Given the rapid pace of change within the care and support industry, there is continued emphasis on ensuring that Training Packages reach the market in the optimum time using the most efficient process. CS&HISC is in the process of reviewing Training Packages to better support improvements in speed to market.

Expected outcomes include: a more efficient consultation approach, increase the ability to reflect new and emerging roles; consolidation of some qualifications and units of competency; as well as improved efficiencies in the use of resources. However, there are significant contextual regulatory and policy issues that have negatively impacted on CS&HISC’s ability to develop training packages that meet the changes in service delivery and for RTOs to deliver training. Changes in the regulatory and standards environment that reflect industry need would greatly assist CS&HISC to deliver training packages more quickly.

There is limited research on the workforce implications of individualised funding in Australia (Christensen 2012; Glendinning 2012; Fattore et al. 2010; Cortis et al. 2013), but international evidence suggests that workforce planning and development must be an integral part of this to avoid the prospect of individual funds being predominantly used to maintain pre-existing personal care arrangements, rather than achieving the goal of increased independence (Moran et al. 2012).

Information for the 2014 Environmental Scan was guided by a set of research questions looking at change in service and workforce demand, workforce development priorities and the potential impact of current policy and service factors on the future workforce. These research questions were addressed through desktop research as well as a series of stakeholder engagement activities.

The approach to stakeholder engagement aimed to be as inclusive as possible, engaging with stakeholders encompassing a broad range of organisational perspectives and sectors as well as achieving good

geographical coverage. Within this broad aim, and allowing for budgetary and time constraints, priority was given to those individuals and organisations that are viewed as strategic decision makers and thought leaders in community services and health. A range of methods were used to engage with stakeholders:

» an online survey

» written submissions

» interviews with key stakeholders

» an industry forum.
