Spring Activities Return to Play 2020-2021 Update EXECUTIVE SUMMARY

Purpose of Report: To update the Board on the status of the Return to Play for Spring

Activities and present the recommendation from the Sioux Falls School District Activities Principals and Athletic Coordinators.

The Sioux Falls School District’s Return to Play plan is a living document that may be revised as staff and students participate in activities during the 2020-21 school year.

The Sioux Falls School District Activities Department’s top priority is and will be the health and safety of our student participants, staff, and spectators as we work to provide

activities for the 2020-2021 school year. District Administrators have worked with city, state, and national officials to develop the following safety guidelines and protocols for each activity. These guidelines and protocols will provide the opportunity for safety at our activities and ultimately support our primary goal of continuing a traditional school setting in the Sioux Falls School District.

Since the last Board report, the Return to Play plan has received updates in the areas of spring athletics, processes for spectators and updated guidance from local, state, and national health entities. We encourage stakeholders to review this document regularly as updates are continually made for the safety of our students, staff, and community. The document is regarded as the official plan of the District Activities Department and will be updated regularly to reflect any revised guidance.

Spectators – General Information

The Sioux Falls School District Activities Department’s top priority is and will be the health and safety of our student participants, staff, and spectators as we work to provide activities for the 2020-2021 school year. District Administrators have worked with city, state, and national officials to develop safety guidelines and protocols for each activity. These guidelines and protocols will provide the opportunity for safety at our activities and ultimately support our primary goal of continuing a traditional school setting in the Sioux Falls School District.

• The Sioux Falls School District believes limiting spectator attendance provides our students the best opportunity to complete their seasons and reduces the likelihood of community transmission.

• Masks are expected for ALL spectators at all indoor and outdoor events on Sioux Falls School District property. • Masks will be available to purchase from a ticket seller for $1.00

Spectators are coming at their own risk. We ask and encourage all spectators to adhere to and follow the COVID Guidelines to ensure the health and safety of all.

• Spectators are asked to screen prior to attending events. See Screening questions.

Spectators are asked to socially distance themselves away from those not in their immediate families. Please adhere to the seat marking and signage posted at our facilities.

• No gathering, loitering, socializing, or tailgating will be allowed before, during or after the event. • All fans, event staff, coaches, directors, and student participants will vacate the facility immediately upon

completion of the event.

• Events will be made available in digital format when possible. Spectators will be highly encouraged to watch the live stream for these events when offered.

The area directly behind the team bench areas will be marked off and will not be accessible.

The Sioux Falls School District COVID-19 spectator attendance plan is subject to change at any time and will be revaluated at the end of the Winter season, prior to the beginning of the Spring Season.

Current Sioux Falls School District Mode of Operation – TIER 3 High School Specified Event Attendance

Events will be made available in digital format when possible. All spectators will be highly encouraged to watch the live stream for these events when offered. Adult Spectators

Track and Field Spectators (Track and Field ONLY): Limited to 2 passes per entered participant. Each entered participant will

receive 2 spectator passes prior to each event for their household. This spectator pass will allow bearer to attend that specific sport event (example pass will only allow bearer admittance into a Track and Field meet and will not allow admittance into Baseball or Tennis) in the SFSD. No replacement passes will be issued.

Baseball Spectators (Baseball ONLY): Limited to 2 entry permits per rostered participant. Each rostered participant will receive

2 spectator permits for their household. This spectator permit will allow bearer to purchase admission at the ticket gate of a date specific sporting event. (example permit will only allow bearer admittance into a baseball contest on April 10, 2021). It will not allow bearer to purchase admittance into any other SFSD events. 0 to Kindergarten aged Children and Elementary or Middle School aged students may attend if they are included in the two entry permits. If these children or students attend, they will need to sit with their parents. No replacement permits will be issued. Spectator permit must be worn at contest.

