Vorwort

Den foreliggende publikation » Landbrugsstrukturen « er en

fortsættelse af hæftet » Landbrugsstatistik « nr. 3/1974. Den

indeholder grundlæggende statistiske data om

landbrugs-strukturen, der er taget fra eller afledt af nationale statistikker

og normalt bearbejdet på årsbasis. Tallene omfatter fem

delom-råder af landbrugsstrukturen, hvor det har været muligt at opnå

en tilstrækkelig harmoniseringsgrad. Hvert delområde behandles

ensartet og hver for sig i forskellige afsnit i publikationen, hvor

der dels gives statistikker over udviklingen på lang sigt siden

1950, dels den årlige udvikling til og med 1976. Således får

denne publikation også karakter af opslagsværk.

Det skal bemærkes, at harmoniseringsgraden generelt er højere

for de oprindelige seks medlemsstater end for de tre nye

medlems-stater. Desuden foreligger der for de tre nye landes vedkommende

ikke altid fuldstændige oplysninger, og i disse tilfælde har Det

statistiske Kontor foretaget supplerende skøn. I forordene til

de enkelte afsnit henvises der til relevante definitioner, afvigelser

herfra og særlige forhold.

Hermed være rettet en tak til medlemsstaternes

landbrugs-statistiske kontorer og andre kontorer, der bidrager med

oplys-ninger til denne publikation, for indsendelsen af de årlige

spørge-skemaer og for deres stedse gode og kollegiale samarbejde.

Die vorliegende Veröffentlichung „ Agrarstruktur " ist ein

Anschlußheft zu „ Agrarstatistik " Nr. 3/1974 mit Basisstatistiken

über die Agrarstruktur, die nationalen Quellen entnommen oder

daraus abgeleitet und im allgemeinen als Jahresreihen

auf-bereitet sind. Die Zahlen beziehen sich auf fünf Teilbereiche der

Agrarstruktur, bei denen ein signifikanter Harmonisierungsstand

erreicht werden konnte. Jeder Teilbereich wird in gesonderten

Abschnitten auf die gleiche Weise behandelt und enthält Angaben

sowohl über längerfristige Zeiträume ab 1950 als auch über

jährliche Entwicklungen bis einschließlich 1976. Die

Veröf-fentlichung dient somit auch als Nachschlagewerk.

Es ist darauf hinzuweisen, daß der Harmonisierungsstand bei

den sechs ursprünglichen Mitgliedstaaten im allgemeinen höher

Préface

The present publication, ' Agricultural Structure ', is a sequel

to ' Agricultural Statistics ' No 3/1974. It contains basic

statistics on agricultural structure taken or derived from national

sources and generally calculated on an annual basis. The figures

cover five aspects of agricultural structure where it has been

possible to achieve a significant level of harmonization. Each

aspect is treated identically in separate sections of the publication

where statistics are provided on long-term trends for periods

since 1950 and on annual developments up to 1976. The

publi-cation thus serves also as a reference work.

It should be noted that the level of harmonization among the

six original Member States is generally higher than for the three

new members. In addition, data from new Member States are

not complete in certain cases and where this occurs estimates

have been made by the SOEC. The relevant definitions, deviations

therefrom and any special features are indicated in the

intro-ductory remarks to each section.

The agricultural statistics services and departments of Member

States involved in providing data for this publication are thanked

for returning the annual questionnaires and for their usual

excellent and friendly cooperation.

La présente publication « Structure agricole » est une suite au

fascicule « Statistique agricole » n° 3/1974. Elle comprend les

statistiques de base sur la structure agricole tirées ou dérivées

de sources nationales et généralement calculées sur une base

annuelle. Les données chiffrées portent sur cinq aspects de la

structure agricole qui ont pu faire l'objet d'une large

harmoni-sation. Chaque aspect est traité séparément et selon un principe

uniforme qui, d'une part, tient compte de l'évolution à long

terme depuis 1950 et, d'autre part, suit l'évolution annuelle

jusqu'en 1976. De cette façon, la présente publication peut

aussi servir d'ouvrage de référence.

L'harmonisation entre les six États membres initiaux est

géné-ralement plus poussée que pour les trois nouveaux États membres.

