To Advance Knowledge and Cultivate Leaders

for China and the World.

(4)

From the Dean

Dear SEM alumni, students, faculty and friends,

During the 2012-2013 academic year, Tsinghua SEM continued to be a leader in the education of economics and management in China by fulfilling its mission – “To Advance Knowledge and Cultivate Leaders for China and the World.”

A main theme of this year’s Annual Report is the "Three-Year Strategic Plan (2013-2015)". With the past two three-year strategic plans of 2007-2009 and 2010-2012, the school had constructed a preliminary administrative framework that is consistent with the modern university system. This framework covers various aspects of the School’s internal administration, including faculty personnel administration, staff personnel administration and the internal governance. During the summer retreat, members of the School’s Council discussed the next three-year strategic plan of 2013-2015. This meeting allowed us to think strategically in advance about the work we will be focusing on in the next three years. In the fall of 2012, the entire faculty joined in the discussion and reached a consensus on the plan. At the end of December 2012, the School’s Council officially published the final version of the Three-Year Strategic Plan, which drew a blueprint for the development of the School from 2013 to 2015. According to this Three-Year Strategic Plan, the long-term goal of Tsinghua SEM is not only to maintain its leading position in China, but also to become a top-tier educational institution in the world. In order to maintain our current leading position, which has been widely acknowledged in Mainland China, the School will continue to play the role of intellectual leadership in China. To become a top-tier educational institution globally, we will conduct world-class research, run world-class academic programs, attract the finest faculty, and educate the best students. To achieve this strategic goal, the Plan sets up benchmarks in six dimensions, and in each dimension lists the reference schools in comparable groups at present time and aspirant groups in the future. The Plan also details the six key areas of work in the next three years – new buildings, senior faculty, PhD programs, economics, integration with the university, and global initiatives.

(5)

In the past academic year, the School has made several major advancements, among which I would like to mention three:

First, a series of the reforms in faculty personnel administration have been carried out. For over six years, up until the end of 2012, the school had set up a systematic and practical set of new rules underlying the faculty personnel administration. In the fall of 2012, the School for the first time made a tenure review for the first group of the faculty according to the new rules. My article “Faculty Personnel System Reform: The Case of Tsinghua University School of Economics and Management,” published in Tsinghua Journal of Education in April 2013, described the ideas and the processes behind this reform.

The second achievement is the School's all-new EMBA curriculum. In December 2012, the School officially launched the new EMBA curriculum that consists of four modules –Cooperate Environment, Management Functions, Leadership and People, and Inter-Connection and Integration. These four modules represent the four areas in the educational philosophy in the Tsinghua EMBA Program. This new curriculum structure demonstrates Tsinghua EMBA Programs’ unique advantage: it is a world-class curriculum with the Chinese characteristics and with a Tsinghua style.

Finally, I would like to mention some new breakthroughs in the School’s global strategy. Since 2007, Tsinghua-INSEAD Dual Degree EMBA Program (TIEMBA) has been running for five years. In 2012, for the first time, this program took part in the EMBA ranking by Financial Times. On the list of one hundred best EMBA programs around the world published in October 2012, this program is ranked fourth globally and first among Mainland Chinese programs. This was the best result achieved by all Mainland Chinese participants in all types of rankings published by Financial Times. In addition, the School also made new progress in our long-term collaboration with MIT Sloan School of Management. In July 2013, the two schools jointly launched the Tsinghua-MIT Global MBA Program, an updated version of the previous International MBA Program.

The upcoming 2013-2014 academic year will be even more exciting. Tsinghua SEM will celebrate its 30th anniversary in the spring of 2014. We will organize a series of events for the occasion. I would like to invite all of you to gather at Tsinghua in April 2014, to join in the intellectual discussions, to reminisce friendship and good times spent in Tsinghua, and to celebrate the school’s history and achievements. I’m looking forward to seeing you all then.

SEM Three-Year Strategic Plan

SEM Formulated The Three-Year Strategic Plan (2013-2015)

During the last two three-year-plan periods (2007-2009 and 2010-2012), SEM had successfully built the administrative framework of a modern university (including its faculty personnel administration, staff personnel administration and internal governance). The school also innovatively developed world-class curriculums for all programs and had been making steady improvements in all aspects.

To better practice SEM’s mission of “To Advance Knowledge and Cultivate Leaders for China and the World” and to attract top-tier faculty, students and alumni, SEM devised the three-year strategic plan (2013-2015) in the end of 2012, by identifying the following six key areas of work: new buildings, senior faculty, PhD programs, economics, integration with the university and global initiatives.

Tsinghua-INSEAD Dual Degree EMBA Program Ranked No.4 in the World

It would seem reasonable to assume that building a world-class international executive business education program would take numerous years to accomplish. This is not the case for Tsinghua University and INSEAD, as their joint international EMBA program TIEMBA, just five years after its founding, was ranked fourth out of 100 global EMBA programs by the Financial Times. It was the first time that the program was eligible to participate in the ranking.

Since the educational philosophy of combining general education with individual development was proposed in 2009 as part of the undergraduate curriculum reforms, great advancements have gradually been achieved within the new framework of general education, individual development and global learning. To promote and implement general education, Dean QIAN Yingyi made a special address to new students on the subject of “The Usefulness of Useless Knowledge” at the 2012 Undergraduate New Student Orientation, explaining the meaning of general education to the students. Wen Wei Po reported on the event with the headline “You Should Not Be Too Utilitarian with Academic Study”. Within the general education framework, classes including Introduction to sociology and social network analysis have been introduced, and popular courses have had their number of classes expanded, in order to meet the course selection demands. Within Honor’s Program which emphasize on individual development, the fostering and selection of academic talents has been combined with the selection process for international exchange programs, providing opportunities for students to study at UC Berkeley for students with the desire and potential to pursue an academic career. The undergraduate program made a submission to the Beijing Education Achievements Committee in 2012 under the heading of “Combining General Education with Individual Development: Theory and Practice in the Reform of Economics and Management Undergraduate Education”, and was awarded first prize.

