1- Business Analyst: Responsible for gathering and analyzing business requirements for different types of services and systems.
Job duties:
Assists program manager and management team in identifying and managing client requirements, goals, and expectations.
Analyzes business requirements and provides various detailed business requirements documentation.
Prepares and maintains formal business requirements documentation.
Works with different stakeholders to communicate requirements accurately and effectively.
Participates in developing system test plans and acceptance testing criteria.
Qualifications: First Degree in an appropriate discipline, such as IT or business or other related fields. Project Management Certification is a plus. (5) Years of experience in a relevant field, preferably in an ICT environment or industrial engineering. Excellent business analytical skills. Ability to identify and implement appropriate solutions to performance challenges based upon tracking and tendering information. Ability to work effectively without supervision, plan own work schedule and be proactive.
Exposure to statistical or financial analysis is a plus. Experience in developing business cases and business models. Strong envisioning skills and ability to understand As-Is situations, identifying gaps and service delivery improvements’ suggestions, and coming up with To-Be models demonstrating the transformation of an organization through the application of IT solutions. Experience in the Public Sector is also a plus. 2- Senior Business Analyst: Responsible for facilitating the improvement of government service business
process via the methodical investigation, analysis, review and documentation of functional business specifications.
Job duties:
Defines business processes for vertical and cross governmental services; defines scope, objectives and business justifications and Identify stakeholders and their business needs.
Leads group discussions and collaborative effort to conduct detailed requirement gathering sessions and define and develop user requirements, workflow analysis and process modeling.
Understands internal business and systems workflow to leverage existing capability for meeting business expectations.
Identifies areas for improving processes in collaboration with IT, business operations team and all internal and external Subject Matter Experts (SMEs).
Improves business processes through process reengineering and automation as appropriate in collaboration with concerned persons.
Uses fact base data analysis for sizing opportunity and recommend prioritization based on ROI.
Prepares business cases which define potential benefits, options for achieving these benefits through development of new or changed processes, and associated business risks.
Serves as the main point of contact to document and prioritize scope, standard operating procedures and process flows
Obtains stakeholder approvals and sign-off.
Liaises between Information Technology, business partners and project team.

Qualifications: Bachelor's degree in Computer Science, MIS or a related discipline. Advanced degree is preferred.Minimum (10) years of experience in business and project analytics including: process definition, management and monitoring, release management, web experience, database, XML,
XSL and/or requirement definition. Experience in a government service related area is desired. Proven analytical/technical aptitude evidenced by (5) or more years of successful experience in a quantitative role conducting feasibility and business case studies. Knowledge in quality assurance and Software Development Life Cycle. 3- BI & DB Specialist: Responsible for providing operational and development BI and DB for legacy systems & for DWH/Big Data projects.
Job duties:
Owns, tracks, and resolves database related incidents and requests.
Maintains Microsoft SQL Server databases and required subsystems including; installing new database applications, upgrading RDBMS software, ongoing systems technical support, and ensuring the integrity of the environment.
Data Modeling.
Works with Architecture and Development teams to support, maintain and continually evolve the Database and Data Warehouse architecture
Analyzes business reporting/dashboard needs and translates the requirements into technical specifications.
Performs data analysis on analytical and reporting requirements and recommend solutions for development.
Creates and maintains reports and dashboards necessary to support business requirements.
Designs and develops analytic and reporting solutions appropriate for Business Intelligence Platform.
Provides mentoring to SQL Server DBAs.
Participates in all major applications development projects to maintain the integrity of the system architecture.
Responds to database related alerts and escalations and work with development teams to implement strategic solutions.
Qualifications: Bachelor's degree in computer science, software engineering or other related fields. IBM and Microsoft certificates are considered a plus. Minimum (8) years of experience in a relevant field. Minimum (4) years of experience in e- government domain is preferable. Experience working on high availability systems, ideally within an enterprise environment. Experience in Integration solution design and data modeling. Solid experience in collecting and defining business requirements. Highly skilled with SQL Server and associated technologies. Strong data architecture and integration solution skills. Strong data architecture skills. Solid understanding of SQL Server Databases / Warehouses. ETL hands-on knowledge. 4- Technical Support Specialist Engineer: Responsible for all technical support work for all network clients
and in coordination with official technical support. Job Duties:
Performs necessary tests and procedures to identify network problems, if any, and works to isolate and solve them.
