This particular competency area is relatively new in the list of competencies for School Heads and Education Supervisors, and is often relegated to a lower priority among their many concerns. The idea of action research is that educational problems and issues are best identified and investigated where the action is: at the classroom and school levels. Necessarily, the competencies of the school heads and division/district education officers along this area need to be enhanced to better understand and improve practices towards a new and higher level of performance.
