T
he Community Development Institute (CDI) is a partnership between Rutgers, The State University of New Jersey, the New Jersey Department of Community Affairs (NJDCA), and the New Jersey Housing and Mortgage Finance Agency (NJHMFA). The institute enhances the community development environment in the state through information sharing, education and training, applied research, and forums to exchange ideas.The Inventory of Community Development Training Programs is designed to help public and nonprofit-sector com-munity development practitioners, elected officials, and others interested in entering the comcom-munity development field find resources that can meet their needs for education and training. The inventory contains entries for more than forty providers representing the many skill areas demanded by community development, for example, financial, organizational, real estate, and technological. The providers include those offering courses created specifically for community development staff and those offering training that is applicable to the field. Most of the providers are based in New Jersey; however, the entries also include out-of-state providers that offer the opportunity to access training through short-term courses or flexible scheduling as well as those that provide options for individuals who want to study in a new setting. Obtaining credit for courses varies among providers. Some providers award certifi-cates and/or college credits or Continuing Education Units while others offer noncredit programs.
The entry for each provider describes the program offered and other pertinent information. The categories of informa-tion are self-explanatory. Table 1, which lists the programs by area of interest, will help users of the inventory quickly find providers that offer relevant training. New Jersey–based and out-of-state training providers are arranged alpha-betically by provider.
The information presented in the inventory was gathered from Web sites, brochures, and other printed materials from the program providers. Any errors that occurred in compiling this information are ours. CDI is not responsible for errors or misrepresentations contained in the original sources. The inventory lists information that was currently available to us. The course offerings, fees, hours, and other content may change. Users should contact the providers directly to confirm or obtain additional information. Due to time constraints, the inventory of programs is not exhaus-tive. Practitioners may also want to consult state and county community colleges to find additional training options. The inventory is provided as a service to community development practitioners and is offered without charge. Housing and Community Development Certificate is awarded only with, or subsequent to, earning a bachelor’s degree.
Students may obtain a certificate in Housing and Community Development awarded through the Urban Studies and Community Health program at the Bloustein School. The certificate courses will prepare students for careers in the community development field.
Undergraduate college credit is earned. The certificate program is open to majors in the Bloustein School and to nonmajors.

Professional Certificate Program in Geomatics
The program provides training in Geographic Information Systems (GIS), Global Positioning Systems, Remote Sensing, and Photogrammetry. Geomatics are computer technology tools used to make maps, conduct analyses, and help with decision making related to land use, urban and environmental planning, and other areas.
The following courses are requirements for the certificate.
Core:

—Design and Management of Spatial Databases —Cartography for GIS Users
Electives:
—one class from Area A (Remote Sensing and Photogrammetry) —two classes from Area B (GIS Software Training)

The program offers a series of evening and full-day short courses that provide expert instruction. Rutgers University faculty and staff as well as industry- and agency-based instructors teach the courses. All instructors are experts in their field.
The costs of the courses range from $265 to $795 (early fees) and $315 to $845 (late fees). There are multiple discount rates. Tuition varies each term. Some courses have textbook fees ranging from $40 to more than $80.

Transportation Studies Program

Rutgers, The State University of New Jersey Graduate Certificate in Transportation Studies
The certificate is offered with two concentrations: technology and design, and policy and planning. The technology and design concentration focuses on analysis and design issues and is directed at students with an interest in transportation and traffic engineering and facility design. The policy and planning concentration focuses on the policy and planning process. Students enrolled at the master’s level will receive a certificate signifying completion of the program at graduation.
Students must be matriculated graduate students in the Urban Planning and Policy Develop-ment and Public Policy programs or the DepartDevelop-ment of Civil and EnvironDevelop-mental Engineering. Bloustein School students are required to take at least one School of Engineering course, while engineering students must take at least one course in the Bloustein School. Students must complete five courses overall: two analysis courses, one design course, one course in policy and planning, and an additional course from either the design or the policy and planning category.

Each school’s faculty consists of professors and practitioners who are proficient in their fields (engineering and planning and public policy).
Annual tuition for 2002–03, for graduate students is $8,212 for residents of New Jersey (based on 12 or more credits per semester) and $12,040 for out-of-state students. Student fees are approximately $800. Tuition and fees may change each term.

The Edward J. Bloustein School of Planning and Public Policy offers programs of study leading to the B.A. in Urban Studies and the B.S. in Public Health. The Bloustein School and the undergraduate colleges of Rutgers, New Brunswick, issue the degrees jointly. Exceptional, well-prepared students who are admitted into the Bloustein School may be encouraged to pursue dual-degree programs (B.S./M.P.H., for public health; B.A./M.P.P., for public policy; B.A./M.C.R.P. for urban planning).
Undergraduate credit is offered. Students must be admitted to, and enrolled in, Rutgers University and/or the Bloustein School. They must also maintain a 2.5 cumulative grade point average—only grades of “C” or higher count toward major requirements.

