Pueblo de San Ildefonso is issuing a Request for Proposal (RFP) #SIP-TIFF-002 for interested Consultants for engineering design of wastewater treatment system to serve approximately 375 residential and community units located on the Pueblo in the 10-year design horizon. The wastewater treatment system is estimated to include approximately 26,000 feet of service lines, and 62,000 feet of sanitary main line, and three decentralized treatment facilities.

undertaken with that provider whose proposal is deemed to best meet the Pueblo’s specifications and needs.
B. The Pueblo reserves the right to reject any or all proposals, to waive or not waive informalities or irregularities in a proposal, and to accept or further negotiate cost, terms, or conditions of any proposal determined by the Pueblo to be in its best interests.
C. The price quotations stated in the Proposer’s proposal will not be subject to any price increase from the date on which the proposal is opened at the Tribal Administration Building to the mutually agreed-to date of Proposal.
D. Proposals must be signed by an official authorized to bind the proposer to its provisions for at least a period of 90 days. Failure of the successful Proposer to accept the obligation of the proposal may result in the cancellation of any award.
E. In the event it becomes necessary to revise any part of the RFP, addenda will be provided on the Pueblo website. Deadline for submission of the proposal may be adjusted to allow for revisions. The entire proposal document with any amendments should be returned. To be considered, original proposals must be received at the above address on or before the date and time specified, unless waived by the Tribal Administrator.
F. Proposals should be prepared simply and economically providing a straight-forward, concise description of the Consultant’s ability to meet the requirements of the RFP. Proposals shall be written in ink or typewritten. No erasures are permitted. Mistakes may be crossed out and corrected and must be initialed in ink by the person signing the proposal.
G. A Pueblo de San Ildefonso Professional Services Agreement will be executed between the Pueblo and the awarded Consultant. The Pueblo reserves the right to award the total proposal, to reject any and all proposals in whole or in part, and to waive any informality or technical defects if, in the Pueblo’s sole judgment, the best interest of the Pueblo will be so served.
H. Preference will be given to qualified Native American Owned firms who submit a responsive proposal.
I. It is the responsibility of prospective proposers to check the Pueblo website for any addenda to this RFP.
J. Any cost incurred by the potential Proposer in preparation, transmittal, and/or presentation of any proposal or material submitted in response to this RFP shall be borne solely by the Proposer.
K. The Consultant shall follow all applicable federal and tribal laws.
M. Term of Proposal: The Proposal is for a specific project therefore valid for the duration of the awarded project and this project solely.
N. Proposers will not be interviewed for this project.
IV. PROJECT BACKGROUND AND REQUIREMENTS A. Purpose and Project Description.
The intent of this document is to provide interested Proposers with sufficient information to enable them to prepare and submit proposals for consideration by the Pueblo for the engineering design and preparation of construction documents for a wastewater treatment system to serve the Pueblo area. The Pueblo may request assistance from the Consultant in the construction bidding and construction phase of the project at a later time, and these services are not requested at this time. This project is in conjunction with the Aamodt Settlement.
B. Information to be furnished by the Owner.
• Aerial photographs and 2’ contours in electronic format. An additional infrastructure survey recently performed will be made available to the Consultant. If additional survey is needed, and the Pueblo concurs with that need, the additional survey will be acquired and furnished by the Pueblo.
• Environmental documentation will be performed by others and is not included in the scope of this RFP.
• If geotechnical borings are warranted, this work will be performed by others and is not included in the scope of this RFP.
• Work related to extension of utilities to the project will be performed by others and is not included in the scope of this RFP.
• Consultant will be required to participate in up to two community meetings where the Pueblo hosts and runs the meeting.
C. Background Information.
Background information discussed below shall be reviewed and used by Proposers in preparation of their proposals. Additional background information must be downloaded from http://www.sanipueblo.org/uploads/RFP/Wastewater.pdf.
and the adjacent community of El Rancho. The study examined the existing wastewater sources, existing wastewater facilities, and existing topographical limitations within the study area. The existing population growth, and wastewater sources were assessed to estimate future wastewater flow and treatment demands with the purpose of evaluating management philosophies, various wastewater collection methods, treatment and dispersal technologies, and associated construction, operation, and maintenance costs. Alternatives were analyzed, and the recommended alternatives identified. The scope of Work for this RFP does not include the El Rancho wastewater infrastructure identified in the Study. The El Rancho information has been made available so that the final design of the Pueblo infrastructure will anticipate possible future interaction with future El Rancho wastewater infrastructure.
