G o r b a c h e v came to r e a l i s e t h e n e e d to r e p l a c e t h e S o v i e t
i m a g e o f b e i n g " a n e n e m y " w i t h o n e o f b e i n g " a f r i e n d " i n
t h e r e g i o n . P o l i t i c a l s o l u t i o n s n e e d e d to be f o u n d
w i t h o u t d e l a y to t h e "m a n y t a n g l e d k n o t s " a n d p o t e n t i a l l y