En outre, les données fournies par les nouveaux États membres

ne sont pas toujours complètes et, le cas échéant, l'OSCE a dû

recourir à des estimations. Les remarques préliminaires de chaque

section indiquent les définitions, les divergences et les

parti-cularités.

La presente pubblicazione « Strutture agrarie » fa seguito al

fascicolo « Statistica agraria » n. 3/1974 e presenta le statistiche

di base sulle strutture agrarie: si tratta di dati generalmente con

frequenza annuale, ripresi o derivati da fonti nazionali, e relativi

a cinque aspetti delle strutture agrarie, per i quali è stato possibile

ottenere una buona armonizzazione. Ogni aspetto viene trattato,

secondo una presentazione uniforme, in una sezione specifica

della pubblicazione: serie storiche dal 1950 con evoluzione

annuale fino al 1976. Pertanto la pubblicazione può considerarsi

un testo di riferimento.

Va notato che il grado di armonizzazione raggiunto è generalmente

maggiore per i sei Stati membri della Comunità originaria che

non per i tre Stati di più recente adesione. Per i tre nuovi Stati,

inoltre, in alcuni casi i dati forniti non erano completi, per cui

si è ricorso da parte dell'ISCE a stime integrative. Nelle note

introduttive alle singole sezioni sono indicate le definizioni, le

Deze publikatie „ Landbouwstructuur " is een vervolg op „

Land-bouwstatistiek " nr. 3/1974. Zij geeft basisstatistieken betreffende

de landbouwstructuur welke uit nationale bronnen zijn

over-genomen of hieruit zijn afgeleid en gewoonlijk op jaarbasis zijn

berekend. De cijfers hebben betrekking op de vijf aspecten van

de landbouwstructuur die in grote mate konden worden

geharmo-niseerd. Elk aspect wordt in een apart deel van de publikatie op

identieke wijze behandeld met statistieken over de tendensen

op lange termijn gedurende bepaalde periodes sinds 1950 en

over de jaarlijkse ontwikkeling tot 1976. Daarom kan deze

publikatie ook als naslagwerk worden gebruikt.

Opgemerkt zij dat de gegevens van de zes oorspronkelijke

Lid-Staten in het algemeen meer geharmoniseerd zijn dan die

van de drie nieuwe Lid-Staten. Bovendien zijn de gegevens van

de nieuwe Lid-Staten in sommige gevallen niet volledig, zodat

het BSEG schattingen heeft moeten verrichten. In de inleidende

Vorbemerkungen

Introduction

Die Abschnitte A und Β sind gemeinschaftlich angelegt, d.h. sie enthalten die direkte zeitliche und gebietsmäßige Gegenüberstellung von Angaben aller 9 Mitgliedstaaten und der Gemeinschaft als Ganzes. Wegen der unterschiedlichen Erfassung der Kleinstbetriebe bezieht sich der Beobachtungsbereich grundsätzlich auf die landwirtschaftli­ chen Betriebe mit einer Mindestgröße ab 1 ha landwirtschaftlich genutzter Fläche (LF), d.h. daß Gartenbaubetriebe erst ab 1 ha LF einbegriffen, Forst­ und Viehhaltungsbetriebe unter 1 ha oder ohne LF ausgeschlossen sind.

Wegen des Originalflächenmaßes ( . acres " statt Hektar bei UK und IRL) sowie der noch nicht voll harmonisierten Definition der LF kann vor 1970 der Erfassungsbereich für die 3 Beitrittstaaten noch von dem der anderen Mitgliedstaaten abweichen. Bei Dänemark sind außerdem 1950 und 1960 die reinen Gartenbaubetriebe (etwa 8 000) nicht einbegriffen.

Die Angaben sind vorwiegend Ergebnisse aus nationalen Erhebungen oder Auszüge aus der gemeinschaftlichen Strukturerhebung für Frank­ reich und Italien 1967 und 1975 (nationale Aufbereitung) oder amtliche Fortschreibungen für Frankreich ab 1971 oder vom SAEG zusammengestellte Zahlen für das Vereinigte Königreich vor 1970 oder vom SAEG geschätzte Zahlen auf der Grundlage nicht direkt verwendbarer nationaler Angaben : alle Angaben für Irland vor 1970, Gliederung nach Größenklassen der landwirtschaftlich genutzten Fläche (LF) für Italien 1961.

