Dear Citizens,

The measure of civilization level of a city depends on the degree of accessibility of that city by the citizens and disabled people living in that city. In every investments we embarked upon we consider its accessibility by disa-bled people. Disadisa-bled people should have an accesses to everywhere and they should do whatever they need to do as an equal citizens of Istanbul.

A disabled individual should be able to go fishing, to the cinema or theater whenever he/she likes to. Our aim is to achieve this in every part of Istanbul. We are working 365 days a year and 24 hours a day.

Let’s solve the problems together. Let’s build a better modern city environment together.

DIRECTORATE OF DISABLED PEOPLE

The service unit that was established within Istanbul Metropolitan Municipality in 1994 as ‘Coordination Center for the Disabled’, with its diversified services and enlarged structure, aims at bringing its services on-site to all disabled and their families in the city. Istanbul Metropolitan Municipality re-shaped the work and struc-ture of the Service Unit for the Disabled in accordance with the Law No: 5378 ‘Law Regarding Change in Disa-bled and Some Law and Decree Law’ and the change in Metropolitan Municipality Law No: 5216 that were pub-lished in the Official Gazette in July 1st 2005. Based on this configuration, the Service Unit, with its new cent-ers, was institutionalized as a directorate within the Department of Health and Social Services in July 2006. With the opening of new centers in 2011, information, awareness, orientation, counseling, social and vocational rehabilitation services are given in 23 centers in various parts of Istanbul.

OUR OBJECTIVES

We intend to develop the capacity, improve the living conditions, support the independency of the disabled people, and help them advance their share in social de-velopment so as to ensure that the disabled contribute to production.

WHO DO WE PROVIDE OUR SERVICES?

İSÖM provides its services to all disabled people with visual and hearing-speech impairment, physical and mental-emo-tional disorders, mental disability, or chronic illnesses, who reside within the borders of Istanbul municipality and have taken a Wellness Committee Report from a general hospital that documents 40% or more of a loss of bodily functions.

PSYCHO-SOCIAL UNIT SERVICES

Psycho-Social Unit is the unit that the disabled people and their relatives can initially consult. Information, coun-seling, referrals to internal and external departments and their follow-ups are carried out in this service as is re-quired in a holistic social service system. Psycho-Social Services are provided under the following headings:

1-SOCIAL SUPPORT SERVİCES

Social Services are the units that disabled people and their relatives can receive most accurate first-hand information about disability. In this service, information, orientation and, counseling services are provided by vocationally proficient sociologists, experienced in the field of disability. Social and vocational rehabilitation services that provide the disabled to actively participate in social life and realize their potential are offered. Institutions that would be helpful to the ben-eficiaries are probed and a support procedure is planned according to the type of support needed by the disabled individual. In order to improve the living standards of the disabled people, the family members and parents are pro-vided with training in specific areas. In order to ensure a life-time support to the disabled, programs to strengthen family solidarity and facilitate social and environmental dynamics are carried out. Social activities that will provide mobility for the disabled in society are organized as well.

Social activities are rehabilitation tools that enable the disa-bled people and their families to participate in social life without isolation from the society. Those social activities that we have organized for this purpose can be listed as such:

a)Culture-Art Festivals:

Within the scope of culture and art festivals, handcraft and painting exhibitions, folk dance competitions, choirs, and plays are organized.

b)Travel and Entertainment Programs:

Throughout the year, visits to historical and touristic places are organized for the disabled and their families. Thanks to this program, the disabled people get the opportunity to take a closer look to the historical and touristic places that they did not previously have the opportunity to visit

c)Sports Activitiesi:

Annually, Directorate for Disabled People organizes football tournaments and swimming competitions for the people with visual, hearing, or orthopedic disabilities. Besides, organizations such as bowling for the deaf, chess for the blind, wheelchair basketball for the orthopedi-cally disabled are executed.

d)Hairdressing Service for the Disabled:

İSÖM, always implementing new projects to ease the lives of the disabled, provides free hairdressing service for the disabled who cannot leave their homes. The disabled people who want to use this service register to our nearest center dispatching their re-quests. A hairdresser is sent to the registered disabled people on determined day and hours and they have their hair cut.

