PROGRAM FUNCTION:

The Corporate Services division is responsible for financial, legislative, assessment, information systems, procurement and risk management/insurance functions and support for the organization. The Information Systems department provides network administration and systems management services for the County, including computer support to all departments in the areas of software and hardware. This includes the planning and development of special projects as needed.

The Information Systems department also includes the responsibility of GIS Coordination, the design, developing, maintenance and updates to the municipal GIS applications, spatial databases and GPS data collection. Computer training for County staff and wireless communication devices are also overseen by the department.

PURPOSE OF JOB:

Job Duties and Tasks:

1. Database/Server Design & Implementation

• Works with software vendors and IT professionals to analyze and define requirements for databases, application software, servers, network communications, and backups/recovery methods.

• Implements and maintains logical and physical database design.

• Plans for current and future requirements for processing, storage and back-up capacity. 2. Database Installation/Upgrade

• Installs, configures and upgrades database server software and other products such as system management tools.

• Evaluates new features and related products. • Creates and upgrades databases.

• Works with vendors to resolve database related issues. 3. Server/Database/Application Migration

• Works with IT staff to plan, prepare and perform applications/databases migration to new servers.

• Reorganizes database files for better disk utilization.

• Performs extensive testing and develops solutions to issues related to new environment (e.g. new server, new operating system).

4. Application Installation/Upgrade

• Installs and upgrades corporate application software.

• Maintains several application/database environments for system implementations, testing new releases of software and patches, and user training.

• Creates and maintains installation guides for all applications.

• Assists IT operations staff with application installations on user workstations. • Works with vendors to resolve application related issues.

5. Database Administration

• Performs database maintenance, implements and maintains security, manages backups, and performs restores when needed.

• Monitors and optimizes performance and use of resources such as CPU, memory and disk storage.

• Writes programs and scripts to automate various tasks.

• Troubleshoots and develops solutions for problems related to databases and interfaces. • Prepares and maintains technical documents (e.g. start and shutdown database/server

procedure manuals for operations).

6. GIS Data Administration

• Designs and develops GIS applications using various software programs including MapObjects, ArcGIS (ArcObjects), Arc/Info (AML), ArcIMS (ArcXML), Java Scrip, SQL, including deployment of applications and testing on user stations.

• Provides data conversion and processing solutions.

• Verifies the quality of graphic and attribute data capture and editing.

• Utilizes ArcGIS – Arc/Info software to perform geographic modeling and analysis tasks. • Prepares and oversees GIS map and / or tabular output products.

• Provides advanced GIS /CAD technical assistance to all users. • Provides GIS Training to new and existing users.

• Documents procedures, system application manuals and data sets. • Provides first level software and operating system troubleshooting. • Assists with miscellaneous GIS related project requests as required. • Designs and maintains GIS related databases.

7. Miscellaneous

• Researches and test applications/databases using new technologies (e.g. VMware, clusters, SAN).

• Participates in disaster and recovery strategies.

QUALIFICATIONS STATEMENT Education/ Training:

• Completion of a college or university degree in Computer Science or GIS or a computer technology diploma from a recognized technical institution.

• Database design, programming and administration training • Systems Design & Integration

• Microsoft SQL server training

• Equivalent Combination of education and experience sufficient to successfully perform the essential duties of the job as listed above may be considered.

Licenses/Certificates/Designations:

• Microsoft Certified Database Administrator Computer Skills: Must be proficient in the following:

• Microsoft Access, SQL Server

• New technologies such as VMware working with Clusters and Storage Area Network (SAN) • Microsoft Visual Studio & Business Intelligence Tools

• Data Transformation applications

• Extensive knowledge and experience in ESRI GIS technologies • Working knowledge of AutoCAD

• Familiar with geographic projections and coordinate systems. • Able to read and interpret maps of various types.

• Have a thorough understanding of RDBMS and GIS database design concepts. • Microsoft Office suite of applications

• Ability to diagnose and resolve issues and problems related to hardware and software

• Well-developed written and oral communication skills with the ability to communicate with non-technical users to troubleshoot and resolve non-technical problems.

• Ability to work effectively as part of a team yet able to work independently with little supervision, identifies issues, and provides recommendations.

• Ability to prioritize and manage work tasks for self and to achieve results within acceptable timeframes;

• Must be concerned with detail and accuracy and demonstrate effective organizational skills. Experience:

• 3 years of experience in all aspects of relational database management with an emphasis on integration of Spatial data with traditional database applications

• Experience designing and coding applications using, HTML, JavaScript, and Dot NET or related programming languages.

• Experience performing advanced data transformation processes to automate the flow of digital data in the organization.

• Sufficient knowledge and proficiency with ESRI software to be able to provide advanced GIS technical assistance to County users.
