REGULATIONS OF THE 34th PKO WROCŁAW MARATHON

15thTeachers Championships of Poland in Marathon

5th „Solidarność” Championships of Poland in Marathon

Wrocław, 11th September 2016

I. OBJECTIVE

1. Popularisation of running as the easiest form of physical activity.

2. Promotion of the city of Wrocław

II. THE ORGANIZER

1. The organizer of the Marathon is the Municipality of Wrocław - Wrocław Youth Sport Centre (Młodzieżowe

Centrum Sportu Wrocław)

III. DATE AND PLACE

1. The race will be held on 11th September 2016 on the streets of Wrocław and will cover one lap.

2. Start: al. I. J. Paderewskiego 35. at 9:00. Participants are obligated to turn up for the race between 8:30 - 8:45 a.m..

Start for participants on wheelchairs with indirect drive takes places at 8.59 a.m.

Finish: Olympic Stadium (Southern Alley)

3. The length of the course is 42.195 km. The course is certified by IAAF, AIMS and the National Track and Field Federation (Polski Związek Lekkiej Atletyki – PZLA).

4. Participants take their positions at the start line in the following order: - on the start line – wheelchair participants

- 10 metres behind the start line (behind the wheelchair participants) – Marathon’s Elite with race numbers from 1 to 200 (separe zone),

- About 10 meters behind the Elite – other participants in their time slots according to the times declared in their applications.

The Elite of the Marathon will include:

a. participants who obtained best results in 2015 and 2016 (their race numbers will be assigned according

to their results)

b. the Marathon Golden Three: participants who completed all Marathons of the Ślężanie and Wrocław

Marathons (they receive numbers from 48-50)

c. participants invited by the Director of the 34th PKO Wrocław Marathon.

5. Particular groups of participants will begin the race at 1-minute intervals. First start the wheelchair participants, then the Elite, and afterwards participants according to declared race completion times.

6. From 8:59 to 15:00 the course will be closed for vehicles as provided for by the Decision on the special purpose of the course for the Marathon. The time limit for the participants to complete the run is 6 hours. The participants who half way of the marathon achieve the time above 3 hours, are obligated to stop the race and leave the course. All participants who do not complete the race before 15:00 are obligated to stop the race and leave the course or to reach the finish line by a minibus marked „KONIEC MARATONU” (MARATHON’S END).

7. 95% of the Marathon’s course has a tarmac surface and 5% a surface of granite cobblestones.

8. Each kilometer of the course is marked: from 1 to 42 (at 1-kilometer intervals).

9. Time check points are located at the start line, 5th, 10th, 15th, 21.0975th, 25th, 30th, 35th, 40th kilometer and at the finish line.

10. Regeneration points are located at about the: 5th, 10th, 15th, 20th, 25th, 27th, 30th, 35th and 40th

kilometer.

At those points tables with the following items will be placed: a. bowls with fresh water (from about 10th km)

b. 100 ml cups with isotonic drink

c. bananas cut into pieces (from bout 10th km to 35th km) d. 100 ml cups with natural mineral water

11. Refreshment points are located at about: 7,5th; 12,5th; 17,5th; 22,5th; 27,5th; 32,5th and 37,5th

kilometer and will provide in the follwing order: a. lumps of sugar

b. bowls with fresh water to dampen the sponges distributed by the organizer before the race, c. mineral water to drink.

12. Medical points are located in the same places where the regeneration and refreshment points are located and will be served by paramedics.

13. Massage points will be on the 17,6; 22,6; 27,6; 32,6 and 37,6 kilometer and will be served by students of the Wrocław University of Physical Education.

14. Lavatories are located behind the regeneration and refreshment points.

IV. PARTICIPATION

1. Participation in the 34th PKO Wrocław Marathon is allowed only to individuals who will be 18 years old by

11th September 2016.

2. In order to participate in the 34th Wrocław Marathon it is necessary to undergo an identity check in the Race

Office located in the AWF Wrocław Multifunctional Hall al. I. J. Paderewskiego 35 (Olympic Stadium).