2-PSYCHOLOGICAL SUPPORT SERVICES

In psychological support services, our aim is to increase the participation of the disabled and their families and improve their skills in dealing with individual and periph-eral issues. Works in supporting educational, vocational, emotional and social development of the disabled are carried out. If need arises, psychological strengthening of the family members is provided as well. The services in this direction are:

a) Individual and Group Psychological Counseling:

With individual and group psychological counseling, sup-port to find solutions for psychological problems of disa-bled people and their families is provided.

b) Family Education and Seminars:

Education programs and seminars for families are organ-ized in order to make them develop a proper and healthy approach to their children and improve their knowledge on disability.

c) Speech Therapy:

Therapies are done in cases such as development disor-der in mouth and tongue muscles, delayed speech and so forth.

d) Small Steps Early Education Program:

Small Steps Early Education Program is an early educa-tion program that was designed for the families with chil-dren having developmental problems between the ages 0 to 6. The program prepared in Macquarie University in Australia consists of an 8-volume education set. The pro-ject is executed in cooperation with universities. The aim of the program, which focuses on skills learned at the ages 0-4 in a normal development progress, is to teach

the family the program and make it effective in working with the child who is in early education progress.

How the Program Works?

Home-based Practice: At the start of the program, the families accepted to the program by the pre-assessment of the experts, get their education sets after a brief edu-cation given by expert psychologists. Then the families are introduced to a senior student studying psychol-ogy or special education at a university that supports the project and has taken training in “Small Steps Early Education Program. Students who are introduced to the families inform the families regarding the education of the children at certain intervals within 5 months. Institution-based Practice: Not all families participate to the home-based practice. Some families accepted to the education come to our institutions and join the educa-tions given by experts who have taken training in Small Steps Early Education Program in a 3 month prolonged period.

3-HEALTH SUPPORT SERVICES

a)Services of Physiotherapy:

We work within the framework of medical rehabilitation ethics so as to provide maximum independency in everyday living activities by improving physical capacities of the disa-bled, and to support social rehabilitation by education and counseling services. For this purpose, assessments of the dis-abled with the need of physical therapy are done, home ex-ercise programs are prepared, internal and external referrals are made, counseling and education services are provided.

b)Hypo therapy:

Therapy on horses, which is called hypo therapy in medi-cal terms, is a method that helps personal development of the disabled children. By the use of multidimensional movement of the horse, we execute a complementary rehabilitation method that helps emotional, mental and physical developments of the disabled children.

c)Medical Material Support:

Medical material support is given to the disabled in need who does not have social security in order to improve in-dependent living skills of the disabled. In the Directorate for the Disabled, orthesis, prosthesis, white cane, voice recorder, wheelchair, electric wheelchair, crutch, hearing aid, diapers are delivered.

d)Orthesis - Prosthesis Workshop:

Orthesis-Prosthesis Workshop was founded as a response to the needs of the disabled who cannot afford or use orthesis and prosthesis because of high prices and low quality. In this unit orthesis and prosthesis of international standards that the disabled people need are produced.

e)Rehabilitation with Sports:

Protecting and strengthening the health of the disabled is intended to go hand in hand with sports activities that would help improve the physical, mental and social developments of the individuals. Studies are done to increase communication skills through team sports and to improve self-confidence and joy of lives of the disabled people. Rehabilitation of the individuals who show compliance and behavior disorder is supported by releasing tension of the disabled individuals and providing relaxation for them. The disabled people are given the opportunity to do sports for free in the nearest center and also trainings such as swimming, far-east sports, football, basketball and so forth are organized by demand.

f)Hydrotherapy:

Benefits of water exercise are utilized in the physical and mental development of the individuals by making the physically and mentally disabled exercise in water. Addi-tionally those physically and mentally disabled evaluated by the Rehabilitation with Sports Unit in the Directorate are oriented to various IMM sports centers. In those pools, swimming courses, hydrotherapy and Watsu ther-apy are rendered for free by swimming coaches.

Examination Support Services:

Difficulty of taking appointment because of the intensity and the long waiting period in the hospitals makes it dif-ficult for the disabled to receive services. For this reason, our polyclinic services that are opened on demand give the disabled the opportunity to receive a faster exami-nation/consultation. Due to high demand, oral and den-tal health examination and pediatric psychology services are rendered in this period.

