SUMMARY OF WORK PART 1: GENERAL

1-1 DESCRIPTION:

A. This contract consists of painting the Park Headquarters Building, Park Residence, Cos-tume Shop and Pearson Headquarters Building at Fort Vancouver National Historic Site, Vancouver, WA, and the Barclay House in Oregon City, OR, a unit of Fort Vancouver National Historic Site. These historic buildings are used as office space, residence, and for visitor interpretation.

B. The Pearson Headquarters Building (1918) has cedar channel rustic wood siding and was last remodeled in 2002. The total siding area for the Pearson Headquarters Building is approximately 1,750 square feet. There are 29 modern, wood double hung windows and three exterior wood doors.

C. The Barclay House (1849) has cedar bevel wood siding and was last remodeled in 1935. The total siding area is approximately 3,981 square feet. There are 19 historic, wood double hung windows and three exterior wood doors. The window glazing has not been surveyed for asbestos. See Attachment 4 for paint analysis.

D. The Park Headquarters (1962) and Park Residence (1962) have cedar bevel wood siding. The total siding area is approximately 1,680 for each building. There are 13 aluminum windows (paint trim only), 3 man doors (paint trim only), and 1 garage door on each building.

E. The Costume Shop (1962) has cedar board and batten siding. The total siding area is ap-proximately 2,070 square feet. There are two man doors, four garage doors, and 4 alumi-num windows (paint trim only), and 4 wood double-hung windows.

F. The buildings included in this contract are historic and lead-based paint may be present on certain exterior surfaces. This work falls under the Renovation, Repair and Painting Programs of WA and OR. See Section 099113.

G. These buildings will be occupied during the work of this contract. Contractor must min-imize disruption to occupants and insure safe access to and from entrances.

H. No work may occur other than between the hours of 7:00 a.m. and 5:30 p.m., Monday through Friday. No work may occur on Federal Holidays except with the prior approval of COR.

K. See Attachment 2 for photos of the buildings. 1-2 LOCATION:

A. The Pearson Field Headquarters Building is located at 1109 E 5th Street, Vancouver, WA 98661.

B. The Barclay House is located at 719 Center Street, Oregon City, OR 97045.

C. The Park Headquarters Building, Park Residence, and Costume Shop are located at 612 E Reserve Street, Vancouver, WA 98661.

1-3 CONTRACTOR’S USE OF PREMISES:

A. Construction Camp: Establishment of a camp within the park will not be permitted. B. Contractor shall at all times conduct their operations to ensure the least inconvenience to

the public.

C. Materials storage: Storage of construction materials will be allowed on-site, at a location designated by the Contracting Officer's Representative. Storage of hazardous materials must meet all federal, state, and local guidelines and regulations. On-site storage of the Contractor’s materials does not imply acceptance or protection of them by the Govern-ment.

D. Preservation of natural features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Provide temporary barriers to protect existing trees and plants and root zones. Restore damaged areas, by repairing or replacing dam-aged trees and plants, at no additional expense to the Government.

2. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agree-on roots and branches that inter-fere with construction.

3. Do not fasten ropes, cables, or guys to existing trees.

E. Existing Utilities: Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Govern-ment.

F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. G. Contractor must not display signs or advertisements (except those specified herein) on

the construction site except with prior approval of the Contracting Officer.

Before the start of the project, the Contracting Officer will arrange a meeting with the Contractor to be held at NPS offices at Fort Vancouver National Historic Site, Vancou-ver, WA or by teleconference.

B. Progress Meetings

Contractor will hold weekly progress meetings with COR. END

SECTION 01300 SUBMITTALS PART 1: GENERAL

1-1 DESCRIPTION: The work of this section consists of submittal requirements before and

during construction.

1-2 RELATED REQUIREMENTS: Closeout submittals – 01700.

1-3 REQUIRED SUBMITTALS:

A. No on-site work may occur before the COR approves all submittals. B. All submittals become the property of the Government.

