2.0 Human

Environmental/Occupational Health and Safety Office

The environmental/occupational health and safety office is responsible for the appointment and organization of designated building evacuation coordinators and emergency wardens to carry out fire safety duties. This includes:

• Instruction of building evacuation coordinators and emergency wardens. • Holding annual emergency evacuation drills.

• Control of fire hazards.

Building Evacuation Coordinators, Emergency Wardens and Supervisory

3.0 Definitions

Fire Evacuation

An immediate evacuation of the affected area and/or building(s) where a fire alarm has been pulled.

Controlled Evacuation

An immediate evacuation of the affected area and/or building(s) where there has been a chemical spill, physical plant failure, etc.

Emergency Evacuation Coordinator (EEC) (EOHS Manager)

Coordinates building evacuation coordinators, and is the chair of procedures of the fire evacuation procedures.

Building Evacuation Coordinator (BEC)

Appointed by the emergency evacuation coordinator or EEC’s delegate (i.e. dean or department chair). Coordinates building evacuations and liaisons with the appropriate authorities. Informs the emergency wardens of the nature of the emergency once safe to do so. BEC’s are visible during an evacuation by wearing a yellow bumper cap.

Emergency Wardens (EW)

Appointed by the BEC or EEC’s delegate. EW’s assist with quick and orderly

evacuations. They are familiar with the nearest fire alarm station and nearest emergency exits and inform new employees about emergency evacuation procedures. EW’s provide assistance to those who need help evacuating (when safe to do so), and ensure that all individuals have been instructed to leave the floor/area/building.

4.0

Emergency Procedures for Occupants during Fire Evacuation

If you smell smoke, see flames or are alerted to fire:

1. Vacate fire area and close doors.

2. Activate nearest wall mounted fire alarm.

3. Evacuate the building. (DO NOT use elevators). Use an alternate exit if you encounter

4. Call Waterloo Fire Department at 9-911 and Security (ext. 3333) from a safe location. Attempt to extinguish fire only if you can do it safely and are trained to do so.

5. Meet emergency wardens (red bump caps) and fire department outside (30 m away from building). Give them as much information as possible. Report all fires (even those that appear to be out).

6. Report the location of anyone who might still inside to the fire department.

7. The fire alarm is not to be reset until the fire department authorizes for the alarm to be turned off.

8. Do not re-enter the building until authorized by the fire department.

When a fire alarm sounds:

1. Calmly evacuate the building. DO NOT use the elevator.

2. As time allows, close windows and doors. Turn off electrical and laboratory equipment. 3. Use alternate exit if you encounter smoke or fire (see Appendix 1 for floor maps

indicating emergency exits).

4. Follow instructions of building evacuation wardens (yellow bump caps) and emergency wardens (red bump caps) to move away at least 30 m from the building.

5. Do not re-enter the building until authorized by the fire department.

If unable to evacuate:

1. Call 9-911 and give your location.

2. A closed door can provide good protection against fire and smoke. Use available materials to seal door and air ducts.

3. If smoke enters the room, stay as low as possible as heat and gases tend to rise. 4. Signal your position at a window if possible.

5. Persons with mobility difficulties should move to an area of refuge (stair side of fire doors, room with a phone).

Controlled evacuations:

In non-fire situations threatening the safety of building occupants, the building will be evacuated under the direction of the BEC’s, EW’s and WLU Security Staff. The fire alarm should not be used to evacuate a building.

5.0 Fire

Hazards

In order to avoid fire hazards in the building, occupants are advised to be aware of the following:

1. Open flames, including candles, are not permitted in buildings without permission from the EOHS office (except as part of lab work, approved food services, and

maintenance/construction approved by PP&P). Portable fire extinguishers shall be made readily available for any activity involving open flames. To request permission to use

2. Corridors and stairwells must be free of obstructions and any combustible or flammable materials (2.7.1.7 (1), Ontario Fire Code).

3. Self-closing doors must be able to close. Wedges are only permitted as a temporary measure while attended to hold doors open.

4. Fire safety equipment including exit signs, fire extinguishers, and fire hose cabinets must be kept unobstructed.

5. Burnt/smoldering materials should always be saturated with water prior to disposal. 6. Combustible materials must not be allowed to accumulate.

7. Hazardous materials must be cleaned up immediately.

8. Smoking is prohibited in any university building and within a 10-meter radius of a university building.

9. Store flammable liquids only in approved locations and in approved safety containers or storage cabinets.

10. Use only CSA or equivalent electrical equipment. Check equipment, extension cords and plugs for worn spots and exposed wires regularly.

6.0 Training

BEC’s and EW are trained in the role outlined under the fire safety plan as well as in emergency fire extinguisher use. Training is conducted by the Waterloo Fire Department and the EOHS Office. BEC’s and EW re-take the training every three years, and new volunteers are trained as needed.

7.0 Responsibilities

A. Emergency Evacuation Coordinator

1. Appoint building evacuation coordinators and emergency wardens by directly assigning the position or requesting the assistance from the respective chair and/or dean of the faculty.

2. Review evacuation plan annually, and maintain and circulate the plan to building evacuation coordinators and emergency wardens.