Eight (8) sub-areas have been identified for the purposes of the study. The sub-areas were named based upon their cardinal direction from either the Rio Grande River or the Pojoaque River. A brief description of sub-area name, location, existing conditions, and recommendations are as follows:
1. Pueblo Northwest - Proposed (PNW-P):
• Location: Area west of the Rio Grande and north of the Battleship Mountain/Pajarito • Existing Condition: 61 homes currently served by on-site treatment (Septic Tank).
• Recommendation: Construct an effluent collected sewer system and add additional treatment capacity near the existing lagoons.
2. Pueblo Northwest - Existing (PNW-X):
• Location: Area west of the Rio Grande at Battleship Mountain/Pajarito
• Existing Condition: 38 homes currently served by gravity-flow sewer and existing NW treatment facility updated in 2010.
• Recommendation: Retain the existing gravity collected sewer system and continue to treat effluent at the recent treatment facility upgrade.
3. Pueblo Center - Proposed (PC-P):
• Location: Area east of the Rio Grande and west of El Rancho, within the traditional area of the Pueblo
• Existing Condition: 134 sources currently served by clay-pipe sewers (to be replaced) flowing to the existing SW lagoon.
• Recommendation: Replace all existing infrastructure with a new effluent collect sewer system and add additional treatment capacity near the existing lagoons.
4. Pueblo South - Proposed (PS-P):
• Location: Area east of the Rio Grande and south of the Pueblo center
• Existing Condition: 39 homes currently served by on-site treatment (Septic System) • Recommendation: Construct an effluent collected sewer system and add additional
treatment capacity near the existing lagoons. 5. Pueblo Northeast - Proposed (PNE-P):
• Existing Condition: 13 homes currently served by onsite treatment (Septic Tank)
• Recommendation: Construct an effluent collected sewer system and add additional treatment capacity near the existing lagoons, north of the Pojoaque River.
6. Pueblo Northeast - Existing (PNE-X):
• Location: Area just north of the Pueblo center
• Existing Condition: 28 homes currently served by the existing NE Lagoon
• Recommendation: Retain the existing gravity collected sewer system and add additional treatment capacity near the existing lagoons.
7. El Rancho North - Proposed (EN-P): (NOT INCLUDED IN CURRENT WORK) • Location: Area east of the Pueblo center and north of the Pojoaque River
• Existing Condition: 267 homes currently served by onsite treatment (Septic Tank)
• Recommendation: Construct an effluent collected sewer system and transport effluent south across the Pojoaque River to a new treatment facility to be located in the vicinity of the ball field along CR-84.
8. El Rancho South - Proposed (ES-P): (NOT INCLUDED IN CURRENT WORK) • Location: Area east of the Pueblo center and south of the Pojoaque River
• Existing Condition: 325 homes currently served by onsite treatment (Septic Tank)
• Recommendation: Construct an effluent collected sewer system and transport effluent to a new treatment facility to be located in the vicinity of the ball field along CR-84.
V. SCOPE OF SERVICES General:
A wastewater planning study was prepared under direction of the Pueblo, including recommendations for the project, which were accepted by the Pueblo, subject to modification during final design. The Pueblo anticipates construction of the project to be consistent with the study, except that either or both of the two separate treatment facilities located at the SW and NE existing lagoons, as recommended in the study, may be placed at the location of the New SE treatment plant. The scope of Work for this RFP does not include the El Rancho wastewater infrastructure identified in the Study. The El Rancho information has been made available so that the final design of the Pueblo infrastructure will anticipate possible future interaction with future El Rancho wastewater infrastructure.
The Consultant is expected to make suitable modifications and add detail to the planning study recommendations, as modified per Pueblo approval, to prepare a practical final design for construction.
Report draft. If accepted by the Pueblo, the alternative design shall become the basis for the final PER and final design/construction plans.
The Consultant shall complete the design and preparation of plans and specifications suitable for bidding for the construction of the conceptual facilities identified in the PER as accepted by the Owner.
A detailed construction cost estimate shall be prepared by Consultant at progress submittals. All plans, specifications and estimate (PSE) documents shall be consistent with industry standards.
As part of the preparation of the PSE development, the Consultant shall prepare a submittal at each of:
• Preliminary Engineering Report with 30% design plans, specifications, and estimate • 60% design plans, specifications, and estimate
• 90% design plans, specifications, and estimate • Final design plans, specifications, and estimate
Each submittal shall include, but is not limited to, the following (commensurate with level of completion):
• One legible hard copy (11”x17” plans) and one electronic copy (Adobe Acrobat PDF format) of progress plans, specifications, and estimate.