C. Contractor must submit the following to COR at least seven calendar days before the pre-construction meeting.

1. List of proposed subcontractors.

2. List of proposed products showing manufacturers’ recommendations for installation. 3. Construction Progress Schedule.

4. Accident Prevention Plan.

5. Lead-Based Paint Treatment Plan.

6. Before beginning work, report to Contracting Officer if any specification require-ments conflict with product manufacturer's warranty requirerequire-ments.

SAFETY REQUIREMENTS

PART 1: GENERAL

1-1 DESCRIPTION: The work of this section consists of establishing an effective accident prevention program and providing a safe environment for all personnel and visitors.

1-2 REQUIRED SUBMITTALS

Accident Prevention Plan: At or before the pre-construction conference, the Contractor must submit for approval of the Contracting Officer a written safety plan demonstrating compliance with all applicable federal and state safety regulations.

PART 2: PRODUCTS

2-1 ACCIDENT PREVENTION PLAN

The Plan shall be written to comply with OSHA and project requirements (a generic plan is not acceptable).

2-2 FIRST AID FACILITIES

Provide adequate facilities for the number of employees and the hazards associated with the types of ongoing construction work at the site.

2-3 PERSONNEL PROTECTIVE EQUIPMENT

Meet requirements of applicable ANSI standards. PART 3: EXECUTION

3-1 The Contractor must comply with all OSHA federal regulations (29 CFR 1910) and

Washington state regulations governing the safety of workers performing the type of work described in this contract.

SECTION 01530 BARRIERS PART 1: GENERAL

1-1 DESCRIPTION: The work of this section consists of furnishing, installing, and main-taining barriers to protect existing facilities and the public from reroofing operations. PART 2: PRODUCTS

2-1 GENERAL: Material may be new of used, but shall be suitable for intended purpose. Fences and barriers shall be structurally adequate and neat in appearance.

2-2 BARRICADES AND SIGNS: ANSI D6. 1-78, “Manual if Uniform Traffic Control

De-vice: (MUTCD), Part VI.

2-3 LUMBER: Free of nails, large knot holes, and splinters.

2-4 BARRIER TAPE: Banner Guard, imprinted with “CAUTION: CONSTRUCTION

AREA,” manufactured by Reef Industries, Inc., Houston, Texas, or approved equal. PART 3: EXECUTION

3-1 PROTECTION OF PUBLIC:

A. Fence, barricade, or otherwise block off the immediate work area to prevent unauthor-ized entry to the work area.

B. Erect, and maintain barricades, lights, danger signals, and warning signs in accordance the ANSI D6. 1-78.

C. Cover pipes, hoses, and power lines crossing sidewalks and walkways with troughs using beveled edge boards.

3-2 BARRIER TAPE: Install where directed by COR.

3-3 REMOVAL: Completely remove barriers no longer needed and when approved by COR.

TEMPORARY SERVICES PART 1: GENERAL

1-1 DESCRIPTION: The work in this section consists of providing temporary services for

Contractor’s performance of the work of this Contract. PART 2: PRODUCTS

2-1 GENERAL: Temporary material may be new or used, but must be adequate in capacity

for the usage, must not create unsafe conditions, and must not violate requirements of ap-plicable codes and standards.

2-2 SANITARY FACILITIES: Contractor shall furnish portable toilet and locate it in an area acceptable to the COR.

2-3 FIRE PROTECTION EQUIPMENT: UL Class2A, 2-1/2 gallon water type,

stored-pressure extinguisher and UL Class 10, Type I, 15-pound B:C carbon dioxide extinguish-er.

PART 3: EXECUTION

3-1 ELECTRICAL AND TELEPHONE:

A. NPS will provide electrical service via 20-amp duplex outlet at each building included in this contract, as designated by the COR. The Contractor must use distribution materials provided at Contractor’s expense and installed/removed in a professional and safe man-ner. The Contractor and employees are expected to conserve energy.

B. Telephone: There are no public telephones available at this site. Contractor should rely on cellular phones work at this site.