3. Provide building evacuation coordinators with up-to-date floor plans.

4. Provide bump caps when needed. Issue “Do Not Enter” signs to building evacuation coordinators and emergency wardens.

5. Arrange annual emergency evacuation drills.

B. Building Evacuation Coordinator

1. Appoint emergency wardens, if requested to do so by emergency evacuation coordinator. 2. Coordinate emergency wardens and review responsibilities and building evacuation

procedures.

4. Inform the fire department and security of the location of person(s) requiring assistance (anyone with special needs or injuries) during an evacuation. Define area requiring special attention (computer rooms, hazardous processes, etc.). Emergency wardens will inform the building evacuation coordinator of the location of person(s) requiring

assistance.

5. Ensure no one re-enters the building until authorized by the fire department.

C. Emergency Warden

1. Assist with quick and orderly evacuations (without endangering the life and health of either the emergency wardens or building occupants). This includes:

• Sounding the fire alarm and calling 9-911. • Advising occupants of the need to evacuate.

• Guiding building occupants to the nearest exit and designated safe area (see attached building plans for exits and designated safe areas).

• Ensuring that all individuals have been instructed to leave the floor/area/building without putting him/herself at risk.

2. Review fire evacuation floor plans for the building. Be familiar with the specific duties and assigned areas. Locate the nearest fire alarm station, fire extinguisher, and

emergency exits. Be prepared for changes resulting from building renovations or construction projects.

3. Maintain the following equipment: • “Do Not Enter” signs.

• Identification bumper caps (must be worn during an evacuation).

4. Inform the building evacuation coordinator of any lengthy absences from the workplace in order that an alternate may be appointed.

5. Participate in annual emergency evacuation plan review and evacuation drills. Report any difficulties, ambiguities and suggestions for improvement in the emergency evacuation plan to the building evacuation coordinator.

8.0

Duties During a Fire Alarm

A. Building Evacuation Coordinator

1. If possible bring the emergency evacuation plan and building floor plans.

2. Relay any information to Security or the Waterloo Fire Department concerning the hazardous situations still in operation, hazardous materials, and disabled persons left in the building or persons not evacuated. Emergency wardens will inform the building evacuation coordinator of any of the above.

3. The Waterloo Fire Department or Security will inform the building evacuation

coordinator when it is safe to re-enter the building. The building evacuation coordinator will then inform the emergency wardens to allow people to re-enter the building.

4. The building evacuation coordinator will then prepare a written evacuation report for the environmental/occupational health and safety office. (Appendix 2).

B. Emergency Wardens

1. Advise all persons to evacuate the building and head to the safe area as stated in the building floor plans. The emergency warden may take any action necessary to prevent panic.

2. Ask faculty evacuating during lectures if there are any students/staff with special needs who require assistance.

3. Ask someone to remain with and/or help any person with special needs at the closest exit, or help evacuate him or her with the consent of both parties. If this is not possible, ensure those with special evacuation needs are placed on the stair side of closed fire doors in the safest stairwell with an exit. The actual physical evacuation of an individual requiring assistance should be done by the Waterloo Fire Department.

4. Before leaving the evacuation area, check that all fire doors are closed.

5. Report to the building evacuation coordinator the location of any person waiting evacuation (i.e. students or staff with special needs) and the location of others not evacuated, as well as the location of hazardous materials, equipment or processes. 6. Proceed to designated safe area and wait for instructions from the building evacuation

coordinator.

7. Advise persons not to re-enter the building until authorized by the fire department.

9.0 Fire

Drill

As per section 2.8.3.1.(2) of the Ontario Fire Code, drills will be conducted at least once

annually. The environmental/occupational health and safety office with the help of the building evacuation coordinators will coordinate the drills. The emergency evacuation coordinator will inform only those involved in the drills about the date and time of the drill.

During a fire drill, BEC’s and EW will follow the procedures outlined below:

1. Advise all persons to evacuate the building and head to the safe area as stated in the building floor plans. The emergency warden may take any action necessary to prevent panic.

2. Ask faculty evacuating during lectures if there are any students/staff with special needs who require assistance.

3. Ask someone to remain with and/or help any person with special needs at the closest exit, or help evacuate him or her with the consent of both parties. If this is not possible, ensure those with special evacuation needs are placed on the stair side of closed fire doors in the safest stairwell with an exit. The actual physical evacuation of an individual requiring assistance should be done by the Waterloo Fire Department.

10.0 Alternate

Measures

for Occupant Fire Safety

1. In the event that the fire protection system is not functioning properly, PP&P will contact the Waterloo Fire Department, WLU Security, and the building evacuation coordinator. 2. The building evacuation coordinator will then inform the emergency wardens.

3. The building evacuation coordinator and emergency wardens will then conduct a fire watch. They will patrol the hallways once every hour and log these patrols until the system has been serviced and is functioning properly. In the event of a malfunction on weekends or between 4:30 pm and 8:30 am on weekdays, security will take over the fire watch.

4. In the event that the fire protection system will be out of service for longer than 2 hours, the building will be closed until the fire protection system is functioning properly.

Inspect: means physical examination to determine that the device or system will apparently

perform in accordance with its intended function.

Test: means operation of device or system to ensure that it will perform in accordance with its

intended function.

For a complete explanation of the maintenance regulations, the Ontario Regulation 730-81 should be consulted.
