10.0 WORKER TRAINING AND INSTRUCTION
As the owner of buildings, the University of New Brunswick should establish and maintain a training and instruction program for every worker who is likely to work in close proximity to and may disturb suspected or confirmed ACMs.
The following topics must be considered as a minimum for the training and instruction program:
§ hazards of asbestos exposure;
§ use, care and disposal of protective equipment and clothing to be used and worn when doing applicable work;
§ personal hygiene to be observed when doing applicable work; and
§ measures and procedures prescribed by the Regulation 92106.
The Joint Health and Safety Committee must be informed of the time and place where these specific types of instruction and training are to be carried out.
Training of workplace parties of their roles and responsibilities is one of the most important aspects of a successful and effective AMP. Training will be provided to workplace parties based on their roles and responsibilities related to asbestos management. To avoid duplication, training sessions should be structured and delivered in modules in order to target specific requirements and duties. The following four modules are applicable to the UNB Fredericton workplace: § Asbestos Awareness Training; § Asbestos Safe Work Procedures (SWP) Training; § Respiratory Protection Training; and § Asbestos Management Program Training. Asbestos Awareness Training Asbestos Awareness Training is a course that all workers in the building will be required to take if they are likely to work in close proximity to and may disturb suspected or confirmed ACMs. This session should also be provided to individuals that supervise workers or contractors who may work near or with asbestos materials. Annual refresher training may be considered for select staff such as staff, conducting minor Class 1 (Low Risk) asbestos related work.
This course should be general in nature and should address the hazards of exposure to asbestos and introduce the requirements of the “Code of Practice for Working with Materials Containing Asbestos in New Brunswick”. Asbestos reporting and emergency procedures should also be covered in the general asbestos awareness session. The training session should place emphasis on the awareness and identification of ACMs, and the person to notify should damage occur to suspected or confirmed ACMs.
Asbestos Safe Work Procedures Training
Asbestos Safe Work Procedures Training should be provided to maintenance workers who conduct Class 1 operations. Class 2 and 3 operations should not be done by workers of UNB and should be contracted out to a certified contractor. UNB must take steps to ensure that maintenance, IT, security

and custodial workers are aware of the health risks, methods of prevention, and proper work practices associated with asbestos. This can be accomplished through the use of written, oral, visual and worker participation approaches. All custodial and maintenance workers who conduct activities that could potentially disturb ACMs should receive training before performing any such work. Custodial and maintenance worker training programs should be reviewed annually or more frequently if required by a change in work conditions.
Respirator Protection Training
Respirator Protection Training should be made available to all Physical Plant workers who will perform Class 1 work, as well as workers that request a respirator to work near ACM. The instruction and training should specifically address:
§ the hazards of asbestos exposure;
§ personal hygiene and working practices; and
§ the use, cleaning, limitations and disposal of respirators, and protective clothing.
Persons provided with a respirator must be given a medical evaluation and annually fittested with their assigned respirator. Medical evaluations are important to ensure that workers are healthy enough to wear a respirator. Fittesting should ensure that the respirator is of the appropriate size and that an adequate seal has been attained. Asbestos Management Program Training Asbestos Management Program Training should be provided to the supervisor workers to ensure that they understand the: § requirements of the asbestos regulation; § Asbestos Building Materials Assessment; § classification of asbestos work; § AMP; § asbestos project control; and § asbestos reporting and emergency procedures.
This session should be at a higher level so that the people in charge of this type of work understand their roles and responsibilities fully and know how to manage asbestos in their area.
Upon completion of the training sessions, participants should be provided with a certificate of training. A List of Employees Trained in Asbestos Awareness Form is provided in Appendix K. The Asbestos Management Program Coordinator should ensure the completion of this training record for the site. The Asbestos Management Program Coordinator should also be responsible for annually reviewing the site training requirements and informing the Senior Employer Representative of any changes or updates.
When any work near or on suspected or confirmed ACMs could result in the material being significantly disturbed, qualified asbestos abatement contractors should be considered for the work. Asbestos abatement contractors should have completed advanced training involving Class 3 operations. Particular care should be taken before allowing outside contractors and/or constructors to work on or

near suspected or confirmed ACMs. All contractors and/or constructors should be provided with a report detailing the location of confirmed or suspected ACMs in the building. The Asbestos Management Program Coordinator should require documentation confirming the contractor and/or constructor is familiar with the site specific AMP, has experience working with or around ACMs, and has adequately trained workers. The Contractor Asbestos Awareness Form located in Appendix C can be used. A trained member of the Physical Plant, Project Group and/or the Asbestos Management Program Coordinator should act as liaison and monitor all maintenance performed on suspected or confirmed ACMs by outside contractors.
Contractors involved in asbestos abatement work should provide copies of their insurance documentation to UNB Fredericton outlining their coverage specifically for the removal of asbestos.