The Second Degree Undergraduate Program in Economics

The Second Degree Undergraduate Program in Economics attracts outstanding students from every school in Tsinghua University. In 2012, 557 students from 36 Tsinghua schools, majoring liberal arts, sciences, engineering, medicine and fine arts, applied for the program; among them, 300 ultimately gaining the opportunity to join the program. SEM places high importance upon the cultivation of students in the program, and organizes an orientation session for new students at the start of each semester, introducing them to the curriculum, relevant administrative rules, alumni resources, etc. To allow the students to better adapt to their new environment at SEM, in 2012, the school opened the alumni resource system to the students. The system allows them to have access to alumni resources even before graduation.

In July 2013, 196 students graduated from Tsinghua SEM with the second degree certificate, and another six students received minor diplomas. This was the second graduation ceremony for the program to be held together with other SEM students, following the first one in 2012. Among these graduates, 22% chose to continue their graduate studies related to economics, finance and management.

Up to now, six classes have graduated from this program with over 700 graduates.

The Second Degree Undergraduate Program in Management

Tsinghua SEM restarted the Second Degree Undergraduate Program in Management in 2013, planning to recruit 150 students from other departments within Tsinghua. Through systematic and rigid training of undergraduate students from other departments, the program aims to create a large number of practically proficient, interdisciplinary talents who have solid professional knowledge, substantial analytical, management and leadership skills, and the ability to conduct management work in commercial, government and not-for-profit organizations, for the long-term benefit of China’s economic and technological development.

The program allows students to acquire a cultured outlook, scientific approach and dependable character, while equipping them with knowledge of modern management theory, training them in corporate management methods and techniques, and developing their practical and communication skills. This enables them to have an international outlook, an awareness of innovation and a spirit of teamwork when operating within or outside their specialized field, laying a foundation for careers in management, in their area of major specialization or elsewhere.

As one of the six key areas of work in the school’s three-year plan, the doctoral program has several specific study objectives and a detailed work plan.

In terms of student admission, the standard for selecting students for doctoral programs and research oriented master’s programs is academic research. The integrated enrollment process has a set of standardized selection criteria. At interview stage, more importance is placed on applicants’ abilities and interest relating to employment in cutting-edge fields, and less importance is placed on applicants’ overall capacity. From 2012, standard doctoral students started to make their own independent applications. Starting in 2013, they must attend summer camp for enrollment. In June 2013, major revision of the doctoral curriculum was completed. Three fundamental doctorate course routes (economy/finance/accounting, comprehensive management, and management in science & engineering) were established. Doctoral students of marketing must choose from among these three routes. Each major has its own professor-in-charge responsible for overseeing the students’ second-year research paper. A “Research Training Seminar” has now replaced the original doctoral forum as a required course, and will be organized and graded by the professor-in-charge of the relevant major. “Teaching Practice”, another required course, requires doctoral students in the later year groups to complete at least 64 hours of teaching assistant work, to help students acquire teaching experience.

In the 2013 spring semester, professors in charge of student employment guidance were selected for each doctoral program, and priority areas for doctoral student employment were identified. The potential students were given special training and support to find faculty positions.

The school has greatly increased the level of financial support for doctoral students, establishing a doctoral scholarship to reduce student living costs and help them to focus more on academic research. Financial support was distributed from January 2013 onwards. The school has also been financing activities to promote interaction and discussion between faculties and doctoral students, opening a doctoral discussion room and increasing doctoral students’ station there, in order to create the best possible conditions for their study.

In 2012, the Executive Education Center of Tsinghua SEM has offered 147 diversified training programs. It has made continuous progress in quality and innovation of the programs and received favorable comments from participants and collaborative partners. Apart from achieving the task of “choosing courses autonomously” for cadres of the Organization Department of the CPC Central Committee, the Executive Education Center has successfully provided high-quality and satisfactory courses for challenging and elite programs in 2012, including programs as follows: “pre-employment training program for chairpersons of the Supervisory Board of State-owned Assets Supervision and Administration Commission of the State Council (SASAC)”, “the training program for directors of the SASAC State-owned Enterprises (SOE)”, “the training program for leading talents of the SASAC SOE”, “the training program for chairpersons of the boards of Beijing SASAC Municipal SOE”,“the overseas training program for senior executives of China Investment Corporation”, etc. Having these programs demonstrate that the Center has made a new step forward regarding the research and development of courses, the ability of integrating resources, and the level of capacity in organizing teaching activities. Following the successful commencement of the first “training program for Chinese leading

entrepreneurs” entrusted by Chongqing SASAC, the second one was launched smoothly. The program was awarded “Elite Program” by the Organization Department of Chongqing Municipal Committee of the CPC and gained commendation at the Chongqing’s Working Conference on Talents. According to the original plan, the program will continue to foster one hundred leading talents for Chongqing’s major SASAC enterprises.

In recent years, with the accelerating pace of Chinese enterprises and entrepreneurs opening to the outside world, the Center has always been active in exploring international cooperation and integrating international resources. On the one hand, it has offered courses for foreign companies and entrepreneurs, aiming to study in China, to understand Chinese economy and management, political and commercial environment, as well as history and culture; on the other hand, it has also provided Chinese enterprises and entrepreneurs with courses to broaden their global perspectives.