The check will take place only on 9th September 2016 from 16:00 to 22:00, 10th September 2016 from 9:00 –

22:00 and on 11th September 2016 from 5:30 – 8:00. The participants can collect their race kits only on 9th,

10th and 11th September 2016 after their identity check. Uncollected race kits remain at the organizer’s disposal. The participants are obligated to:

a. have their identity card or passport to control their date of birth and nationality, with exceptions as mentioned in point V/14b,

b. sign the Declaration which constitutes Attachment 1 to the Regulations,

c. sign on collecting of their race kit after the identity check (race number, set of safety pins to attach one’s race number to a t-shirt and coupons for a commemorative t-shirt, meals and a set of gifts and gadgets from the Organizer and sponsors)

3. Any decisions of medical doctors pertaining to the continuation of the race are final and irrevocable.

4. During the 34th PKO Wrocław Marathon the time measuring and settling the order of runners will be

performed by means of an electronic system with the use of the electronic chips attached to participants’ race numbers. Each participant after identity check will be given a race number containing an electronic chip.

The first 50 runners will be classified according to their position at the finish line (gross time). The 51st and

following participants will be classified according to the actual time of their completing the race (net time). In order to take part and to be classified in the final communication, the participants have to wear their race number during the whole race, move only along the Marathon’s route and complete all time check points. During the race all participants are obligated to wear their race numbers attached to their t-shirts on the chest. It is forbidden under the penalty of disqualification to cover one’s race number (partially or fully) and to take short cuts.

5. The deposit will be located at the Wrocław AWF Multifunctional Hall at the Olympic Stadium and will be

collecting participants’ personal possessions packed in bags (provided by the organizers at the identity check) on 11th September 2016 from 6.00 to 16.00. Participants may collect their bags from the deposit on showing their race number. If a participant loses their race number, the organizer is no longer responsible if one’s bag is collected by other person.

6. Changing rooms, lavatories and showers with warm water are situated on the Olympic Stadium in the

Wrocław AWF Multifunctional Hall and can be accessed on 11th September 2016 from 6.00 to 16.00.

7. On 11 September 2016 wash basins with cold water and lavatories will be located on the Olympic Stadium at

the start and finish lines.

V. APPLICATION

1. In order to participate in the 34th PKO Wrocław Marathon it is necessary to apply electronically using the application form published on the Marathon’s website: www.wroclawmaraton.pl

2. To complete one’s application every participant needs to perform two steps in the following order:

a. fill in the application form published on the website www.wroclawmaraton.pl

b. make a payment for their race kit to the bank account of the Wrocław Municipality - Wrocław Youth

Sport Centre (Gmina Wrocław - Młodzieżowe Centrum Sportu Wrocław) in the PKO BP bank,

account number: 13 1020 5226 0000 6602 0462 7032 (transfer description: “payment for race kit –

marathon”/„opłata za pakiet startowy maraton” and give the participant’s first name, family name and

year of birth). SWIFT code: BPKOPLPW. Once paid, the fee is not subject to reimbursement. The

date of payment is the actual date of one’s application.

3. Cash payments will not be accepted.

4. Filing one’s application to participate in the 34th PKO Wrocław Marathon constitues the confirmation that the

consent to process their personal data and use their image for the pursposes of tv, radio and internet coverage, as well as in print media. The participants agree thereby also that information and surveys regarding competitions which are currently organised or will be organized in the future by the Organizers of the 34th PKO Wrocław Marathon will be sent to their e-mail address. The detailed scope of participant’s consent is defined in the Declaration form with constitutes Attachment 1 to these Regulations.

5. Participant’s data and their race number will appear on the start list once the payment is booked.

6. Deadlines for application and rates:

a. Due to the limited number of participants (max. 6500 runners) and necessary preparations of race numbers the following deadlines are set:

I termbefore 31.03.2016 80zł

II term from 01.04.2016 to 01.06.2016 110zł

III term from 2.06.2016 to 10.09.2016 140 zł

Participants making their payments in the period 05.09-09.09.2016 are obliged to present the bank transfer confirmation when checking in for the race.

It will be possible to use a computer in the Race Office in case a participant wants to make a transfer, check their transaction history or print out the transfer confirmation.

a. For the participants above 60 years old (born in 1956 or earlier) who send their application form before 31.08.2016 the fee for the race kit is 1 zł.

b. For the participants who apply to participate in the 4th PKO Wrocław Night Half Marathon and in

the 34th PKO Wrocław Marathon the joint fee for the race kits is 135 zł. The transfer description

should read:„opłata za pakiety Półmaraton i Maraton” (fee for race kits Half Marathon and Marathon”). The joint payment may be made only before 15.05.2016. A participant will be granted a race number in the 4th PKO Night Half Marathon only if the participants limit has not been exceeded.

7. The participants who apply after 31.08.2016 receive a standard race number (without their name) and a

race kit to be collected at the Race Office.

8. On 7th September 2016 the electronic application form will be deactivated. After the electronic

application is closed, participants may apply at the Race Office during identity check 09-10.09.2016 if the participants limit has not been exceeded.

