General Requirements 2.1

Is the application built as an add-on/extension for ESRI ArcGIS 10.x and is it fully utilized within ArcGIS (Basic, Standard or Advanced)? If yes, please describe how this is accomplished within the proposed application. If no, please describe how the application will interact with ESRI data and allow the direct display of data within the native software.

2.2

Does this application include an ArcGIS license and/or will this application work with ArcGis Floating licenses? If so which version and type of license is included.

2.3 Is the application vendor neutral (except for ESRI)?

2.4 Will the software require current or future updates to ESRI ArcGIS 10.x to continue use (will the software be backwards compatible with current versions of ESRI 10.x)? Describe software design in relation to updates of ESRI products.

2.5 Is the application an open system design with access to all background data? For example, can we connect our ArcServer to look at the output from the software program? Describe how data is accessed and note any data that is only accessible from within the software or through 3rd party software or services.

Will the software utilize the City's existing GIS database(ESRI based) as its asset inventory? Describe how the software connects to ESRI based asset inventory data. If no, provide explanation in the comments field how you would propose to meet this requirement.

2.7 Is the software able to load PACP compliant inspection data (Video/inspection reports/inspection codes) from CUES' Granite XP? Granite data is stored in an Oracle database on the City network. Please describe.

2.8 Is the software able to load PACP compliant inspection data (Video/inspection reports/inspection codes) from RedZone ICOM3? Please note that RedZone's data is externally hosted. It is not stored in the City network. Please describe.

2.9 Is the software able to load Non-PACP compliant inspection data (Video/inspection reports/inspection codes) from other sources? (SQL data, MPEG2 video) Please describe the flexibility of the software to accommodate different types of data.

2.10 Does the application have the ability to consume web services (REST, SOAP)? If yes, describe.

2.18 Does the application support the integration of information with GIS to display data on a map layer? If yes, please describe the approach used to incorporate map images (or other theme layers) into the application and how data is displayed. Data Analysis

2.19 Does the application visualize PACP codes on a GIS Layer or as a separate layer with GIS? (ESRI based layer files)

2.20 Does the software have the ability to project a 3D Pipe model and display visible defects (PACP Codes)? Describe 3D projection capability and include if it has the ability to zoom, pan, rotate.

2.21 Does the software allow end users to establish rehabilitation requirements based on PACP codes and then apply these rehabilitation requirements to the data? If multiple rehabiliations are close to each other, is the software able to combine these rehabilitations (e.g., two spot repairs close to each other would be combined into one spot repair, more than four spot repairs on one pipe would require replacement of the whole pipe)?

2.22 Does the application display (view) GIS selected CCTV inspection video within the application?

2.23 Does the application have the ability to filter a list of assets or filter assets found in a geographic area? Describe how this is accomplished.

2.24 Does the application have asset management tools to calculate both likelihood(probability) and consequence of failure factors to assets to determine risk? Does the application allow the user to easily calculate consequence of failure from GIS layers based on distances from other layers(e.g., distance from railroad) or based on characteristics of the assets (e.g., depth of pipe)? If no, please indicate how you would propose to meet this requirement.

2.25 Does the application have a configurable risk matrix that allows the City to determine the importance of the consequence of failure and likelihood of failure scores in calculating risk? Describe risk matrix capabilities.

Does the application have a graphics user interface for drag and dropping decision options for Risk Analysis by Asset classes? For example, can the decision trees identify which assets should receive CCTV next, which assets should be reassessed in 5 years based on the PACP codes, or which pipes need immediate repair since they are high risk?

2.27 Does the application allow analysis of surface water assets separate from wastewater assets, utilizing different workflows/decision trees? Describe capabilities.

2.30 The City of Tacoma has a requirement for both standard and custom reports. Does the proposed application have both standard and customizable reporting capabilities? If yes, please describe how this is done within the proposed application. If no, please indicate how you would propose to meet this requirement.

2.31 Does the application have the ability to identify and generate a 5,10, and 100 year Capital Improvement Plan list projection? Does the capital improvement planning component allow the user to estimate pipe replacement costs based on the pipe attributes (e.g., size, depth) or based on other GIS layers (e.g., surface restoration requirements). Describe the process, results, and customization possible within the application.

2.32 What types of functionality is available for doing ad-hoc reporting? Are third party tools such as Microsoft Reporting Services available to run against the data structure?

User Acceptance Testing

3.1 The City will perform User Acceptance Tests (UAT) after the product has been successfully installed, configured and tested by the Contractor and made available in the City’s Acceptance Test environment. During the UAT period, it is expected that any software malfunctions (“bugs”) reported by the City will be corrected by the Contractor as soon as possible such that the application downtime is limited to no more than 4 hours per incident during the test period.

Warranty

3.4 Warranty period begins after the software and any acquired hardware has been accepted in writing by the City after successful completion of user acceptance testing. The Proponent must provide 90days of warranty on the software installation and configuration (including any customization), and any hardware purchased under this RFP. Any malfunction or defect reported by the City during the warranty period must be corrected by the Proponent within the service levels specified in the Maintenance and Support Agreement signed with the City at no additional cost to the City. Please state your agreement with the above warranty requirements and provide your approach to warranty support.
