Work Package 3– “ET-Inventory” a transnational inventory which will document the legal framework, statistical data, economic trends, the regional education/training demands and the regional

education/training offer in the ET-structregions.

The inventory will predict which new skills will be needed for the changing demands of the regional economies in the ET-structregions.

Work Package 4– based on “ET-Inventory” a trial learning platform - “ET-LearnTrain”, the 2nd

Transnational Tool - will be developed and implemented which will offer online and on-site training for regional workforces in the ET-structregions.

This trial learning platform will have two parts:

(1) a transnational core of learning/training modules which will be the same for all ET-struct regions (these modules will written in the ET-structproject language - English),

(2) regional learning/training modules (written in the national language of the regional project partner (i.e. either DE, or CZ, or IT, or PL, or SI, or UA) with a summary of the module(s) in the ET-structproject language – English.

These regional learning/training modules are based on the regional demand for new-skills-for-new-jobs.

Technically, the online modules can be accessed on the ET-structhomepagewww.etstruct.eu, and/or on any other project-related homepage(s).

The on-site modules can be taught at any project-related regional education/training institution. A Management Handbook (“ET-Academy” – 1st Transnational Tool) will be compiled to document the development, the pedagogy, the methodology and the proposed sustainability of the Integrated Content Management System (ICMS) (“ET-LearnTrain”) after project completion.

Work Package 5– two different types of pilot actions will test

1)in Work Package 4: Pilot Action Type 1 - the effectiveness of the two transnational tools: the trial learning platform (“ET-LearnTrain”) and the Management Handbook (“ET-Academy”) as well as

(2)in Work Package 6: Pilot Action Type 2 - the strategy to set up permanent regional management structures – the joint transnational strategy and action plan (“ET-Strategy and Action”).

Work Package 6– “ET-Management” the development and implementation of permanent regional management structures which will link regional politics to the regional economy (i.e. regional education/training demand) and to the regional education/training offer in the ET-structregions.

1. Based on the ET-Inventory, the contents of the ET-LearnTrain pilot learning platform (Transnational Core and Regional Modules) will be defined.

2. At a Work Package Leaders’ Meeting in Vienna on 13-14.1.11, the WP Leaders made the following suggestion for the Transnational Core to the project partnership – see page 7.

3. On 17-18.2.11 there will be a WP4 ET-LearnTrain workshop in Ljubljana (SI) for all partners. The workshop will be organised by the WP4 Leader PP10 Kranj. The focus of the workshop will be the methodology/didactics of e-learning, the roadmap and process to develop ET-LearnTrain, and the practical use of the authoring tool “exelearning” (freeware), which will be used for writing the modules.

The project partners will be asked if they want to use “eXelearning” and whether they want to write the modules themselves or hire external experts to write the modules for them.

4. Who are the workshop participants? Project partner representatives who will be actually writing the modules and/or who will be managing the writing of the modules. Why? Corporate methodology, didactical approach, and template design.

5. Before the workshop, these participants will receive workshop information from the PP10, including a simple manual or e-learning module on how to install and use “eXelearning”.

6. The method used to write the sub-modules will be “rapid development, simple content, specialised authoring” (will be explained at the Ljubljana workshop).

7. At the workshop, a start will be made at writing the sub-modules for the Transnational Core so that the workshop participants go home with practical experience in authoring.

8. The workshop will be led by the External Expert(s) of PP10 in conjunction with an External Expert from an External eLearning Consultancy Company (provided by LP).

9. After the workshop, the project partners continue to work on their Transnational Core sub-modules in

conjunction with their regional topic advisor. A suggested deadline for sending the finished sub-modules to PP10 is1st May 2011. Then the learning platform can be viewed/discussed at the SC3 Meeting in Schwerin 12-13 May. 10. Throughout this period, technical hotline support will be offered by PP10 and content hotline support will be

offered External eLearning Company (possibly by means of a forum with Frequently Asked Questions (FAO) for all PP. Further arrangements for Skype conferences can be arranged).

11. According to the Application Form the deadline for the first working version of the ET-LearnTrain (Trans. Core sub-modules) learning platform is May 2011.

12. The whole process of developing ET-LearnTrain will be documented by PP10 and written in the Management Handbook (ET-Academy).

1. After completion of the Trans. Core Sub-modules in May (deadline:

the partners/partner regions begin to develop their Regional Modules (blended

learning online and on-site).