Informs monitoring engineers in case an incident happened that will affect customers connected to the network.
Makes necessary changes on the network in coordination with change control engineers.
Coordinates and follows-up technical support work with the implementing companies.
Trains network monitoring engineers.
Follows-up and documents system events.
Controls and supervises the entrance to the network aggregate points.
Qualifications: Bachelor’s degree in Information and Telecommunication Technology. (5) Years of experience working on networks, communications’ tools and equipment. Experience in the management of service provider networks and information technology in particular Cisco networks and have obtained CCNP. Network management and control, MPLS and advance routing training and courses in network security (firewall. IPS).
5- Information Security Officer: Job Duties
Produces and operates e-Government IT Security Policy for the Government of Jordan.
Ensures security policy and standards are in existence for all e-Government systems both operational and under development.
Liaises with e-Government Project Managers and administrators of the Government’s IT systems to ensure that security issues are given due weight in the overall system architecture and management.
Minimizes the impact of security measures on the operational efficiency of the systems and staff.
Reviews system designs during project development for compliance with security policies and standards.
Coordinates with the Head of Change Management to provide content and delivery training on security methodologies to e-Government Project Managers.
Develops and maintains process for updating security documents and sharing with vendor community (on e-Government initiatives). Manage all projects related to security.
Qualifications:
First degree in an appropriate discipline, such as Information Technology or equivalent qualification. A recognized qualification in information security. A minimum of 5 years’ experience in IT systems 3 of which in the area of IT security. Good understanding of and experience in, IT security in the Government sector and commercial sector.
6- Systems Engineer: Job duties:
Participates in the design and development of e-government architecture and infrastructure systems.
Analyzes and summarizes reports that are generated by monitoring tools.
Provides performance and capacity planning for UNIX and Windows-based servers.
Provides specific detailed information for hardware and software selection, implementation techniques and tools, for the most efficient solutions that meet business needs.
Develops policies to implement backup and recovery strategies.
Qualifications: Bachelor’s degree in information technology or other related fields. Minimum (5) years of experience in researching, developing, analyzing, designing, and testing different systems’ environments (Windows, Unix, Linux) using engineering and scientific principles. Must be proficient in UNIX Based OS and/or Windows Servers and Active Directory with thorough understanding of DHCP, WINS, Group Policy, DNS, TCP/IP, and routing concepts. Working knowledge in Microsoft exchange and system center products is a must. Ability to apply technology to improve existing systems and architecture.
Preferred Certificates: MCSE 2012, MCITP Enterprise Administrator, and CCNA. 7- Network Engineer:
Job Duties:
Participates in the design and development of e-Government networking projects’ activities.
Provides network engineering support including requirements definition and analysis.
Analyzes and determines budget requirements and current network systems technology.
Creates and maintain technical documentation.
Assists with or takes a leadership role in network engineering projects.
Designs and recommends network management systems, software and network communications systems.
Provides specifications and detailed schematics for network architecture and specific detailed information for hardware and software selection, implementation techniques and tools for the most efficient business solution
Qualifications:
First degree in an appropriate discipline, such as Information Technology or equivalent qualification. Minimum of 5 years’ experience in the design and support of networks and communication industry. Advanced knowledge and understanding of a range of networking software and hardware systems and related technologies. Ability to analyze and assess network architecture requirements and determine optimum solutions. Extensive knowledge of LAN, WAN, and data communication operations, analysis, design, access methods and architectures.
Preferred certificates: CCNP, CCSP, CCDP, CCI.
8- Operation Center Coordinator: Overall responsibilities for following up on the day to day operations performance of e-Government at NITC.
Job Duties:
Liaises with Operations Centre, Government clients to monitor and support the level of service offered
Follows up and manages the issuance of all operational invoices
Works with various sections at the e-Government Operations Center.
Analyzes and recommends systems modifications to reduce user problems and future systems complications.
Manages multiple stakeholders, technology vendors’ relationship, including setting, implementing and monitoring Service Level Agreements (SLAs).
Supports relationship between the Operations and the e-Government Data Center team on projects and services and provide the needed support.
Develops implements and maintains technical quality assurance systems and audits activities.
