Instructional Staff

Practical Nursing/Certified Nurse Aide

Margaret Palmer is a theory and clinical instructor in the Practical Nursing Program and serves in a leadership capacity managing the day to day activities of the program. She brings with her over 25 years of experience as an RN and administrator in a wide variety of settings, including oncology, long-term care, intensive care, intermediate care and hospice. She received her AS/N in 1985 from Suffolk Community College. She also graduated from Graceland College in Lamoni, Iowa with her BSN and from St. Joseph’s College in Windham, Maine with her Masters in Health Services Administration.

Norene Powers is a theory, lab and clinical instructor in the Practical Nursing and Certified Nurse Assistant Programs at Oswego County BOCES. She attended Cayuga Community College and tutored students in math, microbiology, anatomy and physiology, nutrition and chemistry. She earned her AAS in Nursing from St. Joseph’s School of Nursing in Syracuse, NY. Her RN experiences have been in both acute medical-surgical nursing and long-term care.

Theresa Makin is a theory, lab and clinical instructor in the Practical Nursing and Certified Nurse Assistant Programs with over 25 years of experience as an RN, preceptor, case manager, educator and manager. Her varied experiences include psychiatric, home care, occupational health, med-surg and long-term care nursing. She is a graduate of the Oswego County BOCES Practical Nursing Program. She graduated from Cayuga Community College with her AAS in Nursing and continued at Syracuse University to obtain her BSN. She graduated from SUNY Oswego in 1998 with her MBA.

Certified Dental Assistant/Dental Office Receptionist

Adele Sherman is the instructor for the Certified Dental Assistant and Dental Office Receptionist Programs. Sherman started her career at Oswego County BOCES 20 years ago when she attended the Dental Assisting program that she is now teaching. She has worked in several areas of dentistry including general dentistry, oral surgery and most recently geriatrics. She has been trained to work as an extended function dental assistant and has had training in oral anesthesia. In addition to her work experience, Sherman served as the lead judge and industry mentor for the Dental Assisting competition at the New York State Skills USA competition.

Certified Medical Assistant/Certified Phlebotomy Technician

Shelly Spencer is the instructor for both the Medical Assistant and Phlebotomy Programs. Spencer is a graduate of a certified medical assisting school at The Great Lakes Institute of Technology in Erie, Pennsylvania. She holds her certification through the National Association for Health Professionals as a nationally registered certified medical assistant, a nationally registered certified phlebotomy

technician and a nationally registered certified EKG technician. She was also the senior phlebotomist in a physician’s office for four years.

Medical Billing and Coding

Emoy Goodridge acquired her coding and billing certification through Keiser College in Florida and then attained national certification through the American Academy of Professional Coders (AAPC). She is a Certified Professional Coder at a large practice and provides medical terminology training for non-clinical staff, audits charts and provides physicians with proper documentation technique. She is also an approved PMCC instructor through the AAPC and is currently the secretary of the local CNY AAPC chapter.

Automotive Technology & Services

Jerald Wickham was a former Auto Systems Instructor at Oswego County BOCES for 30 years and owned and operated a NAPA Car Care Center for 25 years. Mr. Wickham has extensive experience in the automotive field and holds an Associates Degree in Automotive Technology, and a BS Degree in Education, majoring in transportation. He is ASE Certified in Automotive Electrical/Electronics, Engine Performance, and Advanced Level Diagnostics. He also is a NYS Registered Emissions Technician and holds several certificates from Ford, GM, and Chrysler Training Schools.

Heavy Equipment Maintenance & Operations/Commercial Driving Programs (CDL-A and CDL-B)

Kenneth Koegel has been teaching CDL A/B for nine years and has been active in the field for most of his adult life. He is a certified General Motors tech and has had his CDL A license with doubles and triples endorsements for 29 years. He is also certified in Heavy Equipment Repair and Operations with 10 years experience. Additionally Mr. Koegel has certification in emergency pipeline awareness and certification in Auto Systems.

