SUBJECT: Preserving Expanded Access To Telework
For the last 14 months, staff employees working remotely have excelled. In the face of an
unprecedented global pandemic, workers quickly moved much of the university’s operations
online. Staff learned new skills, developed innovative methods, and overcame obstacles —
often at their own expense — to fulfill this institution’s mission. This was certainly a “grand
challenge,” and we rose to meet it — and continue to do so.
Now, as the university announces a full reopening in the fall and the push for re-densification in
June and July, we express deep concern that the skills, innovation, agility, and productivity
developed through telework will be lost at the institution’s long-term expense. Published plans
state that access to telework will revert on August 1st to the pre-COVID model dependent solely
on supervisor approval, a massive contraction of capacity that prioritizes an outdated, in-person
structure over modern ways of working. Furthermore, restricting telework at this time ignores
effects of the pandemic that still rule over many aspects of our lives and imposes several
hardships upon staff employees with negative implications for workers’ equity and
empowerment.
Of the myriad hardships staff employees may face when denied telework, we particularly
highlight those around transportation and childcare. Commuting for those who use public
transit will be especially burdensome, in part because of UMD decisions. This month, WMATA
will close several Green Line stations – including College Park – until at least the end of
September. Shuttle UM will operate on a massively reduced schedule through the summer, as
well. Increased reliance on personal transportation and parking undermines the university’s
public commitment to decreasing our carbon footprint.
For these and other reasons, staff employees demand the following improvements to the
University’s telework and return to campus plans for summer and fall 2021:
● Telework Minimums: At least 3 days of telework per week for those workers who want it
● Scheduling Rotation: Offices should remain de-densified, smaller offices should not be
expected to be staffed 40 hours per week
● Delaying In-Person Reporting Until August: Between childcare issues and schools
scheduled to reopen in late August or early September, workers will require more — not
less — telework to bridge the gap
● Honoring Workers’ Telework Rights: Too many offices have already issued blanket
determinations for telework. The university must reinforce workers’ rights to
case-by-case requests and for written denials to telework requests
● Workplace Safety: COVID-19 office modifications like barriers, signage, and furniture
placement should remain in place until the end of the fall semester
To achieve these improvements, we request a meeting between yourselves and representatives
from Local 1072 to discuss these issues in detail. We look forward to a reply within the next
week, and to working with you to collaboratively solve these pressing problems.
