RESOLUTION ACKNOWLEDGING PUBLIC HEALTH WEEK AND THE IMPORTANT ROLE PUBLIC HEALTH PLAYS IN THE HEALTH AND WELL-BEING OF STANLY COUNTY AND NORTH CAROLINA CITIZENS
WHEREAS, the week of April 1, 2019, through April 7, 2019, is National Public Health Week; and
WHEREAS, the public health system of North Carolina and Stanly County is an essential component in providing for the
health and well-being of all residents; and
WHEREAS, public health measures lead to the improvement of the quality of life for North Carolina and Stanly County
residents; and
WHEREAS, these public health measures include promoting healthy lifestyle practices, preventing substance misuse,
preventing chronic diseases, controlling infectious diseases, addressing health disparities, preventing violence, promoting access to health care, improving the environment and preparing for emergency events; and
WHEREAS, efforts to support public health activities continue to transform a health system focused on treating illness
to a health system focused on preventing disease and promoting wellness;
NOW THEREFORE, BE IT RESOLVED, the Stanly County Commissioners
(1) support the goals and ideals of National Public Health Week;
(2) recognize the efforts of local, statewide and national public health professionals in promoting quality of life as well as preventing disease and injury;
(3) recognize the role of public health in improving the health of individuals in North Carolina and Stanly County;
(4) encourage increased efforts and resources to improve the health of people in North Carolina and Stanly County;
(5) encourage the people of Stanly County to learn about the role of the public health system in improving health in Stanly County.
BE IT FURTHER RESOLVED, the Stanly County Board of Commissioners, do hereby proclaim April 1, 2019 through April 7,
2019 as "Public Health Week” in Stanly County.

Chair Jann Lowder called the meeting to order, with Commissioner Mike Barbee leading the Invocation and Pledge of Allegiance.

Adoption of Agenda
Chair Lowder requested that item #3 be changed from Home Health Discussion to Home Health Presentation with time allowed for questions. No action required.
A motion was made by Mr. Larry Gibson with a second from Dr. Joan Eudy to amend the agenda to change item #3 from Home Health discussion to Home Health presentation with no action required. The motion passed unanimously.

There was no new staff members for Health or D.S.S. for introduction to board members.
Scheduled Agenda Items
1. Proclamation: Child Abuse Prevention Month April 2019 - Action Required
Mrs. Dolly Clayton presented the proclamation declaring March 2019 as Social Work Month for board consideration. After reading the proclamation, she requested Board approval of it.
A motion was made by Ms. Shirley Lowder with a second by Ms. Nancy Smoak for approval of the proclamation. The motion passed unanimously.

2. New Member/On-going Board Member Training (Accreditation Activity 36.2, 36.3)
Mr. David Jenkins provided a presentation on new and on-going board member training. This completes an accreditation requirement for orientation of board members.
After the presentation, members were provided time for comments and questions.
3. Home Health Discussion - Action Required
Mr. Jenkins shared that after the home health presentation by Mr. Gary Massey, CPA with CliftonLarsonAllen, LLP at the commissioner's retreat last Friday, he was tasked with more questions concerning home health that the board would like answered. He shared those questions with board members and explained that he and other staff are working to gather information and also shared information that had been gathered which addressed some of these questions. The concern is while home health patient numbers have increased over the last several years, the fund balance has decreased. There was discussion that Stanly County Home Health is the only home health agency that offers Medicaid pediatric therapies in Stanly County and how Medicaid reimbursements are lower than Medicare or private insurers. There was also discussion contemplating if Stanly County Home Health should only serve pediatric patients, but more information would be needed to determine if that would be feasible. Mr. Jenkins stated that Mr. Massey did convey that historically, when other counties no longer operate a home health agency, other agencies step up to serve the pediatric Medicaid and indigent population. Mr. Jenkins shared that we have invested money in new software to enhance billing and revenue is actually good right now but there are questions about the big picture when considering the decreasing fund balance.
After a period of discussion and questions, Chair Lowder suggests that staff contact other home health agencies which serve Stanly County to inquire if they serve pediatric patients, gather information on other questions and come before the board at the April meeting for further discussion.

Mrs. Dolly Clayton states that revenue is at 48% and expenditures are at 52% through January 2019. Mrs. Clayton highlighted some of the program numbers in the report included in the board members packet. She states they are continuing to fill vacant positions and staff are continuing to train and prepare for NCFast P4 implementation of child welfare into the system. She shared exciting news of finalizing an adoption of a medically fragile child, who had been in the foster care system.Mrs. Clayton explained how the agency distributes customer service surveys to clients, which includes space for customer feedback. Mrs. Clayton took a moment to read some of the positive comments concerning staff and praised staff for the great work they do every day. Mrs. Clayton announced that she would like to invite board members to the second annual Social Work Month Appreciation event, which will be held on March 21st at 8:30 a.m. in the D.S.S. auditorium.
This week she attended the Prevent Child Abuse NC Learning Leadership Conference and shared handouts with board members regarding legislation, changes and reform. And Finally, she announced they did receive additional Low Income Energy Assistance Program (LIEAP) funds of just below $100,000.00 and will be taking applications for assistance through the end of March.
Mrs. Clayton entertained questions and comments from the board.
Health Department Updates
A. FY18-19 Expenditures & Revenue Report (Accreditation Activity 33.6)
Included in the board members packet is the FY18-19 expenditure and revenue report through January 2019. Mr. Jenkins asked if there were any questions from board members and there were none.
B. Activities Summary - Health Department, Jan 2019
Included in the board member's packet is the Activities Summary Report through January 2019. Mr. Jenkins pointed out that adult health services numbers were still very strong and attributes this to the community health grant we received.
There were no questions from the board.
Consolidated Human Services Updates
Mr. Jenkins reminded board members of the budget committee meeting which is April 5th at 9:00 a.m. in the Health Department conference room.
Adoption of Consent Agenda
A motion was made by Dr. James Marshall with a second by Beth Thomas to accept and approve the consent agenda as presented. Motion carried unanimously.