Heating, Ventilation, Air Conditioning (HVAC)

Leland H. Dusharm has been in the HVAC field for over 28 years. He is a Certified Director of Facilities and Certified Building Operator. Mr. Dusharm has been an HVAC instructor at Oswego County BOCES for 6 years. He is also a certified proctor for the 608 and the 609 EPA exams.

Welding

Ralph Gravelle graduated from SUNY Oswego Summa cum laude in Vocational Technical Education. He has been the Welding Instructor at Oswego County BOCES since 1981 and has developed a comprehensive welding, related math and blueprint reading curriculum for his programs. He has extensive experience in metal fabrication, fitting, welding and specialty welding. He is also a Safety Consultant and Certified Welding Inspector.

Barbie Jo Grey is a 2001 graduate of the Welding Technology Program; she was a two year member of the Vocational Technical Honor Society. She has worked as a Teaching Assistant in the Welding Technology Program at Oswego County BOCES for eight years. She grew up on her father’s farm welding and repairing equipment. She also worked at Phoenix Welding. Barbie is continuing her education at Cayuga Community College and will soon enter the Vocational Technical Education program at SUNY Oswego.

Practical

Nursing

Practical Nurses perform hands-on patient care in a high demand occupation. This program prepares students to work as a Practical Nurse in such places as home care agencies, nursing homes, physicians’ offices, hospitals and healthcare clinics. This program is divided into two (2) phases. Phase one includes Basic Skills I and II, Drug Administration/ Pharmacology, Anatomy and Physiology. Students learn through classroom, lab and clinical experiences. After the successful completion of Basic Skills I, students will sit for the New York State Nursing Home Nurse Aide Certification Examination in order to earn a certificate as a Certified Nurse Assistant (CNA). Students who already possess a valid CNA certificate may challenge test for a fee and opt out of the lab and clinical portion of Basic Skills I. Phase 2 includes Medical-Surgical Nursing, Women’s Health & Pediatrics and Senior Experience.

Upon successful completion of the

program, students are eligible to sit for the National Council Licensure Examination-PN (NCLEX-PN).

Nurse Aide

This is a 125-hour program where students learn personal care skills necessary to assist the elderly and chronically ill who may live in nursing homes or rehabilitation centers or may be a patient in a hospital. The program will include classroom, lab and clinical experience in local nursing homes. The graduate will be eligible to take the New York State Nursing Home Nurse Aide Certification Examination.

Both day and evening programs are offered at various times throughout the year.

Receptionist

BOCES is offering a new course, Dental Office Receptionist. The Dental Office Receptionist plays a vital role in the dental care team. Dental Office Receptionist is a 300 hour program, in which 80 hours will be internship experience in an actual dental office. This program will consist of appointment planning and booking, dental insurances, management of accounts receivable, dental emergencies, pharmacology, communication, oral hygiene and infection control.

Certified Dental

Assistant

As valuable members of the dental team, Dental Assistants take on significant responsibilities. Working directly with dentists, they perform a wide variety of tasks requiring both interpersonal and technical skills. Coursework includes dental theory, emergency care, infection control, preventive dentistry, clinical assisting and dental radiology. Dental Assisting is a 690 hour program, including 200 hours of dental experience in area dental offices. Dental Assisting has been approved by the NYS Department of Education for licensure and certification purposes.

Upon completion, graduates are eligible to take the DANB Certified Dental Assisting Boards, which leads to licensure.

Both daytime spring & fall programs are offered.