9. The following persons may participate in the 34th Wrocław Marathon after applying and paying 1 zł before 31.08.2016:

a. Grzegorz Lechowski, Jan Leśniak and Marek Musiał: the Golden Three of the Wrocław

Marathon (the participants who completed all Ślężanie Marathons and Wrocław Marathons), b. Medal holders of the 23rd Wrocław Open Competition in Long Distance Races,

c. Winners of the Ślężanie Marathon and Wrocław Marathons,

d. Disabled participants,

e. Winners of the age classifications in the 33rd Wrocław Marathon,

f. Participants invited by the Marathon Director.

12. Participants of the VII edition of the „And you can be a marathon runner” (I Ty możesz zostać

maratończykiem”) apply according to these regulations.

13. The Race Office will be located in Wroclaw, al. I.J. Paderewskiego 35, PL 51-612 Wrocław, tel.

+4871 733 40 79, e-mail: [email protected] and will be open from 7.00 - 15.00. The Race Office at this address will be open till Friday 9 September 2016 till 10:00 and after the race from 12 September 2016. On Friday 9 September 2016 from 16:00 – 22:00, on Saturday 10 September 2016

from 9:00 – 22:00 and on Sunday 11 September 2016 from 5:30 – 8:00 the Race Office will be

located in the Games Room of the Multifunctional Hall at the Olympic Stadium al. I.J. Paderewskiego 35 and will be conducting identity check, distributing race numbers, race kits and will be directing to free of charge dormitories.

14. In order to be positively verified on 09-11 September 2016 one needs to:

a. personally check in and submit a signed Declaration constituting Attachment 1 to these Regulations or

b. authorize a person to check in on the participant’s behalf; such a person should submit the

Authorization signed by the participant – the form in the Attachment 2 of these Regulations –

present a copy conform to the original of an ID (identity card or passport) of the authorising participant and the Declaration from the Attachment 1 signed byt he participant.

15. The participants who by the decision of the 34th PKO Wrocław Marathon Director are entitled to pay 1 zł for their race kits and who apply but do not turn up for the Marathon, will not be exempt from fees in the following years.

VI. CATEGORIES

1. The following classifications will be held in the 34th Wrocław Marathon:

a. individual:  women,  men,

 Polish citizens – women,  Polish citizens – men,  race organizers  journalists

 in the following age categories for women and men: - F and M - 20: 18 – 29 years, - F and M - 30: 30 – 39 years, - F and M - 40: 40 – 49 years, - F and M - 50: 50 – 59 years, - F and M - 60: 60 – 69 years, - F and M - 70: 70 – 79 years, - F and M – 80: 80 and above

b. team: three best participants from each team, regardless of their sex, on condition that a uniform team

name is stated on the application form (verdict is based on the lowest sum of times of the team members).

c. race organizers and journalists’ team: three best participants from each team, regardless of their sex.

Each of participants must present at the identity check a confirmation of being a direct organizer of races or that they are a media (press, tv, radio) employee.

2. Wheelchair participants on wheelchairs with indirect drive will be classified in the categories:

a. women, b. men.

3. To take part in the 15th Teachers Championship of Poland in Marathon one has to be a full-time

pedagogical employee in an educational insitution, or a pensioner who before retirement worked as a pedagogical emplyee. At the identity verification at the Race Office (09, 10, 11 September 2016) one is obligated to present an original of an identification document issued by an educational institution or a confirmation of employment as a pedagogical employee and submit a copy of the document. If the above mentioned requirements are not met, a participant cannot be classified in the 15th Teachers Championship of Poland in Marathon.

In the 15th Teachers Championship of Poland in Marathon, apart from women and men classifications, the following classifications will be additionally held:

a. Women – under 35 years old

b. Women – from 36 to 49 years old,

c. Women – 50 and more years old ,

d. Men – under 39 years old,

e. Men – from 40 – 49 years old,

f. Men – from 50 – 59 years old,

g. Men – 60 and more years old

4. To take part in the 5th „Solidarność” Championship of Poland in Marathon one must be a member of the

Independent „Solidarność” Union (Niezależny Samorządny Związek Zawodowy „Solidarność”). At the identity verification at the Race Office (09, 10, 11 September 2016) one is obligated to present their ID issued by the Union or confirmation of membership issued by the NSZZ „Solidarność” and submit a copy of the document. If the above mentioned requirement is not met, one may not be classified in the 5th „Solidarność” Championship of Poland in Marathon.