Einige der angegebenen Jahre oder Zeitabschnitte weichen bei ver­ schiedenen Ländern geringfügig ab :

Sections A and Β are constructed on a Community basis i.e. they contain direct temporal and spatial comparisons of figures for 9 Mem­ ber States and for the Community as a whole. Because of variations in the way very small holdings are covered in the Member States, the figures given here relate in principle to agricultural holdings with a minimum size of 1 ha agricultural area in use (AA), i.e. horticultural holdings are only included if they have at least 1 ha AA, but forestry or livestock holdings with less than 1 ha AA or entirely without AA are excluded.

Since the original data in the UK and Ireland classified farms by acreage size groups instead of hectares and since there is not yet exact agree­ ment over the definition of AA used before 1970 the exact size of holdings included may diverge slightly in the three new Member States from that in the other Member States. In Denmark apart from 1950 and 1960 pure horticultural holdings (c 8 000) have been excluded.

The main sources for the figures are : national surveys, extracts from the Community structure survey for France and Italy 1967 and 1975 (national publications) official projections (for France from 1971) figures compiled by SOEC (for the UK before 1970) or estimates made by the SOEC based on national figures which are not suitable in their original form (all figures for Ireland before 1970 and the split by size groups of agricultural area in use (AA) for Italy 1961).

Some of the data given relate to years or periods which are not exactly those indicated :

auf die LF, ebenso der Nachweis der Flächen selbst. Abweichungen bestehen für die BR Deutschland, das vor 1970 auch die nicht genutzte landwirtschaftliche Fläche einbezog, sowie für Irland, das vor 1970 die gesamte Betriebsfläche bei der Gliederung zugrunde legt, nicht jedoch beim Flächennachweis.

Die Angaben für das Vereinigte Königreich sind erst ab 1970 für die 3 statistisch selbständigen Gebiete England­Wales, Schottland und Nordirland zusammengefaßt geliefert worden. Für die Jahre vor 1970 waren diese nur getrennt verfügbar und wurden vom SAEG aufaddiert. Dabei ergab sich in der untersten und höchsten Größenklasse für Zahl und Fläche der Betriebe gegenüber den Angaben ab 1970 ein Bruch, der in der untersten Klasse auf eine unterschiedliche Abgrenzung des Erfassungsbereichs, in der höchsten Klasse auf die Berücksichtigung der . Rough­grazing­Flächen " (etwa 5 Mill, ha ertragsarme Weiden) zurückzuführen ist. In verschiedenen Fällen mußte daher auf eine Summenbildung oder einen Zeitvergleich verzichtet werden. Abschnitt C enthält alle verfügbaren Originalangaben der neun Mit­ gliedstaaten getrennt und in nicht harmonisierter Form. In der folgenden synoptischen Übersicht sind für die einzelnen Länder die Kriterien zur Erfassung der Betriebe einander gegenübergestellt.

The split by size of holding is based wherever possible on the AA and the area figure given are also AA. However, for the FR of Germany figures before 1970 include also agricultural area not in use. For Ireland the size­class split is based before 1970 on the total area of the holding though the area figures given are of AA.

The figures for the UK have been provided to the SOEC in unified form only since 1970. For years before 1970 separate figures were provided covering each of the three statistically independent territories, England and Wales, Scotland, and Northern Ireland. These separate fgures have been added up by SOEC. This process showed in the smallest and the largest size classes, both for the number of holdings and their area, a break compared with the figures from 1970. In the smallest size class this can be attributed to variation in the minimum size of holding considered and in the largest to the inclusion of rough grazing (c. 5 mill. ha). This presents certain temporal comparisons and the inclusion of certain totals.

Le champ d'observation se limite en principe à des exploitations d'au moins 1 ha superficie agricole utilisée (SAU) vu les variations d'observation des petites exploitations dans les États membres; c'est-à-dire des exploitations horticoles sont incluses seulement à partir d'1 ha SAU ; des exploitations sylvicoles et d'élevage de moins de 1 ha ou sans SAU sont exclues.

Avant 1970 le champ d'observation peut diverger pour les trois nou-veaux pays membres à cause de la mesure originale de la superficie («ares» au lieu de hectare pour UK et IRL) ou leur définition pas encore entièrement harmonisée. Pour le Danemark les exploitations purement horticoles ne sont pas considérées en 1950 et 1960 (environ 8 000).