This individualized program is intended for working, non-certified dental assistants who are seeking licensure. The course is divided into three components: chair side dental assisting, radiology, and infection control. Students work at home, at their own pace, to prepare for the exam while retaining employment. Applicants must have two years full time experience as a dental assistant and be able to provide documentation. Previous formal training preferred. Applicants must also have knowledge of basic dental and medical terminology. Internet access highly

Certified Medical

Assistant

The demand for Medical

Assistants is high and continues to grow. This 730-hour program is

both clerically and medically oriented and prepares individuals to assist in physicians’ offices, hospitals, clinics, schools and other health related facilities. Medical Secretary skills such as electronic medical records (EMR), filing, office procedures, word processing, use of automated office equipment, computerized medical office procedures and Medical Billing/ Coding are taught along with Medical Assistant skills/topics such as medical terminology, anatomy and physiology, electrocardiograms, pharmacology, vital signs, phlebotomy and assisting the physician in medical examinations. A 4 week (160 hour) clinical externship will be scheduled following the classroom portion of the course.

Upon successful completion of the program, students will earn a certificate from Oswego County BOCES as well as an additional certificate in Infection Control. Students will then be eligible to sit for the certification exams for Medical Assistant, Phlebotomy Technician, Electrocardiogram Technician, Coding Specialist and

Administrative Health Assistant. All exams are offered through the National Association of Health Professionals (NAHP).

Certified Phlebotomy

Technician

Phlebotomists are a vital part of the health care team and are employed at a variety of health care settings such as laboratories, physicians’ offices and hospitals. This 148 hour course, approved by the American Society of Clinical Pathologists, prepares students for a career in blood drawing or provides an additional proficiency for current health care professionals. Phlebotomy is offered as either a daytime or evening class and includes 48 hours of theory and 100 hours of clinical experience at a health care facility in either Oswego County or Onondaga County.

Upon completion of this course, students will receive a certificate of completion from BOCES and be eligible to take the certification exam from the ASCP.

Health Assistant

In this 395 hour class, students will be introduced to the field of Administrative Health Assistant in the classroom as well as clinical sites such as physicians’ offices, hospitals and other health-related facilities. The student will learn Medical Assisting Administration skills including but not limited to the following: electronic medical/health records (EMR), medical records and chart documentation, computerized medical office procedures, computer/keyboarding/ career development, automated office equipment, financial management, medical insurance, Medical Billing and Coding, both written and oral medical office and business communications, medical office procedures, creating charts, filing, scheduling patients, basic psychology, anatomy and physiology and medical terminology including spelling and abbreviations. Students will be

assigned to a health related facility located in either Oswego or Onondaga County during their 80 hour externship that begins after the completion of class work.

Upon successful completion of both the classroom instruction and externship, students will earn a certificate from Oswego County BOCES and an additional certificate in Infection Control. Students will also be eligible to sit for the Certified Administrative Health Assistant Exam through the National Association of Health Professionals (NAHP).

HEALTH OCCUPATIONS

Medical Billing

& Coding

This 320 hour class incorporates three modules: Medical Terminology/Anatomy and Physiology; Medical Billing and Medical Coding. Upon completion of the course students will have learned the basics in order to be able to work in a health facility, dental/ medical office or in their own business. The first module, Medical Terminology/Anatomy and Physiology, is 40 hours. Students will learn the common medical terminology and human anatomy required in the health care field. Students may challenge test for a fee to earn credit toward fulfillment of this module. The next module is Medical Billing. It incorporates 114 hours in the classroom and lab. Students will learn the basics of health insurance, learn the role of the billing specialist; obtain basic knowledge of ICD-9 and CPT-4 coding, electronic medical records (EMR), become familiar with the most used insurance facilities and read, translate and submit medical documents. The student will be exposed to entry level billing regulations and rules of each insurance program including interpreting remittance advice summary reports. The 126.5-hour Medical Coding module utilizes the comprehensive Professional Medical Coding Curriculum

from the American Academy of Professional Coders in preparation for the national

certification exam for professional coders. The module will cover information on the fundamentals and conventions of diagnostic coding, procedural and supply coding and introduces the basics of chart auditing. The 126.5 hours is broken down into 113 hours of coding curriculum, an 8 hour review for the exam and the 5.5 hour national exam. Students who complete all 3 modules will be required to complete a 40 hour internship. Candidates without a minimum of 1-2 years experience in a healthcare facility, who are successful in the exam will be CPC-A until proof of experience is obtained.

