Additional guidelines for classification of customers in reporting of credit

institutions

The relationship of customer identifiers to the ESA2010 institutional sector descriptions

Credit institutions should group counterparties (customers and emitters) in reporting using the categories given. The category used is the customer identifier for the customer or the emitter of the security. Customer groups are defined in the decrees of the Governor of Eesti Pank setting additional reporting requirements for the balance sheets of credit institutions, and they match the definitions in the European system of national and regional accounts used for compiling statistics in the European Union (Regulation (EU) No 549/2013 of the European Parliament and of the Council of 21 May 2013 on the European system of national and regional accounts in the European Union – (ESA2010)). Such customer groups are named institutional sectors in ESA2010 and those sectors can have subsectors. The definitions in the additional reporting for the balance sheets of credit institutions describe the main characteristics of the customer groups. The content of customer groups, or sectors, are covered more precisely in the descriptions of institutional sectors and subsectors in ESA2010. The table below shows the relationships between the customer identifiers used in the reporting and the institutional sectors and subsectors of ESA2010 and can be used as an initial guide for the accurate classification of customers.

The relationship of “customer” and “additional customer” identifiers

There is a clear relationship between the identifiers for "Additional customer" and "Customer". The following table shows what combinations of these identifiers are possible.

Identifiers 7 “Intra-group monetary financial institution” and 8 “Other monetary financial institution” are only used in two reports, those for resources and loan stock. In the other reports where the identifier for additional customer definition is used, it is not necessary to differentiate monetary financial institutions in this way, so all monetary financial institutions are treated together and given the identifier 6.

2 The identifier for additional customer definition “Intra-group monetary financial institution” can only be used for those monetary financial institutions that have a subsidiary in a foreign country or a cross-border branch.

Classification of international organisations

Under the agreed methodology, international organisations can be put into four customer groups: central government, central bank, credit institution and other financing institution. International organisations are generally treated as being in the general government sector. An exception is those organisations that are involved in some type of banking activities, and these can be classified both as credit institutions and as other financial institutions. If the main activity of such organisations, often called development banks, is long-term project financing, they should be classified as other financial institutions. Other organisations that have the characteristics of a bank remain under credit institutions. In some cases there may be a combination of central bank and international organisation, such as the Bank for International Settlements, BIS, which are treated as central banks in terms of customer sector.

A non-comprehensive list of international organisations is given below with an indication of which customer identifiers and residential category should be used for them in reporting to Eesti Pank and the Financial Supervision Authority. Residential category is mostly based on the country where the head office of the organisation is located.