Les données sont principalement des résultats des recensements nationaux ou des extraits de l'enquête communautaire pour la France et l'Italie 1967 et 1975 (dépouillement national) ou des mises à jour officielles pour la France à partir de 1971 ou des chiffres assemblés par l'OSCE pour le Royaume-Uni avant 1970 ou des estimations par l'OSCE sur la base des données nationales, non directement exploitables: toutes les données pour l'Irlande avant 1970, classes de grandeur selon la superficie agricole utilisée (SAU) pour l'Italie 1961. Certaines années ou périodes indiquées dans les tableaux diffèrent légèrement pour certains pays membres :

La répartition par classes de grandeur des exploitations se réfère en principe à la SAU ainsi que l'indication des hectares. Des divergences existent pour la RF d'Allemagne, où la superficie agricole non utilisée est considérée avant 1970, et pour l'Irlande, où la superficie totale de l'exploitation est à la base de la répartition par classes de grandeur avant 1970, mais pas pour l'indication des hectares.

Les chiffres du Royaume-Uni ont été communiqués ensemble pour les trois régions, indépendantes sur le plan statistique : Angleterre — Pays de Galles, Ecosse et Irlande du Nord à partir de 1970. Pour les années précédentes les données étaient uniquement disponibles séparément et ont été assemblées par l'OSCE. A la suite de cette pro-cédure on constatait une cassure dans le nombre et dans la superficie des exploitations en comparaison avec 1970 pour la classe de grandeur la plus petite et la plus grande. Dans la classe de grandeur la plus petite à cause des variations dans la grandeur minimum d'exploitation et dans la plus grande à cause de l'inclusion des pâturages pauvres (env. 5 mio ha). Dans plusieurs cas il fallait renoncer à la sommation ou à la comparaison dans le temps.

La section C comprend toutes les données de base des neuf États membres sous une forme non harmonisée. Dans le résumé suivant, les critères du champ d'observation pour chaque État membre sont comparés.

Prima del 1970 il campo di osservazioni può divergere per i tre nuovi paesi membri a causa della misura originale della superficie (« are » al posto di ettari per il R.U. e per l'Irlanda) o delle definizioni non ancora interamente armonizzate. Per la Danimarca le aziende esclusivamente orticole non sono considerate nel 1950 e 1960 (circa 8 000).

I dati sono principalmente i risultati dei censimenti nazionali o degli estratti di inchieste comunitarie per la Francia e l'Italia 1967 e 1975 (spoglio nazionale) o degli aggiornamenti ufficiali per la Francia dal 1971 o delle cifre riunite dall'ISCE per il Regno Unito prima del 1970 o delle stime deli'ISCE sulla base dei dati nazionali. Non sono utilizzabili direttamente tutti i dati dell'Irlanda prima del 1970 e le classi di ampiezza secondo la superficie agricola utilizzata (SAU) per l'Italia 1961.

Alcuni anni o periodi indicati nelle tavole differiscono leggermente per alcuni paesi membri :

La ripartizione per classi di ampiezza delle aziende si riferisce in prin-cipio sia alla SAU che all'indicazione degli ettari. Delle divergenze esistono per la RF di Germania dove la superficie agricola non utilizzata è considerata prima del 1970, e per l'Irlanda dove la superficie totale delle aziende è alla base della ripartizione per classi di grandezza prima del 1970 ma non per l'indicazione degli ettari.

Le cifre del Regno Unito sono state comunicate insieme per le tre regioni, indipendenti sul piano statistico : Inghilterra — Paesi del Galles, Scozia ed Irlanda del Nord a partire dal 1970. Per gli anni precedenti i dati erano disponibili solo separatamente e sono stati rilevati dall'ISCE. Con questo procedimento si notava un'interruzione nel numero e nelle superficie delle aziende in confronto al 1970 per le classi di ampiezza più piccole e più grandi. Per le prime a causa della disparità nell'ampiezza minima e nelle grandi e causa dell'inclusione dei pascoli poveri (circa 5 mio ha). In molti casi bisognava rinunciare alla somma o al confronto nel tempo.

La sezione C comprende tutti i dati di base dei 9 Stati sotto forma non armonizzata. Nel riassunto seguente sono comparati i criteri del campo d'osservazione di ogni paese.