In the 5th „Solidarność” Championship of Poland in Marathon, apart from women and men classifications, following classifications will be additionally held:

a. women – under 35 years old

b. women – from 36 to 49 years old,

c. women – 50 and more years old,

d. Men – under 39 years old,

e. Men – from 40 – 49 years old,

f. Men – from 50 – 59 years old,

g. Men – 60 and more years old.

5. To take part in the classification of the Officers and Employees of Penal Institutions one must be

employed in a penal institution. At the identity verification in the Race Office (09, 10, 11 September 2016) one is obligated to present the original of a valid ID issued by employer or a confirmation of the employment in a penal institution and submit a copy of the document.

In the classification of the Officers and Employees of Penal Institutions in Marathon women and men classifications will be held.

7. Participants who complete the 34th PKO Wrocław Marathon collect points in the classification of the 24th Wrocław Open Championships in Long Distance Races.

VII. PRIZES

1. All participants of the Marathon will take part in a lottery with prizes in kind (including a car). The lottery will start at 15.10. Details and lottery regulations will be published before 01 August 2016.

2. Winners of the 34th PKO Wrocław Marathon will receive:

a. trophies funded by the Council of the City of Wrocław and sponsors of the race:

 Category - men: I, II, III place,  Category - women: I, II, III place,  Polish citizens – women: I, II, III place,  Polish citizens – men: I, II, III place  Race organizers

 Journalists

 Team category: I, II, III place – 3 trophies for each place  Age categories of women and men: I, II, III place

 Team category of race organizers and sports journalists: I, II, III place – 3 trophies for each place

b. Money prizes funded by the Marathon’s sponsors:

Women classification: I place – 10 000 zł, II place – 8 500 zł, III place – 7 000 zł, IV place – 6 000 zł, V place – 5 000 zł. VI place – 4 000 zł VII place – 3 000 zł VIII place – 2 000 zł IX place – 1 500 zł X place – 1 000 zł  Men classification: I place – 10 000 zł, II place – 8 500 zł, III place – 7 000 zł, IV place – 6 000 zł, V place – 5 000 zł. VI place – 4 000 zł VII place – 3 000 zł VIII place – 2 000 zł IX place – 1 500 zł X place – 1 000 zł  Polish citizens – women

I place – 5 000 zł, II place – 4 000 zł, III place – 3 000 zł, IV place – 2 000 zł, V place – 1 000 zł,

I place – 5 000 zł, II place – 4 000 zł, III place – 3 000 zł, IV place – 2 000 zł, V place – 1 000 zł,

3. Prizes in kind in age categories of women and men funded by the Marathon sponsors, only for the 1st places:

a. Women - value of approx 100 zł,

b. Men - value of approx. 100 zł

4. The winners of the 34th PKO Wrocław Marathon will additionally receive money bonuses for breaking of the

Marathon’s records: (women - Stellah J. Barsosio on 13.09.2015 – result 2.36:15, men: Vladimir Tsiamchyk on 21.04.2002 r. – result 2.13:28):

5. Winners of the women and men age categories are entitled to a reduced fee when participating in the 35th

Wrocław Marathon (on condition of applying before 30.04.2017).

6. Trophies and prizes in men and women categories will be handed to the winners of the 34th PKO Wrocław

Marathon on the stage on the Olympic Stadium, according to planning. Prizes not collected during the decoration will remain at the organizer’s disposal.

 women: I place - 3 000 zł, II place - 2 000 zł, III place - 1 500 zł, IV place - 1 000 zł  men : I place - 3 000 zł, II place - 2 000 zł, III place - 1 500 zł, IV place - 1 000 zł

8. Prizes in kind will be given to:

 Participants from places I-III in the 15th Teachers Championships of Poland in Marathon in the categories of women and men.

 Participants from places I-III in the 5th „Solidarność” Championships of Poland in Marathon in the categories of women and men.

 The Golden Three of the Wrocław Marathon

 The best citizen of Lower Silesia (woman and man) in the 34thPKO Wrocław Marathon

 The best Wrocław resident (woman and man) in the 34th PKO Wrocław Marathon,

 The oldest participant (woman and man) in the 34th PKO Wrocław Marathon,

 The youngest participant (woman and man) in the 34th PKO Wrocław Marathon,

 The 2017th participant to cross the finish line of the 34th PKO Wrocław Marathon.

