Scholar Program 

 

PROGRAM OUTCOMES 

 

 

To maintain local streets and roads.  Three levels: 

I – Keep roadways safer & properly maintained at lower 

costs; II – Excel career; III – Planning, supervising, policy 

making & managing

Certificate signed by Directors of FHWA, ADOT and LTAP

None 

LENGTH/FREQUENCY 

 

Up to the agency and work schedule.  Participants can take 

as long as needed.  

  

COST 

For 1 day (8hr) class ‐ $35/participant 

For 2 day (16hr) class ‐ $70/participant 

Total cost = $945 

If a Tribe is a paying/voting member of a COG/MPO, these 

classes are free, otherwise the pay rates apply. 

 

LOCATION 

 

Up to agency’s preference – can be at LTAP, ADOT or on‐

site.  LTAP will work with agency to build a schedule of 

classes. 

 

ELIGILITY REQUIREMENTS 

 

None.  The only difference is whether a participant pays or 

not (i.e. member of a COG/MPO)

Construction Estimating

Provides an excellent overview of basic and advanced principles of construction estimating and bidding in the construction industry. No entrance exams are required. Course times are scheduled year-round to be compatible with your work commitments. Each course meets online for ten weeks. Discussions using an online bulletin board afford the opportunity to examine everyday construction challenges shared by others in the construction industry.

To earn the certificate you are required to complete and receive a passing grade in five of the six courses. All courses should be completed within two years of starting the program.

Courses available include: Introduction to Construction Estimating, Essential

Construction Math, Construction Blueprint Reading, Estimating and Bidding I, Estimating and Bidding II, and Construction Materials and Processes.

Construction Practices

Be better prepared to succeed at your chosen profession, learn from the experts in various fields of construction, and advance within your current trade or transition into a new career.

To earn the certificate, students must complete eight of the following nine classes: Estimating and Bidding I, Estimating and Bidding II, Cost Awareness

and Production Control, Construction Planning and Scheduling, Construction Materials and Processes, Contract Documents and Construction Law,

Introduction to Construction Estimating, Construction Blueprint Reading, and

EssentialConstruction Math.

Construction Supervisory Series

Successfully complete three classes and earn a certificate in either On-site

Supervision, Project Management, or Supervisory Technologies. Successfully

complete all nine classes and earn a certificate in Construction Supervisory

Series which is based in part on (and includes) the very popular Associated

General Contractors (ACG) Supervisory Training Program (STP) series.

The College of Extended Studies is a State-approved provider for the Federal Workforce Investment Act for this program.

Courses are offered in cooperation with the San Diego Chapter of the Associated General Contractors of America.

The courses are endorsed by the San Diego Chapter of the American Society of Professional Estimators.

Students will be issued an AGC certificate of completion for each course successfully completed. Students who successfully complete

theCertificate in Construction Supervisory Serieswill also receive a

certificate of recognition from the AGC.

Required classes for the Certificate in On-site Supervision:Leadership

and Motivation, Oral and Written Communications, and Accident Prevention and Loss Control.

Required classes for the Certificate in Project Management: Contract

Documents and Construction Law, Problem‑solving and Decision‑ making, and Project Management for Construction Supervisors.

Required classes for the Certificate in Supervisory Technologies:

Planning and Scheduling, Cost Awareness and Production Control,

and Construction Productivity Improvement.
