C-130 Fleet Management

Mark Braunstein

Lockheed Martin Global Training and Logistics (GTL)

100 Global Innovation Circle, Orlando Florida

(2)

Definitions

• What is meant by Fleet Management?

– The management of an operator's aircraft fleet (and other assets used to operate the fleet, e.g. SE)

– Fleet management can include related functions such as activity based costing, regulatory and engineering compliance, configuration

management, supply management, maintenance management and diagnostics and reporting

– Fleet Management is a function which allows the operator to remove / minimize risks associated

(3)

The Status Quo

• Many operators are managing their aircraft

fleet with some combination of the following.

– White boards and grease pencils

– Spreadsheets and stand alone databases

– Bespoke systems that are becoming outdated and hard to maintain

– Non integrated, stove pipe systems

– Newly implemented ERP systems (e.g. SAP) that are too difficult to use

(4)

What’s the Risk?

• Poor fleet management can result in;

– Excess inventory – ‘shadow’ storage locations, lack of trust in the supply chain

– Misuse of resources - manpower, SE, special tools – Time delays and loss of data – use of expeditors,

phone calls, no single source of ‘truth’

– Missed maintenance, improper maintenance, engineering or compliance failures

– Low asset operational availability (Ao) – And, in the worst case - Mission Failure

(5)

Fleet Mgmt Needs

• What is Needed??

– Tools that are simpler to use and maintain

– Less stuff, w/ smaller Footprint

– Fully integrated and consistent across platforms and organizations – Affordable !! As Maintained BOM - C-130J w/1300 Lines C-130J DTADS Integration

(6)

Realizing the Vision

• Adopting an automated Fleet Management

Solution – a good first step

– One that is focused on the military operator

– Look for something that scales to match your Fleet

• Look for one that can fully address your needs

– Asset Management, Personnel Management, ‘On Condition’ and Preventive Maintenance, Supply, Operational Planning, DTADS Integration

(7)

Asset Status

• Views of Collections of assets

• Controlled by User Authorization

• Asset Availability and Status

• Graphical Representation • Paper or Screen Reports • Full Management of

Serialized Asset Configuration

‘Status at a Glance’ –

Asset Management and Status Information – In Real Time

(8)

Asset Management

‘As maintained’ configuration and preventive maintenance is managed for each asset/component in the LSS

• Easily Navigated Structure • Maintenance and Usage

Can be Rolled Up or Associated at the Component Level • History Remains With

Component When

Removed / Transferred • Graphical Search to

Immediately Find

(9)

Personnel Mgmt

• Creation and Modification of Personnel Resources • Creates Identities, Link to

External Identity

Management Services • Define Roles, Skills, and

Certifications • Associate with

Organizational Elements • Includes Personnel

Location / Identification • Personnel Information and

Personnel Search

Basic Personnel Administrative Data and Contact Information

(10)

Problem Reporting

Problem Reports Document ‘On Condition’ Discrepancies Found During Inspection, In Flight or During Preventative Maintenance

• Creation, modification & use of problem reports on an asset

• Batch operations (e.g. Inspection TCTOs) • Modifications

• Manage faults by type or serial range

• Closure of a problem

report initiates closing up the serial structure

(11)

Work Order Mgmt

• Creating, planning &

searching work orders

• Assignment of resources & material / Spares

• Linked to Problem Report or PM

• Dependencies - e.g. hierarchical work orders

• Update and sign-off when complete

• Display of work order status and history

• Link to display of Tech Data and CBT

Effective Control of Operational Maintenance Processes, Assets & Personnel

(12)

Work Order Mgmt

Work Orders Can Be Ad-Hoc or Standard Work e.g. Predefined Operations. Specific Skills Identified and Linked to TOs or Training videos

(13)

Preventive Maintenance

• Define Preventive

Maintenance (PM) Programs and Groups by

Asset Type (e.g. Aircraft or Torque Wrench)

• PM Plans have user defined thresholds

• Events can be calendar-based or usage-based

(e.g. Conditioned Based Maintenance)

• Batch or on-demand rescheduling of PM

• PM schedules considered in asset availability

Preventive Maintenance Programs

Have One or More Groups Each with Specific Maintenance Plans

(14)

Base Level Supply

Management

• Store, manage and distribute part types

– Inventory location, min/max stockage levels, repairable / consumable, shelf life, warranty,

HAZMAT, manufacturer and supplier, and cost

• Issue assets to work orders & operational plans

• Cyclic inventory, pick lists, kits

• Trigger and track material requests

(15)

Operational Planning

Start a New plan / Modify a Current Plan - Assign Name, Dates / Orgs

• Creation and update of operational plans

(activities, sorties, missions, etc.) • Assignment of ;

• Assets / Parts (e.g. A/C, AGE, SE, etc.) • Crew (e.g. Pilot,

Navigator, etc.) • Ground Support

Personnel

• Request assistance when requirements cannot be satisfied

(16)

Base Level Supply

Management

The LSS Supports Retail Level Supply w/Visibility For Maintenance Operations

(17)

C-130J DTADS to LSS

Integration

Data Transfer and Diagnostics System (DTADS) Data Collected from A/C Sensors RMM Card

• DTADS File Repository • Auto-Gen Work Orders • Capture of Usage Data • A/C State of Health Data • Supports Fleet Wide Asset

Management, Decision Support, PHM, etc.

Other Opportunities

Fully Industry Standard, SOA

Compliant, Meets Military Security Requirements, to Ease Integration

• Integrate with TO systems (ETMs - pdf files or full S1000D IETMS)

• Integrate with RFID for in transit visibility (ITV) • Integrate with other

national or support systems (e.g. ERP, Wholesale

Supply, PDM, HR, etc.) • Integrate with OLAP Tools

for advanced data analysis, reporting and / data mining
