RESIDENTIAL WINDOW REPLACEMENT

A building permit is required for the installation or replacement of windows in a residence. SUBMITTAL DOCUMENTS

1) Submit a completed Application for Construction or Use (Permit Application).

2) If application is submitted by someone other than the property owner, signed authorization by the property owner must be provided at time of application.

3) Submit three copies of plans, drawn to scale, including plan view, and elevation view drawings. Plans must be sufficiently detailed and dimensioned so as to clearly illustrate the scope of work, and must include information as to the size and type of materials to be used.

REQUIREMENTS:

1) Your Home Owners Association (HOA) rules and regulations may require approval before commencing work on this project. It is the homeowner’s responsibility to contact and secure all applicable HOA approval prior to commencing construction.

2) If work commences prior to permit issuance, the permit fee shall be doubled. (Ord.

1992, 6-17-2002)

3) All plans submitted will be reviewed in the order they are submitted. Permit reviews are completed, on average, within 2 weeks of submittal. You will be contacted when your permit is ready for pick-up.

5) Name, address, phone number, email for all contractors (Not required if homeowner is doing the work them self) is required prior to permit issuance.

6) Fees: Calculated based on cost of construction. The building permit fee for window

installation is $6.00 per $1,000.00 with a minimum fee of $30. A plan review fee of $30.00 will be assessed by the Plan Examiner and added to the building permit fee.

7) Bond: A $100.00 refundable building bond must be paid at time of building permit

issuance. This bond is refundable upon completion and approval of $100.00. This bond is refundable upon completion and approval of the project in accordance with all applicable City Ordinances. If bond is paid with a check or cash, it will be returned to the address provided to the City at the time of permit issuance. If bond is paid by credit card the bond amount will be credited to the credit card used at time of permit issuance.

8) All required inspections are to be called in to the Community Development Department

24 hours in advance at 630,393.9050. A list of all required inspections is included on the code review applicant must read and sign prior to permit issuance.

9) Permit may become invalid is work does not begin within 180 days, or if work has been

halted and no work has been performed for a period of 60 consecutive days.

REGULATIONS:

1) Comply with the requirements of the following Codes

• 2006 International One and Two Family Dwelling Code

• 2012 International Energy Code (With State of Illinois Amendments)

2) Existing Windows: If existing windows are legal non-conforming, the replacement

windows can be legal non-conforming so long as they do not increase the degree to which they are non-conforming.

3) When Re-Framing is Necessary: A scope of work indicating replacement window size

along with framing dimensions for studs, insulation, and all other construction details relevant to the project must be provided with permit application.

Hiring and working with contractor(s)…

When hiring a contractor it is a good idea to get a written estimate, which includes the specific work to be performed, the time frame involved, and your cost.

When making a payment request a detailed receipt of the work and materials you are paying for. It is also a good idea to request a waiver of lien in consideration for final and full payment. A final waiver of lien waives and releases the contractor’s right to claim a lien for labor, services, or materials, furnished for the project.

The IRC 2006 or International Residential Code pertains to all single and two family homes.

The intent of the code is to keep you and your loved ones safe by requiring a means of egress in basement level living spaces. The reason for needing a means of egress are twofold; to allow for an exit in case of an emergency, and to provide access for a firefighter to gain entrance. The code is updated every three years.

Overview of section R310 of the code that is applicable to Egress Windows

Egress windows (or doors) are required in every habitable space, especially any room used for sleeping purposes which requires its own egress window. If you have an existing home and you add a sleeping room, or finish a separate living space in the basement, code requires that you install an egress window to serve these spaces. Without a means of egress, these rooms can represent a dangerous fire trap unless you have a quick, easy to operate, emergency egress escape window. If you have a basement that has a bedroom, recreation room, den, family room, media room, office, or home gym, you are required to have a means of egress. The egress must open directly to a public street, public alley, yard, or court.

Basement Egress Window Requirements

The bottom of the egress window opening can’t exceed 44” from the finished floor.

The minimum opening area of the egress window is 5.7 square feet.

The minimum egress window opening height is 24” high.

The minimum egress window opening is 20” wide. The egress window must have a glass area of not less than 8% of the total floor area of room(s) for which it is servicing, to allow the minimum amount of sufficient natural light.

The egress window must have an opening area of not less than 4% of the total floor area of room(s) for which it is servicing, to allow the minimum amount of natural ventilation. Multiple windows can be used to service a single area where one window does not meet these percentages of total floor area, as long as the totaled amounts from this combination of windows meets or exceeds the 8% for natural light and 4% for natural ventilation.

Egress Window Wells

Egress window wells are required where the bottom of the egress window is below ground level.

The egress well must not interfere with the egress window opening to full capacity.

The distance from the egress window to the back of the egress well must be at least 36”. The minimum area of the egress well must be 9 square feet. (= width x projection)

Egress Ladders and/or Steps

Permanently affixed egress ladders and/or steps are required on window wells deeper than 44”. An egress ladder or step may encroach up to 6” into well. Steps, and/or distance between rungs of the ladder, can’t exceed 18”. The rungs of an egress ladder must be 12” wide or greater and must project a minimum of 3” away from the back wall, but can’t exceed 6” from the back of the wall.

Egress Well Cover and/or Well Grates

Egress well cover and/or well grates shall be easily opened or removed from the inside of the egress well without special tools. These requirements are intended to ensure an average, able bodied person, would be able to both fit through, and lift themselves up and out the window. Please keep in mind who may be using the living space in your basement and adjust these requirements as necessary. The law only dictates the minimum required by law and may not be what best suits your needs. Choose the egress window size and egress window well size that is right for you and your family. Measure each bedroom/sleeping room’s largest window. Find the type of window above that is in the bedroom and you would measure that window’s white area’s (net clear openable area) height and width and fill out the following to determine it’s square footage.

a. If you checked no for one or both, then you will need to replace at least one window for this bedroom. If you checked yes for both, proceed.

a. If less than 5.7 sq ft, then you will need to replace at least one window for this bedroom. If 5.7 square feet or greater, then proceed.

a. If less than 18” from bottom edge of glass to the finished floor, then glass needs to be a tempered glass (safety glazing).

If net clear openable area is 5.7 sq ft or greater and meets minimum widths and heights as well as having a sill height of less than 44”, then window meets rescue/egress requirements.
