1981 PROGRAMIIE FOR THE ACHIEVEMENT OF CUSTOMS UNION (1)

The Commission recentLy submitted

the

1981 programme

for

the

achievement

of

customs union

to

the

Counci L.

This

is

the

second programme submitted by

the

Commission foLIowing an undertaking which

it

gave

the

European ParIiament and

the

CounciL

at

the beginning

of

1979. (2)

The programme contains

a

statement

of

Community achievements

in

the

customs

fieLd

during

1980 and

a

List of

priority

measures which

the

Commission proposes

to

put

before

the

Counci

L

in

1981 .

obtiged

to

note

that

far

Less was achieved

in

1980

than

in

the'preceding

year.

Nine customs proposats

of

s'ignaL 'importance were adopted by

the

CounciL

in

1979 and

only

two

of

the

proposals

contained

in

the

1979 programme had

to

be

carried

over

to

1980.

adopted

by

the

Councit

the

first

six

months of

198A, however,

the

onLy major proposaL was

the

one concerning

the

new

definition

of

the

vaLue

of

goods

for

customs purposes.
