GREEN SHIPPING SUMMIT 2015

Technological innovation, organizational solutions and new fuels for

energy and environmental efficiency in maritime transports

Scientific advisory: Ecba Project

(Environmental Cost Benefit analysis to assess Innovation)

9.30 a.m.-1.00 p.m., Sala delle Compere, Palazzo San Giorgio

First session

Entry into force of the new EU regulation on monitoring, verification and reporting of CO2 emissions in shipping: application problems and opportunities to innovate through high energy efficiency solutions.

Session organized in collaboration with Confitarma - Italian Ship-owners Association Italian-English-Italian simultaneous interpretation will be provided.

The new regulation, which will come into force on July 1st 2015, will apply to all ships> 5000 GT calling Community ports. With a schedule that goes up to 2019, it is expected, among other things, that companies develop a ship level CO2 emissions monitoring plan and a company level annual emissions report to be developed under specific guidelines on parameters and indicators. In order to be effectively implemented, the EU Regulation implementation by companies will need to avoid a bureaucratic “just for compliance” approach.

This means to allow companies to focus on the Regulation opportunity to improve their knowledge on energy consumptions and to systematically monitor the levels of transport service provided (mileage and cargo carried) under a standardized approach to energy efficiency. The introduction of a common framework will favor performance analysis of the many factors that influence transport energy consumptions and the diffusion of the best energy efficiency solutions, establishing conditions for a strong improvement of maritime transport competitiveness.

The session, which will see the participation of the European Commission, National authorities, Associations, and highly innovative Operators, will discuss the main implementation regulatory issues, as well as technologies and management solutions that may optimize the efficiency gains. The Italian Government Plan for LNG diffusion in transport: risks and opportunities, ongoing projects and stakeholders proposals

In collaboration with the Ministry of Economic Development and Transport Italian-English-Italian simultaneous interpretation will be provided.

During second half of 2014 the Italian Administration (Ministry of Economic Development and Ministry of Infrastructure & Transport) has worked with industrial associations and private sector experts to develop a Plan for LNG distribution infrastructures which will cover road and maritime transport, as required by Directive n. 94 of 22nd October 2014 on Alternative fuels.

A consultative process on the draft version of the plan is foreseen to be opened before summer 2015. Thus the 18th September Green Shipping Conference will be an early opportunity to discuss the LNG national Plan with all concerned stakeholders. The conference will present, through the voice of its protagonists, the analysis and policy measures envisaged by the National Plan for the maritime sector.

Main LNG projects and best available technologies along the LNG supply chain will be presented (LNG terminals and port LNG bunkering facilities, cryogenic storage & pipelines, pumps, barges for LNG bunkering, etc).

A final round table, with the participation of the institutions and associations concerned, will discuss the critical issues to be resolved and suggestions for improvements.