Automotive Technology

& Services

This course is designed to give students training in automotive electrical, electronic, and engine management systems, as well as diagnosis and repair of brake, steering and suspension systems on most domestic and foreign cars and light trucks. Students will learn how to diagnose and repair electrical problems associated with many types of failures common to vehicle systems, as well as emission and engine performance issues. Also included in the program will be a module of training to be a NYS Motor Vehicle Inspector. The 700-hour course will give the student a comprehensive package that will include classroom theory, technical training using computerized training

modules, real time lab work using problem vehicles, and internship time at a dealership or independent repair shop.

Students completing the course will be able to take the NYS Vehicle Inspector exam and four ASE (Automotive Service Excellence) exams given in the spring and fall. Being able to service and repair today’s vehicles offers job security with good pay and

benefits to those willing to put the effort and time into training.

This 320-hour certified welding course is designed to prepare students to take the American Welding Society Entry Level Welder Exam upon completion of this program. Successful students must pass 2 guided bend tests, a workmanship test and written 8 module tests.

Students who successfully complete the course will receive a BOCES Certificate of Completion and AWS Entry Level Welder Certificate.

This 160-hour welding course is designed to give the student the first half of the 320-hour Entry Level course in welding or allow students to add hours to their welding time so they can have the 320 hours needed to be a certified welder.

Air Conditioning (HVAC)

This 200-hour program is a comprehensive hands-on training program covering the critical aspects of the HVAC/Repair field offered in three parts. Part one is an introduction to tools, shop, test equipment, shop/home equipment, shop math,

Ohms law. Part two includes basic air conditioning, basic heating, basic house electrical, basic schematic reading and wiring diagrams, basic troubleshooting, and work safety. Part three covers an introduction to EPA, basic understanding of the EPA rules, federal EPA requirements, EPA 609 and EPA 608. EPA Universal Certification Exam for refrigerant handling is included. Students work in a lab and a variety of field experiences.

Students who successfully complete the course will receive a BOCES Certificate of Completion.

Road time only for those with some experience. This class is for those needing up to 100 hours of road time who already have some classroom and/or road

experience in CDL-A. Applicants will be assessed by instructors to ascertain level of skill. There is a $50 fee for this assessment. Classes meet at various times Monday through Friday.

Students who successfully complete the hours will receive a BOCES Certificate of Completion. Student must be 21 years of age to take the CDL-A program. Applicants must have a Driving Abstract and Permit prior to starting the class. Once a student has applied and secured funding, they must pass a physical and drug test. This test must be paid for before it is scheduled by BOCES and before the student starts the class. Students must pay for their own road test.

Tractor Trailer

Beginner’s program. In this 160-hour course, students will be given 95 hours of classroom theory and maneuvers using PTDI based curriculum and 65 hours of tractor trailer training in driving safely, pre-trip and post-pre-trip vehicle inspection, basic control of your vehicle, managing space and speed, seeing hazards, emergencies, skid control and recovery, transporting cargo safely, air brake, combination

vehicles, doubles and triples, tank vehicles, and hazardous materials. Students will participate in road training in the following areas: backing up, parallel parking and docking, city driving, road driving and drop and hook.

Students who successfully complete the course will receive a BOCES Certificate of Completion and take a Road Test for the CDL-A license. Students also receive a Certificate of Air Brakes Training.

Student must be 21 years of age to take the CDL-A program. This program is VA approved. Applicants must have a Driving Abstract prior to starting the class. Dump Truck

Beginner’s program. In this 100-hour course, students will be given 55 hours of classroom and 45 hours of dump truck training in driving safely, pre-trip and post-trip vehicle inspection, basic control of your vehicle, managing space and speed, seeing hazards, emergencies, skid control and recovery, and transporting cargo safely. CDL-B classroom hours also include air brakes and hazmat training. Students will participate in road training.