• Written responses to all comments (not required at the first submittal)
• Equipment list that includes catalog-‐cut sheets for all equipment valued at $10,000 or greater
• Updated reports as completed by the Consultant • Anticipated construction schedule and sequencing plan
• Facility layout plans showing surface and subsurface improvements, access road, utilities, lighting, and site drainage.
• Sewer plan, profile, and details, as well as connections to service lines. Note that some areas served lie within mapped FEMA flood zones, and proposed construction must accommodate inundation where applicable.
• Civil yard piping plan showing anticipated processes, piping, utilities, and equipment • Locations and details of lift stations, pumps, holding tanks, controls, etc.
• Locations for disposal of treated effluent
• Architectural floor plans showing the proposed layout of rooms and spaces, building elevations showing proposed finishes and materials, and code requirements • Mechanical plans showing the proposed equipment layout and interconnecting piping • Electrical plans showing the proposed electrical equipment layout
• Estimated construction schedule and sequencing plan
specifications, special provisions, engineer’s cost opinions, and all other appropriate architectural and engineering services necessary to provide complete contract documents, ready for public bid. The scope of services includes all labor, services, and materials to perform the following work. Task 1: Project Management
The Consultant shall be responsible for providing all contract management and quality control services throughout the duration of the project.
Project management responsibilities shall include, but not be limited to: • All meeting agendas, and minutes.
• Coordinate and consult with appropriate regulatory agencies to ensure clearance for project construction.
• Schedules and schedule updates.
• Prepare and submit monthly progress report with monthly progress payment request. The monthly progress report shall include:
o An overview of work accomplished during the previous month;
o A description of current key activities and an updated schedule for each task and subtask;
o A list of problem areas, if any, and proposed corrective actions; o A list of tasks for the following month;
o A monthly written report showing total contract budget, monthly invoiced amounts, cumulative amount invoiced, and project billings to the end of project, and;
o A Schedule Summary indicating whether the project is on schedule and any schedule concerns or critical path items (a Recovery Plan/Schedule for any activities that fall more than 2 weeks behind schedule shall be prepared).
• Quality Assurance/Quality Control Program. • Correspondence and file maintenance.
The Consultant’s Project Manager shall play an active role in the management and coordination of the project, including coordinating with Tribal staff to discuss project status, problems, budgeting, and other areas that have affect the work.
Task 2: Preliminary Design and Preliminary Engineering Report (PER)
Preliminary Engineering Report PER: The Consultant shall provide preliminary engineering design services and shall prepare a Preliminary Engineering Report for the project that encompasses all work items.
• Prepare a Preliminary Engineering Report (PER) that identifies each relevant design item, outlines the design including alternatives, right-of-way issues, constructability analysis, and estimated construction costs. The level of detail provided in the PER should be equivalent to a 30% design effort for each major element of the project.

• Ten (10) document sets shall be submitted at both draft and final stages. In addition, the final PER shall be submitted in Portable Document Format (.pdf) on PC-compatible CD or DVD.
Consultant shall use the base information from prior study to prepare the PER location maps, photographs, and sketches. These materials should indicate legal and natural boundaries, major obstacles, elevations, floodplains, etc.
Population projections for the project planning area and concentrated growth areas should be provided for the project design period (10-year design horizon for initial buildout, suitable for expansion for an additional 10-years.). These projections should be based on historical records from recognized sources.
Existing Facilities: The PER shall describe the existing facilities including at least the following information:
• Location Map. Provide a schematic layout and general service area map (may be identified on project planning area maps).
• Condition of Facilities. Describe present condition; suitability for continued use; adequacy of current facilities; and, if any existing central facilities, the treatment, storage, and disposal capabilities.
Proposed Project: This section shall contain a fully developed description of the proposed project based on the PER as accepted by the Pueblo. At least the following information should be included:
a. Project Design
(1) Collection System Layout
Identify general location of line improvements:
lengths, sizes, and key components. Indicate pressure and gravity waste lines. Indicate holding tanks, septic tank effluent pumps, septic tank effluent gravity lines, conventional sanitary waste lines and manholes.
