E-RATION SMART CARD FOR DISABLED

PEOPLE

Abstract: For every Indian family a Ration Card is issued by Government of India and the families are entitled to receive subsidized food grains as per the card. Quantities of different items like rice, wheat, dhal and sugar are fixed for every month for the families depending upon their income. Now the Government issued smart card to get their items from Ration shop. But there is no indulgence for disabled people. As a solution for fore mentioned problem this work proposes a transparent and highly scalable Ration Distribution System (RDS) is coped with authentication for Ration Card Holder for disabled people. Through RDS family information and ratio of disability provided by Government is login and registered through registration process into the RFID (smart) card. Every time, the authorized disabled person needs to go through the verification phase and once verification is done, they can get concession to collect their items. Therefore dummy smart card can be avoided with proper log information and also tracked through RFID. This architecture replaces the conventional paper ration book by RFID based smart card. . This paper implements RFID tag used as an e-ration card in place of a conventional ration card. This device is similar to the ticketing machine used by bus conductor or bank pigmy agent and the e - ration card is similar to swipe card. Efforts are put together to facilitate for disabled people to have enhanced management of public distribution system.

Index Terms - GSM, RFID, Ration Distribution System (RDS), Disabled people, Disability Certificate or Identity card.

I. INTRODUCTION

A. Introduction about Ration Distribution System

The Indian ration card provides food in favor of the poor people which is circulated by the government along with the fuel. It provides a different uniqueness of person which is helpful to revise with the government record. The basic food items provided by government are rice, sugar, wheat, dhal, oil and kerosene. Ration Card is one of the most important document which acts as an identity evidence for any person. If people are not having their own Ration card they can also apply for the same.

The procedure to be relevant for ration card has been facilitated to great level but now a day this process is online which comes as lucky thing for the applicants who hate standing for long time in queues for filling the application form and then go to the once again to know the status. This leads to inconvenience for disabled people.

The system of the ration shops is widening all over in India to supply food safety measures to the people. This allocation of food and fuel is fully controlled by the government. But it has so many limitations. Most of the ration shopkeepers maintain counterfeit ration cards with them. Due to availability of all ration items, the ration shop dealer falsifies the records and makes use of the items to sell in the market loosely. The dealer then does not supply these ration items to the customers. Many a time’s people are not aware that the items have arrived in the shop. The dealer sells these items in greater than before rates in the market. In this way, in the current situation we are facing problem due to lack in precision. There is no such good system yet developed through which government gets message of usage of grains by the people. In this connection an idea is impact that smart ration card can be distribute by Government for disabled people.

B. Introduction about Disability people

A Disability is a physical or mental condition that limits a person's movements, senses, or activities. It is a limitation on a person's physical realization, mobility, deftness or stamina.

List of disabilities:

 Autism

 Chronic Illness

 Hearing Loss and Deafness

 Intellectual Disability

 Learning Disability

 Memory Loss

 Mental Health

 Physical Disability

 Speech and Language Disorders

of the definitions/classifications/evaluations/tests etc. The minimum degree of disability should be 40% in order to be eligible for any concession/benefit. As per PWD Act and in its compliance various benefits & concessions are to be provided to the ‘persons with disability’.

Person with disability’ means a person suffering from not less than forty per cent of any disability as certified by a medical authority;"Medical authority" means any hospital or institution specified for the purposes of this Act by notification by the appropriate Government.

The ‘disability’ under PWD acts means

 Blindness,

 Low vision,

 Leprosy cured,

 Hearing impairment,

 Locomotor disability,

 Mental retardation,

 Mental illness.

 Permanent Physical Impairment of Trunk (Spine)

 Short Stature/Dwarfism

D. Multiple Disabilities (In case of more than one disability)

Multiple disabilities means a combination of two or more disabilities as defined in Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, namely

 Loco motor disability including leprosy cured

 Blindness / Low vision

 Speech & Hearing Impairment

 Mental Retardation

 Mental Illness [1]. E. Disability Certificate

With the use of disability certificate the person can register their names with Ration or Public Distribution System. These are the steps to get the disability certificate from the Government.

1. Disability Certificate

The disability certificate and/ or Identity card is the basic document that a person with any disability of more than 40 percent requires in order to avail any facilities, benefits or concessions under the available schemes. This is not required for getting admission in a school for formal education.

2. Persons authorized to give disability certificate

 The certificate is issued to persons with disabilities mentioned in the PWD Act,1995. At present, disabilities like Autism and learning disabilities are not covered under this Act.

 The certificate is valid for a period five years.

 When there are no chances of variation in the degree of disability, a permanent disability certificate is given.

 In order to get a disability certificate a person requires a birth certificate and proof of residence. If a child is born at home, parents can get the birth certificate from their district magistrate.

3. Identity Card

The Government of India has issued identity card (IC) to the persons with disabilities go as to make possible them to easily avail any applicable benefits/concessions.

4. Eligibility

ID card will be issued to all appropriate persons with disability irrespective of their age.