Staff Spectators

Staff ID will admit one, the bearer, to all SFSD regular season athletic contests. The Staff ID is non-transferable and valid for the employee only through May of 2021 Sports Season. The Staff ID may only be used once per athletic contest and will not allow admission to O’Gorman home games, all post season tournaments or Baseball games. This is not a plus one pass, no guest or any other family members will be able to gain or purchase admission at the ticket gate. Pictures of Staff ID’s will not be accepted. Staff must present the physical ID to gain admittance.

Elementary and Middle School Student Spectators

Elementary or middle school aged students may only attend if they are included in the two spectator passes and/or permits issued. If these students attend, they will need to sit with their parents.

0 to Kindergarten Aged Children Spectators

0 to Kindergarten aged children may only attend if they are included in the two spectator passes and/or permits issued. If these children attend, they will need to sit with their parents.

High School Student Spectators

Home Team Student Spectators: All High School Students are welcome to attend. If a High School Student wishes to

attend events, they will be required to purchase an activity symbol to be printed on their student ID. The student ID with the printed activity symbol, admits one, the bearer, to all SFSD regular season athletic contests. Student ID’s are non-transferable and valid for the student only through May of 2021 Sports Season. The student ID may only be used once per athletic contest and will not allow admission to O’Gorman home games, and all post season tournaments. This type of pass is secured at the respective high school’s activities office. Pictures of Student ID’s will not be accepted. Student must present the physical ID to gain admittance.

Visiting Team Student Spectators: All Visiting Team High School Students are welcome to attend. Visiting High

School Students with a valid and current year school identification card will be able to purchase admission at the ticket gate to all regular season contests in the SFSD. Pictures of Student ID’s will not be accepted. Student must present the physical ID to gain admittance.

Activities: Track and Field Adult Spectators

Home and Visiting Team Spectators: Limited to 2 passes per rostered participant. Each rostered participant

will receive 2 spectator passes prior to each event for their household. This spectator pass will allow bearer to attend that specific sport event (example pass will only allow bearer admittance into a Middle School track meet and will not allow admittance into a High School track meet) in the SFSD. No replacement passes will be issued.

Staff Spectators:

Staff ID will admit one, the bearer, to all SFSD regular season middle school athletic contests. The Staff ID is non-transferable and valid for the employee only through May of 2021 Sports Season. The Staff ID may only be used once per athletic contest and will not allow admission to O’Gorman home games. This is not a plus one pass, no guest or any other family members will be able to gain admission at the ticket gate. Pictures of Staff ID’s will not be accepted. Staff must present the physical ID to gain admittance.

Athletics Assessment of Interest 2020-2021 Update EXECUTIVE SUMMARY

Purpose of Report: To inform the Board of the Athletics Department intent to

comprehensively assess the athletic opportunities provided in the Sioux Falls School District during the 2021-2022 school year.

The Sioux Falls School District (SFSD) Athletics Department is committed to preparing students to succeed through purposeful engagement and participation in a strong athletics program. Student athletic programming is integral to the education process providing challenging, meaningful, and competitive experiences for all student athletes. The Athletics Department is committed to enhancing life skills and developing values that foster teamwork, sportsmanship, and leadership. To ensure the SFSD Athletics Department continues offering engaging opportunities for all students, a survey will be conducted to collect information on current programming and look at

opportunities that are not offered within the SFSD Athletics Department.

The review of the SFSD athletic offerings will include, but is not limited to, survey results and information collected from students, parents, and staff using a method that is designed to access unmet athletic interests and abilities fully and accurately in interscholastic sports. The SFSD Athletics Department will review sports that are offered by other districts’ competitive leagues, rates of participation, information relating to team selection, requests for adding a sport, and review of elimination of any teams or sports.

The complete review will allow the SFSD Athletics Department to evaluate the current programming and make changes as needed to meet the needs of the students in the SFSD.

Administrative Recommendation to School Board: Acknowledge the Athletics

Department comprehensive assessment of the athletic opportunities provided within the Sioux Falls School District during the 2021-2022 school year.
