Is This A Public Park?
We know it is a park, the nice looking sign says so. We know the park is named after the person whose family donated the park for the public. The question is why a park dedicated to the public has been closed for over a year? We all know that our parks and their associated outdoor activities are strongly connected to the physical and mental health of the community during normal times and even more important during stressful times. Why can our parks department with its well paid director not provide the services and facilities the taxpayers deserve and own? EPP likes to provide answers to its readers but in this case there are only questions.

This Is Good Government
In a photo of what might be considered the calm before the storm, EPP captured this image at Spillway Park. The image shows the scene just before the public is allowed in for a heavy trash disposal event. Typically a couple of times a year Galveston County provides its citizens with a way to get rid of a variety of trash that might otherwise remain in the communities or be disposed of improperly. From tires and furniture to old fencing and vegetation and assorted other varieties of trash, the county helps the people help themselves with this event. Thanks for this example of good government go to the Commissioners and County Judge, the various departments involved like road and bridge and nuisance abatement and in particular to Garret Foskit and Jack Ellison who put the event and its team together and make it function. This is one of those government functions the public can be proud of and is a great use of taxpayer funds. EPP regularly informs the readers when this event is upcoming and will continue to do so in the future.

BAYSIDE LIONS LOOKING FOR FLAG DONATIONS
As many of you know, Bayside Lions maintains the flagpole and flag at FM 646 and SH 146.
Each flag flies for approximately 3 months, then is sent in for repairs due to wind damage.
We currently have 4 flags in rotation but some are nearing end of life and must be replaced. The halyard that raises and lowers the flag is also in need of replacement.

ZUCCHINI BREAD
3 eggs lightly beaten 1 c. salad oil
1 c. sugar
2 c. zucchini, grated, squeezed and tightly packed 1 t. baking powder
1 t. baking soda 3 t. cinnamon
1 t. salt 3/4 c. raisin
(optional) 1 c. nuts 1/4 c. sour cream Mix first 4 ingredients together.
Sift together dry ingredients, combine
with zucchini mixture. Add nuts.
Bake 350 degrees for 1 hour. Cool 10 minutes. Makes 2 loaves.
Impressive Performance From Bacliff
Kaleb Palacio who lives in Bacliff gained national attention by winning 1st place on the vault apparatus.
Kaleb trains at Above the Bar Gymnastics Academy in League City. He competed in the Junior Elite Level 10, 15 year old group and brings pride to his home community of Bacliff with his outstanding performance. For those who aren’t too familiar with gymnastics, Kaleb was competing in the National Championships development program of USA Gymastics in Daytona Beach Florida from May 11th to the 16th. Congratulations Kaleb!

people accidentally turn the house
shut off valve when trying to turn off hoses

Nala Rose is a lovely and affectionate Australian Shepherd mix. Her smile blooms as bright as the Yellow Rose of Texas and no surprise that is her favorite song. She came from a family with teenagers and she loved to hang with them and listen to all the latest gossip. The best times were when she got to cuddle up. She does miss their games of keep away and looks forward to finding her forever family.

Legislative Updates From Mayes Middleton (As of May 17th)
PROPERTY TAX RELIEF LEGISLATION PASSES HOUSE
Last week, I passed HB 1568 in the House. The bill will expand the margin of error that is permissible for an appraisal district when being examined by the Comptroller's property valuation study. This will help limit property tax valuation increases and is estimated to save taxpayers over $1.7 billion.
STAAR REFORM LEGISLATION PASSES TEXAS HOUSE
Last week, the House passed a bill slashing STAAR exam testing. The reforms include eliminating unnecessary STAAR tests and giving more flexibility to school districts regarding standardized tests. I am a proud co-author of this important legislation.
BILL TO REFORM TRINITY BAY CONSERVATION DISTRICT PASSES HOUSE
Recently, HB 3006 passed the Texas House. This bill severs the Trinity Bay Conservation District's (TBCD) water and drainage functions so that a new special purpose district oversees water and the current district focuses solely on drainage for the area. This change will devote all property tax revenues for TBCD to drainage. I am proud to author this bill for the water and drainage customers served by the district.
SHIP CHANNEL IMPROVEMENT FUND ACCESS FOR THE PORT OF GALVESTON PASSES HOUSE
On Friday, I passed House Bill 1507 which allows the Port of Galveston to have access to the state Ship Channel Improvement Revolving Fund. This legislation will allow Galveston to benefit from this vital source of capital funding for port improvements.
NURSING HOME INFECTIOUS DISEASE TRANSPARENCY BILL PASSES TO GOVERNOR'S DESK
Recently, I passed SB 930 through the House and on to the Governor. This bill brings publicly accountable transparency to outbreaks in nursing homes. I am proud to have brought this bill on behalf of Texas families with loved ones in nursing homes. I look forward to the Governor's approval and this bill becoming law.
CIVICS AND RELIGIOUS EDUCATION LEGISLATION PASSES THE TEXAS HOUSE
This session, several bills regarding public education curriculum and policies advanced from the Texas House. They are:
• HB 3979 bans the teaching of Critical Race Theory in public school curriculum.
• SB 1776 requires the offering of an elective course on the American founding in public high schools and the posting of the Founding Documents on the
campuses of public schools.
• HB 4509 adds the learning objective of an informed patriotism to be cultivated in public school students as a part of the objectives of public education in Texas.
• HB 2681 allows public schools to expand the elective course on the Bible to include grades six through eight, in addition to grades nine through twelve.

Neanderthals Triumph!
Despite the predictions of Joe Biden and the other hand-wringing nanny-staters, Texas virus cases and deaths have seen substantial declines. While the purveyors of doom and terror told us that when Texas dared to reopen and return freedom to its businesses and citizens catastrophe would be the result, they were wrong. Recently Texas had its first virus death free day.
This fact was not celebrated in mainstream media but it reflects the reality that many in Galveston County already understood. While there have been tragic deaths and illnesses from this Chinese virus, Galveston County with its embrace of freedom and fewer restrictions than many areas never saw the massive illness and death rates that would have been expected of an area where people continued to gather, eat and drink as if they were free Americans.
There is another area of concern however. That is that some people have become so addicted to the fear of this virus, without regard to science and math, they refuse to unmask. Medical persons are looking at this as signs of neurosis and are concerned for the mental health of those who cannot shake loose of irrational fear. Wearing a mask is certainly a right that can be exercised freely and may even in some circumstances be advisable.
Hopefully those who continue to wear them are not in the group that mental health persons are concerned about.
Property Tax
For those who own property in the area, the recent appraisals with their incredible increases in value have caused outrage and disbelief. No doubt many will protest those over the top increases and may even be successful in having the values adjusted to tolerable levels. Beyond that, the real issue will be how the taxing entities handle their potential windfall of new taxpayer money. The school districts, county, MUDs and others who have their hands in the pockets of the property owners have the power to make those value increases irrelevant. They set their tax rates and if they care about the communities they serve they can simply lower their tax rates so that the new values bring in the same or even less money.
Whether they do that or not will likely depend on how much pressure they receive from the people whose money they are taking. That means that besides protesting the value increases, every property taxpayer needs to contact the people they elect and tell them to lower their tax rates or be replaced at the next election. From College of the Mainland that recently hoodwinked the public to the money sucking school districts, the voters can have their way if they value keeping their own money in their own pockets. Government of, by and for the people doesn’t work if the people don’t participate.