2. This phase will start with an introduction from an External eLearning Consultancy

Company (integrated in Steering Committee Meeting 3, Schwerin) to the topic of

blended learning, which is necessary for the Regional Modules.

3. The learning time for a Regional Module is a minimum of 2 learning hours but the

partners/partner regions can develop longer modules if they wish to do so.

4. The deadline for the delivery of the Regional Modules is

1 September 2011

. The

modules can either be sent to PP10 or can be uploaded to the server by the

partners/partner regions. They will receive from PP10 username and password and a

short written description how to upload to the server.

5. PP10 will contact PP3 (webmanager). The access to the ET-LearnTrain platform will

PP10 documents the further development of LearnTrain in the Management Handbook –

ET-Academy

Work Package 5 – Improvement Phase

1. The working version of ET-LearnTrain (Trans. Core and Reg. Modules - finalised in

September 2011) will tested/evaluated by all project partners in WP5 through Pilot

Action Type 1 between September 2011 and May 2012. (for first version of WP5

roadmap visit www.etstructevaluation.cba.pl)

2. The WP Leader PP9, Walbrzych (PL) in conjunction with an External Evaluation /

eLearning Expert or Expert Company will develop a concept for Pilot Action 1 in

cooperation with the ET-

struct

partnership. A very first presentation of the concept

will be given by PP9 at the Ljubljana workshop and then discussed by the

partnership.

3. Revised concept of Evaluation for all the partner regions will be developed till June /

July 2011. Starting in September 2011, the entire partnership will evaluate at the

same time. The evaluation concept will be prepared by PP9, external expert and

partners. Feedback about regional evaluations will be given by all project partners

during WP5 timeframe for Pilot Action 1 (which is September 2011 – May 2012) to

PP9. After this period PP9 will develop solutions and will present them in the Final

Pilot Action 1 Report.

4. PP10 will collect and upload modules into the final version of ET-LearnTrain approx.

two days after delivery (AF deadline 1st September 2012) and upload the revised,

updated learning platform (link: “ET-

struct

homepage”).

5. Similar to the developmental phase, partners will be provided with technical hotline

support if necessary by PP10 (possibly by means of a forum with Frequently Asked

Questions (FAO) for all PP. Further arrangements for Skype conferences can be

arranged). According to the Application Form the deadline for the

final version

of

the ET-LearnTrain learning platform is September 2012.

1. ET-structis a transnational, process-oriented project i.e. the products/outputs are extremely

important; at the same time the process to develop and implement these products/outputs isequally important.

2. This is the added value of ET-structthat the project partners can continue to develop, improve, and increase the products/outcomesafterthe project lifetime because of the “know-how” gainedduring the project lifetime. This is also the basis for the sustainability of the project after project lifetime. 3. The process development of ET-LearnTrain can be divided intotwo phases.

4. Phase 1: Development Phase – Trans. Core(Feb – May 2011 = 3 months). In this phase the partnership gains experience in developing sub-modules for the Transnational Core.

In this phase the object is to create aminimumproduct/output (Transnational Core) that can be piloted/tested/evaluated in the next phase.

5. Phase 1: Development Phase – Reg. Modules(Jun – Sep 2011 = 3 months). In this phase the partnership gains experience in developing their Regional Modules.

In this phase the object is to create aminimumproduct/output (Regional Modules) that can be piloted/tested/evaluated in the next phase.

6. For this reason, the requirements for the learning modules has been set at aminimumi.e. 2 learning hours. Regional Modules can be longer; free choice of the individual partners.

7. According to international research approx. 49 development hours are needed to create 1online learning hour.

In other words to create a sub-module with 2onlinelearning hours for the Transnational Core 98 development hours are needed.

8. The same research shows that 2blended learninghours (online and on-site) require 71 development hours i.e. 1 online learning hour = 49 development hours (as above) + 1 on-site learning hour (“ILT” – Instructor-Led Training) requires 22 development hours.

This relationship can however change depending on “how much” online learning and “how much” on-site learning.

9. 1 learning hourmeans the time (60 minutes) that the ET-LearnTrain client will invest to gain comprehension of the content.

10. Phase 2: Improvement Phase(Sep 2011 – Sep 2012 = 12 months). Based on the feedback from WP5 (Pilot) project partners will have one year to improve their modules and also to increase the length of learning hours.