Appraisal and Assessment (Tax) Administration Program

Center for Government Services (CGS) certificates are awarded upon successful completion of courses.
This series of continuing education courses is designed to train municipal tax assessors in the duties and responsibilities of their office. The program also assists in the development of the assessors’ staff and in general preparation for the State Certified Tax Assessors (CTA) examination. (The courses are not a prerequisite for the CTA exam.) Certificates are awarded upon satisfactory completion of the class hours, the required examinations, and full payment of all fees.
Continuing Education Units (CEUs) may be earned for license renewal after basic certification is obtained.

This series of courses is designed to train municipal clerks and related personnel in the duties and responsibilities of their office. Courses provide preparation for RMC exams. The Registered Public Purchasing Official certificate and the Registered Public Purchasing Specialist certificate are awarded. A certificate of attendance is provided if participants attend at least 80 percent of the class hours, pay all fees, and attain a passing score, if a written examination is required.
The courses offered by Rutgers University are for those interested in increasing their knowledge of public purchasing and for public purchasing personnel working toward certification as a Registered Public Purchasing Official or as a Registered Public Purchasing Specialist. Continuing Education Units can be earned by attendance at seminars, workshops, classes, or conferences and through numerous methods of professional development. Credit is based on hour-for-hour participation. Eighty percent of the programs claimed must relate directly to purchasing; 20 percent may relate to management or supervision. Submitted documentation must indicate program title, date, and hours of CEU credit earned.
The program requires successful completion of Principles of Public Purchasing 1, 2, and 3, as well as the Municipal Finance Administration course. Time-in-service requirements and documented purchasing authority must also be met.

Program courses are required for Police Traffic Control Technician Certificate.
The Basic Engineering for Police Traffic Officers course is for the police traffic officer responsible for conducting traffic investigations and making recommendations to supervisors, local government officials, and engineering departments concerning the need for installing or reviewing traffic control devices.
The Advanced Engineering course is for officers who have already completed the basic course. It is designed for the officer who is responsible for conducting traffic investigations and inspecting traffic control installations; planning boards; engineering departments; and other local government officials who need to develop knowledge of general traffic engineering principles.
The center offers two 33-hour courses for police traffic officers: Basic Engineering and Advanced Engineering. Both courses cover the many aspects of traffic control engineering. The Basic Engineering course is offered in the fall. Advanced Engineering is generally offered in the spring.

Participants may qualify for state certification as a Certified Public Works Manager (CPWM). This series of courses is designed to train municipal and county public works personnel in the responsibility of supervising public works operations. With the successful completion of nine courses, students are awarded a certificate of completion by the Center for Government Services. Students meeting all requirements, including education and experience, may apply to the New Jersey Department of Community Affairs to sit for the state CPWM exam.
Program entrance requirements include a minimum of three years’ experience in public works operations in a position requiring the exercise of management skills. Applicants must demon-strate professional conduct in the performance of their responsibilities as affirmed by their immediate supervisor.

Building Contractors Association of New Jersey Construction Project Management Certificate
This certificate program prepares participants to become project managers and provides training in planning and controlling for time, workforce, materials, and money within a project. Enrollment is open to students with a high school diploma, construction experience, and/or interest in entering the construction field.
The required and elective courses include:
Core:
—Computer Enhanced Planning, Scheduling and Control —Construction Procedures, Materials and Costs —Principles of Construction Project Management
Elective:
—Fundamentals of Construction Estimating
—Understanding Contracting Methods and Contract Documents —Becoming an Effective Field Manager
—Developing a Knowledge of Construction Drawings and Plans —OSHA 30-Hour Construction and Health Safety Outreach —Understanding Contracting Methods and Contract Documents —Understanding Renovation Projects
The OSHA 30-hour Construction and Health Safety Outreach Program must be successfully completed to earn certification. To be awarded certification, a grade of 2.0 (C) is required. Requirements must be completed within four years of initial enrollment.
Courses are offered on weekday evenings and Saturday mornings. Classes run for approxi-mately 2.5 hours. Class meetings range from eight to fourteen, with ten being the norm. Experienced members of the industry teach the courses.

A variety of certificate programs are available.
Offerings include certification and training for professionals in agricultural production and competitiveness; food science and engineering; nutrition, health and safety; marine and coastal resources; natural resources and the environment; and human and community resource development. Continuing education and professional credits are offered.
Each certification/professional training program has courses that may be taken individually. Certificates of completion will be issued.

Costs range from $30 to $1,500. Grant-funded courses and programs may be free of charge. OCPE actively seeks to define educational and outreach needs and opportunities among current and potential customers.