4-LEGAL RIGHTS COUNSELİNG:

It gives information about the legal rights of the disa-bled and their relatives. After the initial information given by the sociologists working in psycho-social services of the centers, if need arises, lawyers from the Legal Rights Counseling Unit give detailed legal advices about specific issues. Those who apply to this service are supported with information on applying for wellness committee re-ports, disability salary, care services, special education, rights in employment, retirement, getting vehicles for the disabled, identity cards for the disabled, white card and companion card (for free transportation) and so forth. Moreover ‘Legal Rights of the Disabled People’ seminars are held in various parts of Istanbul as information meet-ings.

5-EMPLOYMENT SUPPORT SERVICES

CV information of the disabled people who want to join the workforce is taken by sociologists working in the psycho-social services of our centers and are given to the Employment Unit created in our directorate for follow-up. Necessary consulting and training ser-vices are given to the disabled people who can join the workforce through the Employment Unit in collabora-tion with the Psycho-Social Services of our centers. In-dividuals with disabilities are provided with vocational qualifications to be obtained. Follow-up works for jobs and positions are made for directing everyone to the right business environment depending on their nature and specific circumstances. By working on elimination of the insecurity between the employers and the disa-bled, continuity in the business life of the disabled are tried to be secured.

6-TRAINING SERVICES:

a)Training and Skill-Learning Centers for People with Mental Retardation:

Trainings are given in these centers to improve self-care skills, social skills, vocational and art trainings and manual skills of the mentally retarded people. With this great chance for the disabled people and their families, disabled people who are in an educable and teachable condition with light and medium mental retardations between the ages 17 and 35 and who have not had the opportunity to receive any education are given trainings in sports, crafts (beads and jewelry design, macramé, or-namentation, marbling, wood), reading-writing, painting, music, gardening, folk dance, cleaning and home econom-ics. Those trainings are planned for the specific education needs of the disabled individual in classes of 10.

b) Mixed Training Services:

Besides the training opportunities for the mentally retard-ed, in our centers other training groups for people with different disabilities are organized. Individuals who cannot benefit sufficiently from formal education are given sup-portive educations. The individuals are granted with Minis-try of National Education approved vocational certificates after successfully finishing courses that are organized with the disability condition, attributes and qualifications of the disabled individuals are taken into account. In addition, training groups that support cultural and artistic skills are created as a form of social rehabilitation.

c)Summer School Services:

Children and young people between the ages 7 and 18 who for various reasons could not receive adequate education despite attending formal education institu-tions are given supportive training. Cultural studies are done for the social rehabilitation of the disabled people around these age groups to enhance their active partici-pation in formal education institutions.

d)Turkish Sign Language Trainings:

The biggest aim of the Directorate for the Disabled that effectuated Turkish Sign Language Project, the most de-veloped visual language of the 16th century, is to inte-grate this language into the education system. For this purpose, Turkish Sign Language courses are began to be taught free of charge to everyone who wants to commu-nicate with the hearing-impaired. It is our aim to teach this language within the shortest possible time frame through courses given in both weekdays and weekends in Turkish Sign Language Studio.

e)Tuzla Vocational School & Workshop for Men-tally Handicapped:

Founded in 2008, Tuzla Vocational School provides train-ing in ceramics, printtrain-ing, woodworks, galosh production, greenhouse cultivation, candle production and business and work ethics. Special education programs are imple-mented by the Directorate of Disabled People to help people with mental disabilities to gain work skills and with these training programs effective and proper prepa-ration for employment is provided to disabled persons.

7- TRANSPORTATION SERVICES AND

CALL CENTRE

a) Transportation Services:

ISOM has started “Alo 153 Disabled and Elderly People Transportation Services” offering free transportation facility to disabled persons and needy elderly people

who are not capable of using usual public transportation means. Alo 153 service is aimed at integrating disabled people into social life and it ensures disabled persons and their relatives to participate into regular commu-nity services and activities outside their homes. Disabled persons and their relatives who are not capable of going out can benefit from this service by calling the call cen-tre to book in advance.

b) Call Centre:

Anyone would reach and benefit from the services pro-vided to disabled persons simply by calling 153 -the call centre of Istanbul Metropolitan Municipality- and then dialing 3.