Minimum Percentage of disability should be:

 Mentally handicapped - 35%

 Orthopedically - 40%

 Deaf & Dumb - 90 db & 100 db

 Blindness - 90% or above

5. Medical Certificate

Medical certificate obtained from the certified medical board is a necessary precondition for obtaining the card.

6. Application

 Person with disability may apply for issue of the IC to the appropriate authority. In the case of persons with mental retardation, autism, cerebral palsy or multiple disabilities, application can be made by the legal guardian.

 Ex-servicemen should apply for IC through the Rajya Sainik Board / Zila Sainik Board or the Army formation HQs on the basis of disability certificate given by competent medical authority in the defense forces

 Two passport size photographs and residence proof would be required.

7. Duration of validity

The card has a lifelong validity when issued to a disabled person - above the age of 18 years. For disabled children below 18 years of age, the card is required to be updated once in every five years. No fresh medical examination is necessary in the case of permanent disability.

8. Cost

 A nominal amount can be charged to the disabled person at the time of submission of the application form for IC.

 The IC will contain information like Identity card Number, Disability code, District code State code, etc.

Since these guidelines are recent, the states and the UTs are likely to be in the process of creating an infrastructure for issue these identity cards to every disabled person [3].

This paper possesses three sections. First section describes the introduction of Ration Distribution System and Disability people. Second section describes the development of hardware and software in detail. And last section covers the future scope along with conclusions and references for further details.

II. PROPOSED SYSTEM ARCHITECTURE

The System is designed for disabled people as well as normal people. The figure 1 shows overall architecture of Ration Distribution system for Disabled people. This will useful for disabled people to get concession in public distribution system. This will describe in five steps

1. Input Part:

In this system disabled people and normal people can register their names, family details, Aadhar card and unique identity card(disabled people) provided by the Government

2. Processing:

Processing Part: Scanning the disability certificate or unique identity card to process the data and check with the database which is authenticated by Government.

3. Login:

After login information OTP will be sent to consumers. If it is valid select the item list.

4. Display:

The system process the display information in the form of name of the card holder, family details, Aadhar card and unique identity card(disabled people) and the monthly allocated ration in billing format.

5. Complaint:

If there are any queries consumers can register their complaint to avoid forgery and message will sent to email which is provided by Ration Distribution System.

Hardware setup shows in figure 2 that PDA device is used to connect with email address. This system comprises of PDA device and RFID tag so called as an e- ration card. Figure 2 shows the block diagram of Hardware Setup of PDA device

RFID is connected to the GSM and printer. RFID is used to integrate both existing and developing automation technologies. EMS’ RFID systems reduce installation costs by interfacing directly to personal computers, Programmable Logic Controllers (PLC’s) and Industrial Network Interface Modules. This connectivity allows EMS to provide RFID

systems to integrate in a diverse set of industries in flexible manner [4].

The GSM makes use of narrowband Time Division Multiple Access (TDMA) technique for transmitting signals. The GSM is developed for using digital technology. It has an ability to carry 64 kbps to 120 Mbps of data rates.

Presently GSM support more than one billion mobile subscribers in more than 210 countries throughout the world. The GSM provides basic and advanced voice and data services including Roaming service. Roaming is the process connecting GSM mobile numbers with another GSM network. A GSM digitizes and compresses data, and then it sends down through a channel with two other streams of user data, each in its own time slot. It operates 900 MHz as per the cardholder to the required stock provided and also for data storage. This results as a message to the mobile and receipt is printed through printer. Figure 3 shows proposed architecture of E-ration smart card system.

III. RESULTS AND DISCUSSION

This section explains that sample ration card is first detected and if the card is valid, the cardholder can get the products with concession. Required amount of materials can be taken by using the other cards.

Figure 4 shows the sample smart ration card with pin number and Table 1 shows sample product verification with price for disabled people. The details are stored into server and a message is sent with a receipt.

IV. CONCLUSION

Using this proposed system we can have better management of the ration distribution system for disabled people. Government can have indirect check on the availability of the ration to the beneficiary. It is transparent and has control over prices of some commodities in the open market. Dealer will not be able to keep fake ration cards with them. System helps to modernize traditional rationing and combat corruption up to a great extent. So that dealer can distribute and it can benefitted for disabled people easily. Database can be stored via cloud server and message can be sent via mobile and email. The current Ration Allocation System is circulated by Government only for normal people but the work is extent for disabled people. Dealers often falsify records for personal benefit. They also provide the ration items of the poor people at maximum rates still which are not applicable for disabled people. After completing the above process the government provided unique identity card/ Disability certificate. By the submitting the Disability certificate, disabled people can get the items as stated on their ration card in concession. Moreover, there is no complaint system through which the consumer’s interests can be protected. Using the Smart Ration Card Automation System, we wish to do away with all these statements create a system which would be fair for disabled people. To extent and customize the current ration system by some concession for disabled people.