This new 100-hour course can be taken alone or as an add on to another CDL program. You must be 21 years of age and already have a valid NYS driver’s license. Students will be given 55 hours of classroom, and 45 hours of bus driver training, to include driving safely, transporting passengers safely, danger zones, loading and unloading, emergency exit and evacuation, railroad and highway crossings, student management, anti-lock braking systems, special safety considerations and pre-trip inspections. Students will participate in road training. Students who successfully complete the course will receive a BOCES Certificate of Completion and take a Road Test for the CDL-B license for bus driver.

ADMISSIONS POLICY FOR ADULT EDUCATION PROGRAMS

The program will comply with the State, Federal and Local Labor Laws. It shall be the policy of the Board of Cooperative Educational Services of Oswego County to provide equal opportunities for all persons affected by the myriad of operations of the Oswego County BOCES without regard to age, race, sex, marital status, disability, creed, religion, political affiliation or national origin.

1. Admission into all classes is subject to acceptance and space availability. Students are encouraged to apply early. Once a class is filled, applicants are placed on a waiting list. A minimum number of students must be enrolled for classes to occur.

2. Applicants should understand that not everyone is accepted into the program. A final decision on selection will be made after the candidate completes all of the application steps.

3. The complete application steps, as well as other pre-requisites, are outlined on the cover of the program application packets.

4. All candidates will receive a letter indicating whether or not they are being accepted into the program. 5. For the Practical Nursing, Certified Medical Assisting, Certified Administrative Health Assistant, Certified

Dental Assisting, Dental Receptionist and Certified Nurse Aide Programs: Candidates must participate in an admissions interview. The goal of the interview is to help ensure that the candidate can and will be successful in the program.

REFUND AND PAYMENT POLICY for ADULT EDUCATION PROGRAMS

Program costs are due at the beginning of each new program unless other arrangements have been made. These may include a payment plan, approved agency funding, or approved private education loans. Program costs must be paid in full prior to the end date of the course.

BOCES Adult Education Department does comply with Veterans Refund Policy, as well as all policies as set forth in Veterans Administration Circular 22-79-6, dated March 8, 1979, on file in the school office.

RETURN OF TITLE IV AID

Federal regulations governing the use of Title IV funds (student loans and Pell Grants) dictate how much of this type of aid a student has “earned” for the period of time attended. Any “unearned” Title IV funds must be returned to the Title IV program (i.e., loan program or Pell Grant program). The amount of Title IV funds earned may not fully cover the institutional charges for the period of enrollment. In fact, the determination of the amount of Title IV funds that a student has earned has no relationship to a student’s actual institutional costs. A student needs to be aware that if they drop from a program, Title IV funds may have to be returned to a Title IV fund if they have not been “earned” and the student may owe the school money as a result of no longer having access to those funds. A student must pay the school the money owed for charges that are not covered by Title IV funds because the funds had to be returned. Funds are returned to the Title IV programs in the following order: 1. Unsubsidized Federal Stafford Loans; 2. Subsidized Stafford Loans; 3. Federal PLUS Loans; 4. Federal Pell Grant.

PRE-LICENSING COURSE

Pre-licensing

Driving Course

Participants in this pre-licensing program must hold a New York State Motor Vehicle Department’s Learner Permit. Completion of the NYS mandated 5-Hour classroom program would meet the requirements for earning the MV-278 certificate, which is required before a student can register to take their road test. The certificate is valid for one year.

The cost of this course is $40 per person.

Driving Course Refund Policy: If you are canceling your registration, cancellation must be in writing and received at least 72 hours

before the course is scheduled to begin. Registrants will receive a 50% refund of the originally scheduled class fee. Please note, however, that no refunds will be granted for notices of cancellation, reschedules or substitutions not received at least 72 hours before the course is scheduled to begin (i.e.: “no shows” are still responsible for the full registration fee).