In theImprovement Phase(after evaluation) the ET-structpartnership may decide to increase the length of the Sub-modules (i.e. 2, 4, 6, 8 ... learning hours).

Also the ET-structpartnership can decide on increasing the number of Sub-modules.

2. The Regional Modules will be in the national language (with a summary in English). These modules will be available in “blended learning” i.e. online and on-site.

In theDevelopment Phase(May – September 2011) the length of Regional Modules will be 2 blended learning hours (minimum – can be longer).

In theImprovement Phase(after evaluation) the ET-structpartnership may decide to increase the average length of a Regional Module to ensure a corporate identity on the ET-LearnTrain learning platform (i.e. 2, 4, 6, 8, 10, 12 ... blended learning hours).

The partners involved in the development of the above modules decided on the following:

1. The Trans. Core should start with a vocational predisposition test. This will be the portal to the ET-LearnTrain learning platform. PP9 will develop the test in English. It will also be translated into the partner national languages.

2. The whole module “Entrepreneurship in booming sectors in CENTRAL EUROPE” will be built around the basic elements of the classical, internationally-accepted format for a business plan.

3. The target group is 15 – 20 year-olds. The ideal age of the target audience is however 18.

4. The module will start with a short introduction about basic questions concerning starting up one’s own business and then cover all the classic elements of a Business Plan (1-4) plus an added Sub-module (5) about the EU and its effects on young entrepreneurs and their companies.

1. The partners also decided on the structure of the Sub-modules. The basic idea is

based on a common structure to allow each partner/partner region freedom in the

authoring of the content.

2. The Welcome Page will catch the curiosity of the client and convince the client to try

the Sub-module.

3. Introduction Page will address important issues regarding a Business Plan and point

to first four Sub-modules more information.

4. In order to interest young people short video clips will be made with young people in

the partner regions, who will all answer simple questions in English. They will be

filmed by using mobile phones. PP13 & PP14 will put all the video clips together in a

short “transnational video mosaic”.

5. The sub-modules will have four parts:

- 1) An attractive Introduction (a short feature [video clip, story board, interview

with photos, etc) about a person, who is a young entrepreneur or who is thinking of

becoming an entrepreneur.

- 2) Content blocks of interactive learning approx. 15 min each.

- 3) Self-evaluation test (so that client can test individual level of comprehension)

- 4) Test (a simple test which the client has to submit; an automatically generated

evaluation will be sent to the client). This will be same format for all 10

Sub-modules. If the client passes all 10 Sub-modules tests then a certificate will be

automatically generated and sent to the client.

10 Topics and Work distribution

1. The LP would like to SUGGEST the following “work distribution” for the sub-modules of the

Transnational Core. The partners accepted the suggested topics and work distribution. PP3 & PP4 will take over “Tourism” (10) and will complete “ICT” (8) if there is still time and capacity.

2. Every partner region works on their sub-module according to a corporate template design in “eXelearning” and according to an agreed methodology, didactical approach, and roadmap (to be discussed at the Ljubljana workshop).

3. After completion the sub-modules will be sent to PP10 (suggested deadline 1 May 2011). 4. PP10 will collect and upload all the sub-modules (approx. two days after delivery) into the first

working version of the ET-LearnTrain Transnational Core (deadline May 2011) and put the learning platform “online” (link: “ET-structhomepage).

5. After completion of the working version of the Trans. Core Sub-modules, the project partners will start to author their Regional Module(s) in the national language for adefined sector, and adefined target groupaccording to a corporate template design in “eXelearning” and according to an agreed roadmap and process (to be discussed at the Ljubljana workshop). Deadline for the draft Regional Modules (minimum 2 hours blended learning) is 1 September 2011.

6. Again, the Regional Module(s) should contain at least two blended learning hours (or more) for the client. The level of learning understanding is: “comprehension”.

7. After completion the Regional Module(s) will be sent to PP10.

8. PP10 will collect and upload all the Regional Modules (approx. two days after delivery) into the first working version of the ET-LearnTrain Regional Modules (deadline 1 September 2011).

9. The ET-LearnTrain (Transnational Core and Regional Modules) will be piloted in Work Package 5 (WP Leader, PP9, Walbrzych).

10. The whole process of developing ET-LearnTrain will be documented by PP10 and written in the Management Handbook (ET-Academy).