8- CREATING COMMUNITY

AWARENESS (OSHA)

OSHA Project, Social Adaptation of Disabled Persons or Adapting Society to the Needs of the Disabled Persons was put in to effect in year 2000 by a protocol signed between Istanbul Metropolitan Municipality and Provin-cial Directorate for National Education. OSHA aims to raise disability awareness among primary and high school students and provide youths with better understanding of disabled people. As a part of the project a volunteer group has been formed to educate and raise the aware-ness of the students by paying visits to the schools or inviting the students to the premises of Directorate of Disabled People.

9-SUMMER CAMP FOR DISABLED PEOPLE

To provide holiday opportunity for disabled people and to help them get socialized Directorate of Disa-bled People set up a camp on Florya Coast spreading over an area of 60.000 meter square. Each year the camp is operating through May and October hosting an average of 5300 disabled people and their relatives. The camp consists of 55 detached houses and each house is equipped with TV, air conditioning, 24 hours hot water, telephone. Also, arbor and flower garden is available for each house. Each family is hosted free of charge for one week during the camp season.

Accessibility

It is the duty of Directorate of Disabled People to coordinate the works in the making of all physical en-vironments including open/closed spaces, all transpor-tation and communication means under its manage-ment and control accessible to everybody complying with international standards and to provide consul-tancy services regarding accessibility and to supply other institutions and organizations with these ser-vices upon request.

Accessibility for All

Efforts of Istanbul Coordination Committee

Municipal Directorates working in the fields of con-struction, transportation, environment and disability, conducts meetings that carry out works for making Istanbul accessible for all citizens with the participa-tion of Directorates of Science Affairs of district mu-nicipalities and NGO’s. These meetings are in a way

semiofficial city councils where experts from different backgrounds works together to remove the obstacles in physical environment and transportation.

I.E.T.T (ISTANBUL ELECTRIC TRAMWAY AND TUNNEL ESTABLISHMENTS)

İETT has started “White Card” application which gives free transportation rights to its citizens having a disabil-ity degree of 40 % and over. İETT has supplemented its current fleet with specialty vehicles having floor level ac-cessibility which enables easy and ergonomic get on and off. In addition IETT has added buses with manually con-trolled retractable ramps into its fleet to provide easy accessibility for mobility impaired people.

As a part of AKYOLBIL Project audio and visual warning systems have been installed on the buses to enable easy accessibility for visually impaired and hearing impaired people. The bus stops on the Metro Line have been equipped with retractable ramp systems and elevators for disabled people in accordance with the requirements. Special training and educational programs have been pro-vided to IETT staff that enabling them to develop and maintain healthy communication with the disabled peo-ple. In 2011 71170 “White Cards” and 17470 “accompa-nying person cards” have been issued and 88640 disa-bled people and their care givers have benefited from the transportation support.

DIRECTORATE OF INFRASTRUCTURAL SERVICES

In order to ensure the accessibility of Istanbul to all citi-zens, the Department of Science Affairs Directorate of Infrastructural Services undertakes the construction of pedestrian routes, over passes, bus stops, cross roads consistent and complaint with the accessibility standards.

DIRECTORATE OF EDUCATION

ISMEK develops and offers training programs, vocational and handcraft courses for people with a range of dif-ferent disabilities, the content of the training programs are arranged to meet the special needs and demands of the enrolled group. ISMEK hosts these courses in its 58 learning centers all convenient and accessible for the disabled citizens.

DEPARTMENT OF ALMSHOUSE (DARULACEZE)

Throughout Istanbul region, institutional care and shel-ter are provided for needy elderly and disabled people. Operating in the status of a nursing house Darulaceze shelters 455 disabled inmates, 244 women and 211 men. Darulaceze can be labeled as accessible institution since

the physical environment of the facilities has been de-signed in consideration of the needs of disabled people.

DIRECTORATE OF CITY PLANNING WORKSHOP

To facilitate awareness and a quality life, engraved maps are designed by City Planning Workshop in coordina-tion with Directorate of Disabled People, for visually impaired citizens that enables them to learn and have an idea about their immediate surroundings.

DIRECTORATE OF URBAN DESIGN

Throughout the 21 districts of Istanbul total number of 47 urban design projects have been laid out to help secure a built environment that is suitable for anyone . The designs of the pedestrian subways and overpasses are prepared and rehabilitation of the public buildings are carried out in accordance with the needs of disabled people. In open space and building façade implementa-tion projects Directorate conforms to the norms of ac-cessibility standards.