(2) Pumping Stations
Identify size, type, site location, and any special power requirements. (3) Treatment
Describe process in detail and identify location of any treatment units and site of discharges. Indicate method of disposal of treated liquids and solids.
b. Total Project Cost Estimate
equipment, contingencies, refinancing, and other costs associated with the proposed project.
c. Operations and Maintenance (O&M) Costs
Project costs realistically for a period of 60 years. Include fuel and power, salaries, benefits, taxes, accounting and auditing fees, legal fees, interest, utilities, oil and fuel, insurance, annual repairs and maintenance, supplies, chemicals, office supplies and printing , and miscellaneous.
Task 3: Final Design
The Consultant shall provide engineering design services and shall prepare all contract documents (construction plans, specifications, and cost estimates) for the project.
Scope of Services:
PS&E services shall include, but not be limited to: • Complete floodplain investigation.
• Prepare all design calculations and drawing layouts. Complete all drawings and details, prepare technical specifications, special provisions, engineer’s cost opinions, and all other appropriate architectural and engineering services necessary to provide complete contract documents, ready for public bid.
Construction drawing deliverables for review shall be submitted at 60%, 90% and Final completion. Drawings shall be reduced to 50% of full-size. Ten (10) sets shall be submitted at the review stages to allow the Tribe and all other appropriate agencies to provide a thorough review of the project documents. Following review and incorporation of comments, the final construction drawings shall be delivered in the following formats:
• 22” x 34” bond, complete with final signatures, ready for reproduction;
• Portable Document Format (.PDF) file(s) of final plans complete with final signatures on PC-compatible CD or DVD; and
• AutoCAD drawing format files (.DWG, AutoCAD 2008 or later format) of final plans (signatures not required) on PC-compatible CD or DVD.
Specifications shall be prepared utilizing Construction Specifications Institute (CSI) Masterformat, or a substitute format approved by the Pueblo. Deliverables for review shall be submitted at the 100% stage with specifications on 8 ½” x 11” reproducible paper. Ten (10) sets shall be submitted at the 100% review stage to allow the Tribe and all other appropriate agencies to provide a thorough review of the project documents. Final specifications shall be delivered in the following formats:
• 8 ½“ x 11” hardcopy, complete with final signatures, ready for reproduction;
• Microsoft Word 2007 format (.DOCX) files of final specifications (signatures not required) on PC-compatible CD or DVD.
Estimated construction costs shall be submitted for review at all submittal review stages, with estimates on 8 ½” x 11” reproducible paper. Ten (10) sets shall be submitted at the review stages to allow the Tribe and all other appropriate agencies to provide a thorough review of the project documents. The final estimate shall be delivered in the following formats:
• 8 ½“ x 11” hardcopy;
• Portable Document Format (.PDF) file of final estimate on PC-compatible CD or DVD; • Microsoft Excel format (.XLXS) file of final estimate on PC-compatible CD or DVD. Formal deliverables (plans, specifications and estimates) shall occur at the progress and final completion points for Tribe and agency review. Submittal formats shall follow the guidelines stated herein. The Consultant shall respond to, and incorporate, if appropriate, any and all comments received from the Tribe or any other regulatory agency or utility. Final deliverables shall bear the professional engineer seal(s) of the responsible engineers.
Task 4: Permits
• The Consultant shall prepare EPA NPDES permit applications for the disposal of treated effluent. Biosolids are assumed to be periodically removed from the Pueblo and disposed of at a regulated disposal facility.
• Consultant shall list any additional wastewater-related permits anticipated by the consultant.
Task 5: Meetings
• Participate in two Community Meetings to discuss the design
• The Consultant shall include design review meetings with Pueblo staff at the beginning of the project, and at each of the above specified progress and completion levels. These meetings shall provide the Pueblo staff an opportunity to provide input into the selection of equipment and design of facilities that the Pueblo will operate and maintain. The Pueblo shall provide comments, including Pueblo staff and peer review, to the Consultant.
C. Project Control
1. The Consultant will meet with selected representatives on a regular basis or as determined necessary by the Tribal Administrator/project manager to review progress and provide necessary guidance to the Consultant in solving problems which may arise. 2. Although there will be continuous liaison with the project team, the Tribal
Administrator/project manager(s) will meet as often as required with the Consultant’s project manager for the purpose of reviewing progress and providing necessary guidance. 3. The Consultant will, on a regular basis, submit brief written summaries of the work
4. Within 10 working days of the award of a project and release of contract, the Consultant will submit to the Tribal Administrator/project manager for approval a work plan which includes the following:
a. The Consultant’s names and titles of personnel assigned to the project.
b. Complete background check applications for ALL personnel that will be performing services on the project at the facility.
c. The project breakdown showing subprojects, costs, activities and tasks. d. The time-phased plan for completing the project.
