As of 1 January 2010, following a positive decision of the

Council of Ministers, Koszalin annexed two villages

Jamno and Łabusz located directly on lake Jamno.

Accomplishment of the Koszalin Development Strategy defining Koszalin as a city strongly bound with the sea, a supraregional tourist traffic service centre.

In 2009 a ferry line from Jamno, over

the lake, to Unie

ś

cie harbour onboard a

passenger boat „Koszałek” was put in

operation. This year the sailing route was

extended to comprise an additional call

at the Unie

ś

cie centre.

Investments in tourist development

The Municipality took over and

revitalised in 2008 a railway line that

remained inactive for a number of years

and put in operation a passenger

railway connection with Mielno, active

in the summer, allowing people to

quickly get to the seaside (15 min.)

New tourist products are also being accomplished:

- bicycle lanes to the Jamno harbour, - construction of a small marina at Jamno

Reactivation of Zegrze Pomorskie airport

The project of reactivation of the former military and civil airport in

Zegrze Pomorskie has been entered, thanks to Mayor efforts, in

the list of key investments of the West Pomeranian Province

Regional Operational Programme for the period of 2007 – 2013

amounting to zł 152.87 million.

It clearly appears from the project feasibility study that reactivation

of Zegrze Pomorskie airport is profitable, economically justified

and has a chance to become a driving force for economic

development of the entire Koszalin region.

Developed investment areas intended for production

activity in the „Koszalin” Subzone of the Słupsk

Special Economic Zone

I.

22.10.2003 – Ordinance by the Council of Ministers to

establish the „Koszalin” Subzone under the Słupsk Special Economic Zone featuring the area of 22 ha

II.

19.06.2006 – zone extension to comprise extra 9.1465 ha

III.

Total allocation of the zone area and further interest of

companies triggered our efforts to further extend the zone. On

19.09.2007 the area of „Koszalin” Subzone SSEZ was

extended, by virtue of the Ordinance by the Council of Ministers, to comprise next 59.78 ha.

The Municipality has developed investment area for

construction of factories (48 ha) on preferrential terms.

BRE Leasing Sp. z o.o.

Production hall

(formerly used for bike manufacturing). Currently negotiations are in progress to rent the premises to an interested foreign investor.

Nordglass Sp. z o.o.

(Polish capital) manufacturing vehicle windscreens; 283 persons employed.

Jakob Hatteland Assembly

(Norwegian capital) Planned production of monitors and computers for sea

navigation. Currently company is changing its profile.

Fabryka Flag Linea

(Polish capital) manufacturing banners and flagpoles; 76 persons employed.

Romex

(Polish capital) manufacturing milk tankers and steel tanks; 32 persons employed.

Investors in „Koszalin” Subzone of SSEZ

Jeronimo Martins Dystrybucja

(Portuguese capital)

A logistic centre for „Biedronka” network of grocer shops to serve the entire West Pomerania is under construction (planned employment – 250 persons).

„Elfa Polska” Sp. z o. o. (American capital). Manufacturing creative storage systems, shelves and sliding doors. On 5 December 2005 the Investor bought 2.0881 ha of land. Planned employment: 160 persons.

„Ajcon” Sp. z o. o. – their investment plans provide for construction of a logistic centre for food processing industry. On 5 December 2006 the company bought 9.1465 ha of land and declared to employ at least 20 persons.

Investors in „Koszalin” Subzone of SSEZ

„Produs Retail Technology” Sp. z o. o. (German capital). Manufacturing metal and wire products, in particular shop and warehouse outfit (trolleys, tables). On 24 March 2006 the

company bought 5.2168 ha of land. Planned employment: 80 persons.

Terplast ABJ Inwestor

(Polish capital). Manufacturing plastic products for motor industry. On 6 November 2008 the investor bought 1.9 ha of land. Planned

employment: 30 persons.

Investors outside the Special Economic

Zone

From among the foreign investors that were attracted to locate their

plants outside the special economic zone, thanks to direct efforts of

the Mayor, special reference must be made to

Royal Greenland Seafood – a worldwide leader, who built in Koszalin

the most modern in Europe fish and seafood processing factory

employing 290 persons (opened June 2008). The company expects to

further develop its activity and

to

employ approx. 700 persons.

Chełmska Hill

– the highest moraine hill in the Middle Pomerania – total

area 13.21 ha – allocated for a recreation, sports and gastronomic

investment, situated in a scenic forest complex.

Putting in operation

the Technological Park

A common project of the Municipality and Technical University of Koszalin

The Technological Park has been established in a modernised building of the

Technical University of Koszalin at ul. Partyzantów. In the next stage the oldest

University’s campus at ul. Racławicka will be developed.

Investors from the advanced and clean technology sectors, employing

highly qualified specialists and creating innovative products as well as services

of high added value, will be attracted to the Park.

The first such company is

REC Research and Engineering Center

a

manufacturer of software for worldwide groups from, among other, the motor

and household equipment sectors.

at the „Koszalin” Subzone of the Słupsk Special Economic Zone

In other places within the city jurisdiction

Exemption from CIT income taxation due to investment outlays or creation of new

jobs - up to max. 60% depending on the company size.

Exemption from local real estate taxation based on the de minimis principle.

In 2003, by virtue of resolution No V/61/2003 of the Koszalin Municipal Council 4

categories of local real estate tax exemptions for max. 3 years were implemented.

Following adjustment to the amended national and European law provisions currently

applies Resolution No XXX/331/2008 of 18 December 2008 regarding exemption

from real estate taxation granted by the Municipality of Koszalin under the regional

investment aid to support new investments.