DIRECTORATE OF CULTURAL AFFAIRS

Audio books for visually impaired people have been pro-duced by the Directorate of Cultural Affairs. In addition to this guidance booklets of the Miniaturk Park (the min-iature park in Istanbul) and show programs of Istanbul City Theaters have been printed in Braille alphabet.

DIRECTORATE OF LIBRARIES & MUSEUMS

In order to ensure the active participation of the disa-bled persons to social life and to enable them to get more share from all aspects of social life, museum and library entrances and inner spaces are made accessible to all. Moreover, for the purpose of ensuring visually impaired persons to utilize libraries, first time in Turkey “daisy book reading system” has been launched under the scope of audio book services.

DİRECTORATE OF DOMICILES

In accordance with the Building Regulations, Department of Real Estate Directorate of Domiciles builds ramps at the entrances of the buildings to enable wheelchair ac-cessibility and to provide elevator support services thus ensuring access to the upper floors.

DIRECTORATE OF PARKS AND GARDENS

As a part of accessibility works undertaken, tree and plant arrangements are made and spots having accessibil-ity barriers are readjusted in order to ensure a smooth flow of pedestrian circulation. The newly created parks and gardens are arranged in accordance with the inter-national design criteria.

DIRECTORATE OF PROJECTS

On district basis, projects of special centers for rehabili-tation purposes are being laid out. As a part of “Sancak-tepe Health and Vocational Training Project” centers for disabled persons have been created. Undertakings such as creating center of disabled persons in Başakşehir Dis-trict and a project aiming to create a facility similar to Florya Summer Camp for Disabled Person’s on Anato-lian side are underway.

DIRECTORATE OF RAIL SYSTEMS

At metro and tram stations, for panoramic lifts and pay phones have been installed and toilets are available the use of disabled persons; also, in accordance with the ac-cessibility standards, 6 % sloping ramps have been built in the existing facilities. In addition, wheelchairs are kept at the stations for the use of mobility impaired persons. On Kadikoy-Kartal Metro Line, world’s one of the leading accessibility implementations have been carried out and accessibility of all disabled groups have been provided with the highest comfort.

DIRECTORATE OF STRATEGIC PLANNING

With its “Social Structure Projects”, Directorate of Stra-tegic Planning has provided the creation of social servic-es and their implementation. In year 2004 a book titled “Disabled Persons” has been published in the context of Social Structure Project by the directorate.

DIRECTORATE OF SOCIAL SERVICES

Children of the martyrs, orphans and disabled children going to primary and high schools receive educational grants. Disabled persons and their relatives who appeal to Woman Coordination Units and Social Aid Units re-ceive supports in kind and in cash if found eligible.

DIRECTORATE OF CITY PLANNING

It is the duty of Directorate of City Planning to main-tain the public domains and urban furniture efficient, to

bring these facilities into good condition, to increase the quality standards of built environment to ensure equal utilization of the public services for everybody.

DIRECTORATE OF CITY THEATERS

To enable hearing impaired people to see and enjoy theater performances INFARORT System has been im-plemented at theater halls. Fatih Resat Nuri Guntekin, Kagathane Sadabad, Kadikoy Haldun Taner, Uskudar Ker-em Yilmazer and Umraniye theater halls are equipped with this system assisting people with hearing loss to enjoy the performances by means of headsets amplify-ing stage sounds. The Directorate carries out restoration works to enable theater halls to become accessible.

DIRECTORATE OF TRAFFIC

A book titled “Disabled and Traffic” has been published and sidewalks and pedestrian routes limiting accessibil-ity have been rearranged. Pedestrian signaling and vehicle signaling have been separated and cross walks have been readjusted as corridors. To enhance highest pedestrian accessibility in the safest way, 92 spots are equipped with audio vibrating alert buttons (EYS). To help disabled peo-ple to move freely on the streets a traffic training park conforming to international standards has been opened. It has been planned to install 50 additional EYS units in 2011 through July and December, 30 on European Side and remaining 20 on Anatolian Side. In the first six months of 2011, 614 crossroads have been built within 39 districts.