5. Payments for the work will be subject to progress payments and five percentage retainage until final payment.
6. Consultant will be responsible for the payment of all applicable taxes including but not limited to applicable taxes under the Pueblo de San Ildefonso Tax Act of 2013. Consultant shall factor such obligations into their proposal as such taxes will not be billed to the Pueblo as an amount over the proposal price.
7. Consultant will be responsible for obtaining any work permits or tax registration fees required by the Pueblo.
VI. PROPOSAL SUBMITTAL REQUIREMENTS
Proposals are sought from firms with recognized expertise and experience in the subject work. It is not the intent of this RFP to solicit an overly long response, but it is important the Proposer’s experience/expertise and technical approach be adequately described. It will, for example, be much more useful to address abilities and expertise directly comparable to this project than to include an exhaustive list of all projects completed by the Proposer. Pueblo staff will review the submitted proposals and may select Proposers to meet and discuss the proposal submitted and Proposer qualifications in greater detail.
The proposal shall include all of the following information. Failure to include all of the required information may result in disqualification of a Proposer.
All proposals must be submitted in the format as follows:
• Standard 8 ½ x 11 inch paper (larger paper is permissible for charts, spreadsheets, etc.) • Organized with tabs delineating each section.
• Text shall be no smaller than 10 point font. Proposals shall include the following sections:
Cover/Transmittal Letter: Letter is to be signed by a member of the organization having the authority to negotiate and execute contracts on behalf of the firm. Cover letter must acknowledge receipt of any and all addenda, if any were issued.
Proposal Body:
2. An Organization Chart of the specific staff who will comprise the project team for this assignment. Include Resumes, of staff shown in the Organization Chart, in Attachment A. 3. Project descriptions of related/comparable past projects that would serve as examples of experience and expertise necessary for this project. Provide descriptions of three (3) recent projects/programs/efforts that included similar scope of work for the prime consultant and relevant subconsultant experience. 9. Project Understanding. The Proposal shall include a description of the Consultant’s

10. Project Approach: The Proposal shall provide a detailed description of the proposed approach to the Project as presented herein and the referenced planning study. The description shall include details to implement the tasks described in the Scope of Services. The Consultant is encouraged to provide comments and enhancements to the scope provided in the RFP. The Proposal shall include a discussion regarding the Project’s technical issues and the Consultant’s approach to handling these issues. The Consultant shall also explain how technical memos, workshops, and/or design review meetings will be used, working with the framework of the Scope of Services, to achieve consensus in design details. Emphasis should be placed on how the Consultant’s technical approach will promote the Project’s success.
11. Design Management: The Proposal shall include a discussion regarding the
Consultant’s management approach, including coordination and monitoring of project schedule, cost, risk, scope, communications, quality, resources, and other management issues that the Consultant feels should be addressed. Emphasis should be placed on how the Consultant’s management approach will promote the Project’s success. The Consultant approach to quality control in the preparation of construction documents shall be clearly described in this section as well.
12 Project Design Schedule: The Consultant shall confirm that the work can be done within the schedule planned by the Pueblo, using the resources proposed by the Consultant, describe how the proposed staff will meet the resource requirements of the project. The Consultant shall prepare a schedule conforming to the Pueblo’s, with no exceptions, showing all major project tasks, milestones, and deliverables required to complete all work. Any Proposals lengthening this schedule may be disqualified, unless strong justification of deviation from the schedule is given.
13. Consultant Fee Proposal: A fee proposal for the project shall be provided in a separate sealed envelope. The proposal shall include a direct labor hours to conduct and complete each task of the Scope of Services, broken out by each Consultant classification that will be assigned to the Project. A matrix format showing hours and charge rates per personnel classification (management, engineering, technical, drafting, and support personnel) for each task shall be used. Fee shall be computed as direct labor, overhead, and profit. Include costs from all anticipated subConsultants. Also list types and estimated amount of other direct (non-‐labor) costs to be billed to the project Compensation will be on a time and materials basis. The proposal shall include direct Hourly rate listing for those staff to be billed to the project, and proposed fee by task. Show adjustments in rates predicted to occur during the project. Markups will not be allowed on subconsultants and other direct costs. Additional work will be negotiated if the need arises. Include as Attachment F