9. Trophies will be given to:

 Participants from places I-III in the 15th Teachers Championship of Poland in Marathon in the categories women and man,

 Participants from the 1st places in the age categories in the 15th Teachers Championship of Poland in Marathon,

 Participants from places I-III in the 5th „Solidarność” Championship of Poland in Marathon in the categories of women and men,

 Participants from the 1st places in the age categories in the 4th „Solidarność” Championship of Poland in Marathon,

 Participants from places I-III in the categories of women and men in the classification of Officers and Employees of Penal Institutions.

10. The best cheering teams will receive prizes in kind.

11. All participants who complete the Marathon within 6 hours will receive a medal. The medals will be handed

at the crossing of the of finish line.

12. Compliant with the law, personal income tax will be deducted from the money prizes and bonuses.

13. Prizes and bonuses will be transferred exclusively to the bank account specified by the participant (no cash

payments) before 31.10.2016.

14. Selected participants may be subject to anti-doping tests after the race. The tests will be conducted by the

Commission against Doping in Sport as provided by Polish anti-doping regulations. All participants selected by the Commission against Doping in Sport are obligated to ondergo the anti-doping tests under the penalty of disqualification. In the event of finding prohibited substances in sample A and sample B (examined at the request and cost of the participant) the participant will be disqualified.

VIII. ACCOMMODATION

1. The organizer provides free of charge accommodation for 200 participants on the night 10/11 September

2016 in the Sports Hall, ul. Parkowa 14. The places are assigned according to the order of reservation made directly at the time of participants’ identity verification at the Race Office. The organizer does not provide mattresses, beddings, sleeping bags etc.

2. The organizer provides accommodation in student dormitories for a part of the participants. Information, reservation and payments are to be made directly by the participants to:

3. Persons interested in accommodation in hotels and other tourist services should contact hotels directly. Tourist Information Centre, tel. +48 713443111.

IX. CATERING

1. On the day of the event before the race the participants eat breakfast on their own.

2. After the race the participants will receive natural mineral water, isotonic drink, tea, a banana and a regenerational meal. Regenerational meals will be distributed on showing of the coupon.

3. See point III for the refreshments on the route of the race.

4. The „Pasta Party” will take place on 10 September 2016 between 16:00 and 20:00 on the Olympic Stadium

at the finish line. Each participant who undergoes identity verification on 09 and 10 September 2016 before 19:50 will receive a coupon for a portion of pasta.

X. FUNDING

1. Costs of the organisation of the 34th PKO Wrocław Marathon are covered by:

a. The Wrocław Municipality

b. PKO BP – Titular Sponsor

c. Partners and supporting institutions of the 34th PKO Wrocław Marathon.

2. Costs of the race fee, transport and other fees are covered by the participants themselves or institutions delegating them.

3. Participants who have ondergone the identity check are entitled to use public transport free of charge within

the city and in the suburban area (trams, busses) on 10 and 11 September 2016 on showing their race number.

4. The race kit fee covers the following items for the participant:

a. race numer + safety pins,

b. spnge,

c. drinks, bananas, sugar on the route and at the finish line

d. coupon for the „Pasta Party”: a portion of pasta on 10 September 2016

e. regulations with a map of the route,

f. t-shirt

g. other gifts.

XI. FINAL PROVISIONS

1. The organiser provides medical assistance at the start line, on the route and at the finish line of the Marathon. On the route there will be medical teams who provide help according to the provisions the Plan of Medical Assistance approved by the relevant authority. The participants may make use of massages at the finish line of the race provided by students of the Wrocław University of Physical Education.

2. Written appeals can be submitted at the Race Office of the 34th PKO Wrocław Marathon at the finish line on

11.09.2016 till 16:00. Appeals will be decided upon within 1 hour after the submission.

3. The participants are obligated to wear esthetic clothes and sports shoes compliant to the PZLA regulations.

4. Each participant confirms that they take part in the race only on their own responsibility and are aware of the

risk involved. Participants are fully aware that participation in the race involves physical exertion and obvious risks of accidents, possibility of incurring bodily injuries (including death), as well as material losses and damages.

5. The participants who interrupt the race may use a vehicle marked „Koniec Biegu” (End of the race) which will

take them to the Olympic Stadium.

6. The route of the Marathon is accessible only to vehicles with a special pass issued by the Organizer, which

is placed in a visible spot on the vehicle.

7. All participants will be covered by accident insurance. Details of the policy (insurer, policy number, guaranteed insurance sum, general conditions) will be published on the website of the race, tab “Regulations”, before 30 August 2016.

8. The race will take place regardless of weather conditions.

9. The Organizer reserves the right to change the date of the race due to force majeure.

10. Attachments 1 – obligatory Declaration, and Attachment 2 – Authorization form constitute integral parts of the Regulations.
