Background: Jacqueline R. Bart, Esq., B.A., LL.B., J.D., C.S., Barrister & Solicitor, is a Certified Immigration Specialist by the Law Society of Upper Canada. She obtained her undergraduate and law degrees in Canada and her Juris Doctor in the United States. She commenced her legal career at Canada’s largest law firm at that time, Osler, Hoskin and Harcourt, and has worked at Barristers Chambers in London, England and at the UK High Court of Justice. In addition, Ms. Bart interned and worked at the United Nations in the area of International Human Rights and Immigration Law. In December 1994, Ms. Bart founded the citizenship and immigration law firm Jacqueline Bart & Associates.

Ms. Bart is in her twentieth (20) year of practice exclusively in the area of citizenship and immigration law.

Areas of Practice: All aspects of citizenship and immigration law.

Publications: Ms. Bart is the author, co-author and/or editor-in-chief of six (6) immigration law books used by lawyers throughout the world. She is the Editor-in-Chief and an author of the Canada/U.S. Relocation Manual: Immigration, Customs, Employment and Taxation Law, a 2000 page legal treatise updated quarterly. She has also written two Canadian Immigration Practice Guide Texts, entitled Work Permits and Permanent Residence. In addition to her books, Ms. Bart has written extensively for international bar association journals, conferences, publications, magazines and newspapers. Most recently, she has authored comprehensive Canadian Corporate Immigration chapters for a number of international immigration books including the Global Corporate Immigration International Practitioners’ Guide: Oxford University Press (eds. Agarwal and Offer) and the ABIL Global Business Immigration Practice Guide: LexisNexis Publishers, and ILW, 2013.

Professional Activities: Ms. Bart has presented before the World Trade Organization in Geneva, Switzerland, on the General Agreement on Trade Services (GATS) and Migration issues. She has held various positions as an elected executive officer of the National Canadian Bar Association Immigration and the Ontario Bar Association.

Ms. Bart has senior executive positions in two of the three international bar associations’ immigration sections. She is the President of the Immigration and Nationality Commission of the International Association of Lawyers (UIA) and Vice-Chair of the Employment and Immigration Committee of the Inter-Pacific Bar Association (IPBA). In 2010, Ms. Bart chaired the UIA Nationality and Immigration Commission’s Scientific Program for the Annual Conference 2010 and also chaired the American Immigration Lawyers Association (AILA) Global Migration Committee for the Rome District Chapter and was the Co-Chair of the Global Migration Action Group (GMAG) Global Migration Forum 2011. She is also serving as Chair of the CLE Institute of the Ontario Bar Association (OBA) on Immigration Issues (2009, 2011 and 2012).

She has served as Chair of the Ontario Bar Association (OBA), Immigration Section CBSA Port of Entry Subcommittee, and founded the OBA’s CIC CBSA Enforcement Sub-Committee in 2006. Ms. Bart is a Law Society of Upper Canada Immigration Certified Specialist and Immigration Law Mentor. She is a member of the following organizations: International Bar Association (since 1998), Canadian Bar Association (since 1992), Law Society of Upper Canada (since 1991), American Immigration Lawyers Association (since 1996) and Toronto Consular Corps (since 1997). Ms. Bart is a retired diplomat occupying the position of Honorary Consul of Ecuador, Ex officio. She is Canadian immigration counsel to large multinational corporations throughout the world and with top tier legal organizations such as the International Network of Boutique Law Firms (INBLF) (since 2002) and the American Business Immigration Lawyers’ Alliance (ABIL) (since 2008), inter alia. She was the Newsletter Editor for the Immigration and Nationality Commission of the Union International Des Avocats from 2009 to 2011. Ms. Bart was also appointed as Vice-Chair of the American Bar Association (ABA) International Immigration Committee in 2012.

Ms. Bart has spoken, chaired and written on immigration legal issues at the International Bar Association, International Association of Lawyers, the Inter Pacific Bar Association, the Global Migration Action Group, the American Immigration Lawyer’s Association, AILA’s Rome District Chapter, American Business Immigration Lawyers’ Alliance, International Network of Boutique Immigration Lawyers, the International Center for Trade and Sustainable Development, the Swiss National Centre for Competence in Research, the Canadian Bar Association, the Centre D'Etudes en Administration Internationale, the Law Society of Upper Canada, the Center for International Law Studies, Insight, the Canadian Institute and the OBA Institute. She has appeared extensively in the media including on television, on the radio and in print.

Ms. Bart serves on the Board of Directors of the INBLF (since 2010) and is the Co-Chair of the INBLF Board of Directors’ Practice Group Committee and oversees the international, immigration and employment practice group committees. Ms. Bart was appointed

Vice-Chair of the American Bar Association (ABA) International Immigration Committee in 2012.

Professional Experience: Ms. Bart is an internationally renowned corporate immigration lawyer who represents multinational corporations, diplomatic offices

and businesses relocating to Canada. She also represents a number of law firms and/or their clients in relation to corporate relocation. Her knowledge of Canadian immigration law ranges from family and humanitarian issues to executive transfers and investor immigration. In 2009 she was nominated by Deloitte LLP for the RBC Canadian Woman Entrepreneur of the Year Award. She is listed in The International Who’s Who of Corporate Immigration Lawyers* as a “pre-eminent” immigration lawyer with “outstanding legal ability” and “one of the world’s leading practitioners in this field”.

Charity and Community Service: In addition to her professional involvements, Ms. Bart serves on various not-for-profit corporation boards. She has been Vice-President of Friends of Ecuador Not-For-Profit Ontario Corporation, which is responsible for shipping hospital supplies, medical technology, ambulances, etc. to Ecuador, and the Children’s Emergency Fund of Canada. She is on the Advisory Board of LIFE, a legal charity that works with World Vision and The Stephen Lewis Foundation. She supports a school and an orphanage in Ecuador, in addition to aiding refugee children in Canada. Ms. Bart also provides pro-bono legal assistance to Sick Kids Hospital in Toronto.
