General Description of Work

A. Contractor shall furnish all permits, labor, materials, equipment, apparatus, tools, transportation and services necessary for, and incidental to, the proper installation and completion of a slate roof on the County Courthouse located at 20 Second St SE, Ortonville, MN 56278.

B. This work shall include removing and disposing off-site of existing slate roofing or other shingles, if any; installing approved underlayment; installing new flashings as specified; and installing roofing slate to cover the entire existing slate roof area, to leave a very long term, damage resistant, weatherproof roof.

C. All roofing work shall be executed such that the building is protected from water penetration during construction.

D. Roof blue prints can be obtained by mailing a written request and $30 check to: Big Stone County

E. Gutters and down spouts will not be replaced.

F. All work shall be completed before December 1, 2013. Scaffolding

Scaffolding will be set up around the perimeter of the work area. Scaffolding will extend approximately 20 ln/ft from each entrance and will be covered to protect incoming and outgoing pedestrian traffic from falling debris.

Tear off and Debris

Tear off the existing roofing. All debris will be cleaned up and hauled away. Dumpsters may be stored on the property, in such a manner they do not block roadways,

alleyways, entrances, or emergency vehicle traffic. Underlayments

Interwrap Titanium PSU 30 ice & water barrier will be installed over the entire roof area. All manufacture recommendations will be used during installation to provide a water tight barrier.

Wood Nailer

Install 1 x 4 wood nailers at the ridge. Install 1 x 4 wood nailers at the hip. Metal

C. Step tins will be installed at the side walls at each course of slate.

D. One new chimney saddle will be custom fabricated and installed. Seams will be pop riveted and fully soldered.

E. Kick out flashings will be installed where needed.

F. At the chimneys and at the bottoms of the parapet walls, stepped style counter flashing will be installed into the mortar joints. The reglet joints will be sealed with Vulkem caulking.

G. At the inside parapet wall locations, reglet style continuous counter flashing will be installed. The reglet joint will be sealed with Vulkem caulking.

H. At the bottom of each parapet wall locations, there are small returns in the roof. At these locations, headwall flashing will be installed 4” up the wall and 4” over the top of the slate.

I. Re-flash the existing skylight and roof hatch. Slate

 Texture: Rough

 Widths: Random size pieces ranging from 12”, 11” 10” & 9” inches

 Length: 16”

 Thickness: ¼” – ⅜”

 Exposure: 6½”

 Color will need to be confirmed, but appear to be Semi-weathering Gray-Green,

Unfading Gray and Vermont Black.

A. Slate will be installed using copper nails. B. Slate in valleys will be cut open style.

C. Slate will overhang the eaves approximately 1 inch.

D. At the hips and ridges, EPDM strips will be installed over the 1 x 4 wood nailers. The hips and ridges will be installed saddle style. The slate will be 16” x 8” installed at a 7” exposure.

Additional Options

A. Provide an additional estimate to modify west peak of courthouse above the main entrance. This estimate will include all necessary modifications to the roof structure allowing for the safe use of existing flag pole. The current roof does not allow OSHA approved use of the flag pole.

B. Provide an additional estimate to add a snow retention system to the existing roof structure. This estimate will include all necessary modifications to the standard roof replacement to provide a snow retention system that will prevent snow or ice avalanching.

C. Contractor shall be responsible for providing additional estimates with a detailed scope of work and applicable drawings. Each additional estimate will be complete and

independent from each other, but intended to be constructed as part of the main scope of work for the slate roof replacement.

Contractor Standards and Quality Control

A. Contractor shall be a licensed contractor with at least 10 years experience in the installation of new slate roofing and shall have successfully completed at least three slate roofing projects within the past 5 years of similar or larger scale.

B. Contractor shall supply at least 3 references from customers having slate roofing projects within the past 5 years of similar or larger scale.

C. Contractor shall use workmen who are trained and experienced in laying slate, installing metal flashing, and all other skills needed to satisfactorily complete the project as specified. Contractor shall keep the building weatherproof, and make every reasonable attempt to complete the project on schedule.

D. Contractor shall make certain that the surfaces to which the roof slates are to be applied are in a suitable condition for this application or that they have been repaired to a condition satisfactory for slates.

E. Contractor shall guarantee all material to be as specified. All work is to be completed in a workmanlike manner according to standard practices and at least to the minimum manufacturer recommendations. Any alteration or deviation from these specifications involving extra costs will be executed only upon written orders and will become an extra charge over and above the estimate.

G. Contractor shall issue a 10 year watertight warranty. As part of this warranty, at no additional charge to the County, contractor shall return one year after installation to detect and replace all slate that may have been cracked or fractured slate during installation.

H. This request for proposal is considered to be a best value construction project as set forth in M.S. 16C.02 and 16C.28. We will consider price and performance criteria which may include, but are not limited to:

a. The quality of the contractor’s performance on previous projects b. The timeliness of the contractor’s performance on previous projects c. The level of customer satisfaction with the contractor’s performance on

previous project

d. The contractor’s record of performing previous projects on budget and ability to minimize cost overruns

e. The contractor’s ability to minimize change orders

f. The contractor’s ability to prepare appropriate project plans g. The contractors technical capacities

h. The individual qualifications of the contractor’s key personnel i. The contractor’s ability to assess and minimize risks