DIRECTORATE OF PUBLIC TRANSPORTATION SERVICES

Parking card implementation for disabled people is being carried out. According to the decision of UKAME dated 30.06.2005 and No 2005/-31 taken in conjunction with the circular of Ministry of Interior No 159 dated 05.07.2000 regarding providing parking cards to disabled persons, parking cards are being granted. In the first six months of 2011, for 30 persons parking cards have been issued.

DIRECTORATE OF ROAD MAINTENANCE AND RESTORATION

As of July 2011, 105 signalized intersections have been completed for visually impaired people. Including un-controlled crossings, total number of 811 curb ramps amounting to 8848 meter square have been made.

ISTANBUL “PEOPLE’S BREAD” FLOUR AND FLOUR PRODUCTS CORP. (IHE A.S)

Non gluten, low phenylanine products are provided to people having Coeliac, Phenylketonuria and Autistic dis-orders. From year 2000 non-gluten and low phenylanine breads are produced in collaboration with Cerrahpasa Faculty of Medicine and from year 2005 on non-gluten blended flour production has started by İHE A.Ş. In addi-tion to this non gluten bread is distributed to the suffer-ers free of charge during feasts.

ISTANBUL BUSES CORP.

To ensure the accessibility of the buses to be purchased the relevant articles of the technical provisions are es-tablished in accordance with the law no 5378. 172 new buses which have started operating in May 2011 are all accessible for disable persons. In accordance with the supplemental technical provision there will be no stairs at the doors and in aisles of the buses which will be placed into service.

ISTANBUL CITYLINES CORP. (ŞEHIR HATLARI A.S.)

In the new-generation passenger ships ( Model 4 Ships, Year of Manufacture: 2008-2009 ) our disabled guests can travel without the need for a companion. These ships have specially designed passenger ramps, smooth floors, wide aisles and toilets for disabled people. Wheel chairs are kept at the terminals too enable mobility disabled people to board on the ferries.

ISTON A.S.

As a part of the works of tactile surface structures, sur-face designs in various standards have been produced. In addition renovation of street furniture and boundary elements are being carried out by Iston A.S.

KIPTAS

To provide housing to the disabled citizens first floors of apartment buildings are designed and arranged according to the needs of the disabled people and as a principle this implementation is carried out in all collective housing projects of Kiptas. On the basis of allocated quota, disa-bled people became homeowners without participating in the raffle. Kiptas undertakes the accessibility renova-tions of the public buildings such as hospitals, schools and cultural buildings and provides accessibility solutions in accordance with the law no 5378.

HEALTH ENTERPRISES CORP. (SAĞLIK A.S.)

Created by Saglık A.S. as a model centre for rehabilitation in Pendik, in 2005 , Sevgi Cicekleri Special Education and Rehabilitation Center enables disabled individuals to de-velop their social adaptation skills through helping them to get education under the guidance of expert teachers. As a part of “Istanbul Disabled Centre Bidding”, vehicles with and without wheelchair lifts, manpower, food and garnitures, coeducation training sessions, sessions of rid-ing therapy with horses (hipotherapy) are provided by Health Enterprises Corp. In addition Health Enterpris-es Corp providEnterpris-es the staff of Disabled People Summer Camp, catering services and hold organizations of socio cultural activities (i.e. tours and festivals etc.). Health Enterprises Corp. First Aid Centre has been arranged in accordance with the criteria of Istanbul Provincial Direc-torate of Health enabling accessibility.

ISTANBUL SPORTS ACTIVITIES CORP. (SPOR A.S.)

Fitness, swimming and training in various sports branch-es are offered to the disabled people registered to ISOM (Istanbul Directorate of the Disabled People) at the sport complexes of metropolitan municipality. Disabled people are referred to the convenient sport facilities ac-cording to disability condition and the condition of the sport facilities. Transportation of the disabled people to the sports facilities is carried out by ALO 153 service in coordination with the local municipalities. Accessibility arrangements and works are continuing to make sports facilities accessible.

30 trolley cars which were placed in service in 2009 to meet increasing passenger demand have low floors and were designed in a way to enable disabled people to use easily. Renovation and rehabilitation works are continu-ing in Aksaray- Airport Metro Line, Sishane,Haciosman and Taksim funicular railways, the stations on Bagcilar-Karakoy Tramway Line and the stations on Habipler-Top-kapi Tramway Line.
