Section 10 – Facility Standards and Equipment Standards and Scrutineering Procedures

Section 10: Page 12

Note: Nippers (U/9, U/10, U/11, U/12, U/13 and U/14) may not use the “Russian Style”

fins. They may only use the rubber style fins.

10.9.1 Scrutineering procedure

For LSA-managed events: person appointed by the Sport Advisory Board shall check the Fins at the pool and/or open water. Minimum measuring equipment required: tape measure (minimum 3m with 1mm increments), or a fin box in which the Fins are fully inserted, or another measurement tool for quick and efficient measurement.

LSA shall provide a stamp or sticker to be affixed to the Fins as proof of the scrutineering check.

10.10 THROW LINES

For the Line Throw event, throw lines shall be plaited, buoyant polypropylene with non-memory characteristics:

Diameter: 8mm (± 1mm)

Length: minimum 16.5m; maximum 17.5m

10.10.1 Scrutineering procedure

For LSA-managed events, a person appointed by the Sport Advisory Board shall check the throw lines. Minimum measuring equipment required: tape measure (minimum 3m with 1mm increments).

For LSA-sanctioned events, the sanction application requires a declaration from the competition organisers that all equipment to be used in the competition will meet LSA standards.

10.11. LIFESAVING BALLS, NETS AND ROPES

Lifesaving balls shall consist of a standard FIBA type basketball filled with air. The ball shall be spherical, consist of a rubber inner tube with leather, synthetic or rubber cover and be 750 to

Section 10: Page 13

780mm in diameter and 600 to 650 grams in weight. The ball shall be inflated to a pressure such that if the ball is dropped from a height of 1.80m onto a wooden floor from an approximate height of 1.80 m (measured at the lowest point of the ball), the ball will rebound from the floor to a minimum height of 1.20 m and a maximum of 1.40 m (measured at the upper (top) part of the ball).

The ball shall be encased in a net which is fixed to a line. The net is to be a minimum of 570mm and a maximum of 630mm long. The holes in the net are 60mm and the net rope has a diameter of 2mm.

The line (rope) is 25m long and 6mm in diameter and shall be constructed from hemp, nylon or a similar material which floats. Competitors are not allowed to change the composition or size of the material. Further, it is forbidden to make knots in the line other than to tie or loop the line to any part of the Rescuer's body.

10.11.1 Scrutineering Procedure

For LSA events, a person appointed by the Sport Advisory Board shall check the Rescue Tubes.

Minimum measuring equipment required: tape measure (minimum 3m with 1mm increments).

The sanction application requires a declaration from the competition organisers that all equipment to be used in the competition will meet LSA standards.

10.12 OPEN WATER CRAFT SPECIFICATIONS

10.12.1 Spirit of the Specification

As these specifications refer to craft used in competition within LSA, they will be used by Technical Officials to determine the eligibility, or otherwise, of competitor’s craft.

Any competitor, or Province, District, Region, Branch or Club, who attempts to win a race by any other than honourable means, or departs from the “spirit of the specification”, may be disqualified. LSA to ensure that all craft manufactured comply with the appropriate specifications. When a change in basic design is contemplated, manufacturers should first seek the advice of the LSA Director: Sport.

10.12.2 Manufacturer’s Name

It shall be a requirement, to be read in conjunction with the craft specifications, that all craft with the exception of Nipper Soft Boards must carry clear identification of the manufacturer’s name and address

10.12.3 Registered Craft Manufacturers

LSA will compile a list of “Registered Craft Builders”. The craft will not be required for scrutiny at competition, except for safety. Craft purchased and not strictly to specification (whether at the direction of the Province/ Region/ District/ Branch or Club, or by reasons of the builder) must be

Section 10 – Facility Standards and Equipment Standards and Scrutineering Procedures

Section 10: Page 14 reported to LSA immediately.

10.12.4 Variations from Specifications

Provision is allowed in LSA procedures for craft to be constructed outside the specification - for the purpose of improvement of design, performance or material evaluation. Such permission can only be forthcoming from LSA and as a result of a submission lodged through a Province, District, Region, Branch or Club.

Submissions must contain all relevant information and drawings, etc., in support of the application. The outcome of the application must not, however, be presumed and no deviations from specification may be undertaken until permission has been given, in writing, by LSA.

10.12.5 Scrutineering procedure for all Open Water Craft

Craft are subject to random scrutineering. Craft shall be checked for maximum length, minimum weight and safety (e.g., state of repair). Minimum measuring equipment required: tape measure, minimum 5m with 1mm increments; weigh scale with minimum 15kg capacity with 1gm increments. Also recommended is a measuring “jig” to measure length and testing gauges to measure nose diameters and minimum fin width and thickness. LSA shall provide a stamp or sticker to be affixed to each craft as proof of the scrutineering check.

10.13 BOARD SPECIFICATIONS

Boards must conform to LSA specifications including the following:

Maximum length – 3.2m Minimum Nose radius - 25mm

Minimum Structural Weight – 7.6kg (Added weights are not permitted)

Fin to have minimum profile radius of 25mm at any point, and minimum leading edge radius of 2.4mm

The Board may be constructed of timber, foam and/or fibreglass with either solid core or hollow construction. Foam sandwich construction is permitted. Plastic strap-like handles may be fitted to Boards as an optional extra. Boards shall contain a minimum flotation in the form of foam or other approved material to provide buoyancy of 20kg mass.