Contribute in defining the needs of future system enhancements or replacements
Qualifications: Bachelor's degree in computer science, software Engineering or other related fields. Minimum (5) years of experience in an enterprise class data center with complex heterogeneous systems and infrastructure technologies. Must be proficient in UNIX and/or Windows Servers and Active Directory with thorough understanding of DHCP, WINS, Group Policy, DNS, TCP/IP, and routing concepts. Working knowledge of SQL, MOM, and SAN.
Preferred certificates: MCITP Enterprise Administrator. 9- Technical Writer:
Job Duties:
Works with internal teams to obtain an in-depth understanding of the product and the documentation requirements.
Creates and maintains the information architecture.
Produces high-quality documentation that meets applicable standards and is appropriate for its intended audience
Writes easy-to-understand user interface text or graphical, online help and developer guides.
Creates tutorials to help end-users use a variety of applications.
Qualifications: First degree in Computer Science, Engineering or equivalent. Minimum 5 years of experience in a relevant field. Proven working experience in technical writing of software documentation. Ability to deliver high quality documentation paying attention to details. Ability to quickly grasp complex technical concepts and make them easily understandable in text and pictures. Excellent written skills in English. Strong working knowledge of Microsoft Office. Basic familiarity with the SDLC and software development. Familiar in writing RFPs, SoW.
Policies and Strategies Directorate as following :
1- Head of Economic Section: Responsible of providing quantitative analysis on issues related to ICT and Postal sectors such as, but not limited to, the availability and usage of ICT related activities in Jordan, contribution of the ICT and Postal sectors to GDP and other economic measures of growth.
Job duties:
Estimates the impact of changes in policies affecting the ICT and postal sectors by building and maintaining supporting models.
Provides materials to support the ministry's communication and promotion of the ICT and Postal sectors.
Provides input and insight to the Policies and Strategy department to improve the viability of proposed policies and strategies.
Puts together an economic analysis methodology for the ICT and postal sectors in Jordan.
Pursues international ICT and postal research to update the economic department database.
Ensures prompt provisioning of relevant economic indicators.
Interacts with other economic departments at other entities and agencies and the private sector.
Prepares the annual work plan and budget of the department in coordination with the department director.
Qualifications:Bachelor’s degree in economics or any other related field. Advanced economics degree is preferable. An additional management qualification is a plus. A total of 8-10 years’ experience in economic research and analysis and in applying economic models, 3-4 of which at a managerial level. Experience in the ICT sector is preferable. Knowledge of macro-economics and applied economic theory, broad knowledge of the composition and structure of economy in Jordan. Strong statistics background including familiarity with statistical packages’ analysis such as SPSS and other analysis tools. Familiarity with economic data sources and economic forecasting, regional economics research capability, ability to manage several complex projects simultaneously, background in the design and direction of major research studies. Ability to work in a high-performance team environment inside the Ministry and cooperate and coordinate with major stakeholders outside the Ministry.
2- Head of Strategy and e-Services section: Responsible for developing National strategies, that are aligned with the Government Policy for the ICT and Postal Sectors and the National Agenda in cooperation with major stakeholders and maintaining sub-strategies and plans. .
Job duties:
Sets, measures and monitors KPIs for strategy execution on the national level in collaboration with internal and external key persons and entities.
Ensures alignment of MOICT strategies with other national strategies.
Participates in Developing and executing procedures and systems to measure and monitor e-Transformation in the public sector.
Monitors, and communicates strategic plans in cooperation with major stakeholders in respective sectors.
Provides effective, dynamic and creative / innovative leadership to all areas within the Strategic Planning section.
Builds effective relationships with external stakeholders.
Works closely with the Performance Monitoring and Evaluation Directorate on reviewing and
monitoring the Ministry's strategic activities to ensure that all strategies are consistent, appropriate and relevant to the National ICT and Postal Strategies and make recommendations on alternative courses of action when required.
Works closely with the E-initiatives Directorate to monitor and report on external ICT and Postal initiatives to determine their potential impact on national strategies.
Works closely with the economic section on assessing and forecasting developments in the ICT and Postal sectors, assessing relevant sectors’ competitiveness, as well as monitoring and evaluating the implementation of national ICT and Postal strategies and action plans.
