seamlessly route using that data without the need for making local copies of the data. Compass can work with street network data stored in any ESRI format file geodatabase, shapefile feature dataset, ArcSDE etc.

This means that LCSB GIS Staff can continue to use familiar ESRI tools to maintain and tune their network dataset as needed and Compass can seamlessly work with that data.

7. Have the capability of downloadable routes and stops (waypoints) into a mobile GPS device for future voice turn-by-turn directions for use by substitute drivers.

Compass already has the ability to output routes in portable XML format files

called .GRF files. These can be read for generation of voice turn-by-turn directions by mobile device software such as ESRI Navigator. Compass can also be integrated to work with certain TOMTOM devices as well.

8. Have the proficiency to handle and analyze various bell time scenarios for route efficiencies across all 300 general education and ESE routes

Web Compass utilizes a feature called scenarios. Each scenario is independent of each other and allows users to make general changes (such as bell times) without affecting other scenarios.

C. Installation

1. Contractor shall be responsible for the installation and field-testing of software and hardware solutions proposed and shall receive formal acceptance by the LCSB prior to any implementation or testing.

USCI will configure and install our software components on LCSB servers if the district chooses to host our solution. This also includes using your current esri™ licenses. This can be done remotely through VPN or other methods if VPN is not acceptable to the district.

If the district chooses to have USCI host your solution, then all any user (including admin) would need is a computer and web browser to access the site.

2. Contractor responsible for providing implementation support with existing District network and all local system infrastructures.

USCI will support LCSB with ensuring that our products are functioning as designed and at an optimal level.

D. Training

1. After installation and field testing, the vendor shall provide all the necessary on-site training including an operational manual for sufficient reference of the proposed cloud- based solution to the routing staff for a minimum of 3 days. This initial training shall be included in the purchase price and shall ensure the LCSB routing staff can work

autonomously without the vendor’s assistance to competently utilize the software in their typical daily operations.

Our training style includes the use of PowerPoint and hands on training using your districts live data. Training takes place over the course of 5 days. This is an instructor led course with plenty of hands on time. Typically, a concept is presented by the trainer, demonstrated, and then the users practice on their workstation. We like to keep training informal with the users able to ask questions as concepts are presented.

Training Plan

Below is a basic outline our training course for end users. Customized training plans will be created with the assistance of Lake County Schools for other pertinent user levels. At the conclusion of training, we will provide users with a training summary and trainer critique.

For optimal training, we recommend that training be conducted in a dedicated training room with a projector and workstations with Internet access for each user. We also strongly recommend that Google Chrome be installed prior to the commencement of training.

2. Any additional or recommended training and associated cost shall be noted on the Cost Proposal.