Keep up-to-date with latest developments worldwide in planning methodologies.
Prepares the annual work plan and budget of the Department in coordination with the department director
Qualifications:
Bachelor’s degree in IT, Business, Industrial Engineering, or other related fields. Master’s degree is preferable. (8-10) years’ experience, (3) of it in strategic planning. Experience in the ICT and postal sectors is preferable. Knowledge of the developments in the ICT and postal sectors locally, regionally, and globally. Experience in setting the strategies on the development of vertical, cross, shared and composite government e-services. Experience in conducting strategic studies, developing relevant methodologies, and writing reports. Proven experience of formulating and implementing strategic plans that reflect and support the priority needs. Knowledge of the operation of a public sector organization and links with the private sector are plus. Excellent knowledge of strategic planning concepts and frameworks, business issues and concepts, research methodology, general management and financial analysis. Analytical in strategic concepts and market development. Good ability to work in a high-performance team
environment inside the Ministry and cooperate and coordinate with major stakeholders outside the Ministry. 3- Economic Researcher: Responsible for assessing the economic impact of MoICT's policy initiatives on the
national economy, which have measurable impacts on competitiveness of the telecommunications, IT and postal sectors.
Job duties:
Puts together an economic analysis methodology for the ICT and postal sectors in Jordan by building on best developed models.
Understands MoICT policies, sector strategies and initiatives from economic point of view.
Develops set of indicators to measure impact of ICTs in national economy.
Works with local and foreign suppliers to secure access to data.
Collects ICT and postal indicators and work in a cooperation with the team to update the ICT data base with the required indicators.
Develops modeling routines to measure economic impact data elements.
Advises on impact of fiscal/ monetary /customs policies of Government on development of ICT sector.
Monitors developments in ICT sector in Jordan from an economic point of view.
Delivers periodic updates on economic issues in ICT sector, and work jointly with the strategy and e-services section to perform any required tasks.
Qualifications: Bachelor’s Degree in economics or any other related field. Minimum (5) years of experience in a relevant field. Economic analysis and data collection methods skills, knowledge of ICT trends, services, features and benefits, and general knowledge of technology hardware. Public sector experience is a plus with exposure to international and national agencies.
4- Telecommunications and Information Technology Policy Researcher: Job duties:
Assists in assessing the IT and Telecom impact of the MoICT’s policy, related strategies and initiatives on the national economy.
Puts together an analysis methodology for the IT and Telecom sectors in Jordan by building on best developed models in cooperation with the Economic section.
Monitors and prepares periodic reports on the developments in the IT and Telecom markets, industry and trends both on the national and international levels.
Understands MoICT policies/strategies/ initiatives from an IT and Telecom point of view.
Assists in developing new legislations where required.
Briefs senior members of the MoICT on IT and Telecom matters.
Qualifications:Bachelor’s Degree in Communications Engineering or Computer Engineering, IT or any other related field. Minimum five years of experience in similar field. Skills in data collection methods and research. Knowledge of ICT trends, services, features and benefits and general knowledge of technology hardware. Experience in collecting data related to IT from various sources (e.g. Internet, international reports, periodicals competent). Knowledge of the public sector and links with the private sector is preferred Preferably good knowledge in the information technology sector.
5- Postal Policy Researcher Job duties:
Participates in preparing, monitoring and reviewing policies and strategies related to the postal sector in Jordan.
Provides needed information for updating and adjusting plans and targets as per market/ industry requirements.
Participates in reviewing the legislative environment in the postal sector and suggests revisions and amendments as needed.
Follows up on the developments in the postal sector at the national and regional levels.
Participates and coordinates the collection of relevant sector KPIs with main stakeholders.
Produces periodic reports on issues of importance to the development of the postal sector in Jordan.
Participates in the works aiming to the development of the postal sector and Jordan Post Company.
Participates in the preparation of the annual stamps plan.
Manages and follows up on needed activities to ensure the issuance of annual stamps.
Researches international trends and developments in the issuance of postal stamps.
Qualifications:Bachelor’s Degree in Business, Marketing or any other relevant filed. (5) Years of experience in areas of studies and research. Knowledge of the postal industry and its development locally and internationally. Experience in strategic planning, data collection and the legislative environment in the postal market is desirable.