3-2 WATER: Nominal quantities of potable water are available at Pearson Air Museum and

the Barclay House.

3-3 SANITARY FACILITIES: Contractor shall locate portable toilet in an area near each work site acceptable to the COR.

3-4 FIRE PREVENTION AND PROTECTION:

A. Hazard Control: The contractor must take all necessary precautions to prevent fire during construction. The Contractor must not store flammable or combustible liquids in non-approved containers and provide adequate ventilation during use of volatile or noxious substances.

B. The Contractor must provide all equipment and procedures for fire protection on site. The Contractor must assign a capable and qualified person on site in charge of fire pro-tection at all times. The responsibilities include locating and maintaining fire protective equipment and establishing and maintaining safe working procedures.

C. Spark Arresters: Equip all gasoline or diesel powered equipment with spark arresters ap-proved by the U. S. Forest Service. Locate internal combustion equipment so that ex-hausts discharge well away from combustible materials.

D. Smoking: Limit smoking breaks and clean up any associated trash. END

TEMPORARY CONTROLS PART 1: GENERAL

1-1 DESCRIPTION: The work in this section consists of providing temporary controls.

PART 2: PRODUCTS – Not used. PART 3: EXECUTION

3-1 HOUSEKEPEING:

A. Keep project neat, orderly, and in a safe condition at all times.

B. Provide enough refuse containers for collecting roofing materials and other construction debris.

C. Wet-down dry material and rubbish to prevent blowing dust. D. Keep volatile wastes in covered containers.

3-2 DISPOSAL:

A. Unless otherwise specified, all salvaged materials become property of the Contractor and shall be disposed of outside the park.

B. Immediately remove hazardous rubbish from project site. Place other construction debris in refuse containers at least daily. Dispose of refuse at least biweekly, in a legal manner, at public or private dumping area outside the park.

SECTION 01700 PROJECT CLOSEOUT PART 1: GENERAL

1-1 DESCRIPTION: The work in this section consists of final cleanup, closeout submittals, and final inspection procedures.

PART 2: PRODUCTS

2-1 CLEANING MATERIALS: As recommended by the manufacturer of surface to be

cleaned.

PART 3: EXECUTION

3-1 CLEANING: Remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces of existing facilities that are marred, scratched, or damaged due to the work of this contract to match original condition. Remove paint chips, grease, dirt, stains, foreign mate-rials, and labels from interior and exterior finished surfaces. Sweep paved areas; rake grounds. At time of final inspection, project shall be thoroughly clean and ready for use.

3-2 CLOSEOUT SUBMITTALS: Submit before final inspection request.

A. Guarantees: As specified in individual sections. B. Spare Materials: As specified in individual sections.

C. Completed and signed hazardous waste manifest (if any) from treatment and disposal fa-cility.

D. Monitoring results for personal air sampling, if applicable.

3-3 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written

certifica-tion that project, or designated porcertifica-tion of project, is substantially complete, and request in writ-ing, a final inspection. Contracting Officer will make an inspection within 10 days of receipt of request.

A. When Contracting Officer determines that the work is substantially complete, they will prepare a list of deficiencies that need to be corrected before final acceptance and issue a Letter of Substantial Completion.

B. If Contracting Officer determines that the work is not substantially complete, they will immediately notify Contractor in writing, stating reasons. After completing work, Con-tractor shall resubmit certification and request a new final inspection.

3-4 ACCEPTANCE OF WORK: After all deficiencies have been corrected, a Letter of

Ac-ceptance will be issued.

3-5 POST-CONSTRUCTION INSPECTION: Before expiration of warranty period,

EXTERIOR PAINTING

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes surface preparation and the application of paint systems on the following exterior substrates:

1. Wood.

2. Lead based paint treatment.

B. Paint exposed surfaces whether or not colors are designated in schedules, except where a surface or material is specifically indicated not to be painted or is to remain natural. Where an item or surface is not specifically mentioned, paint the same as similar adjacent materials or surfaces. If color or finish is not designated, the COR will select from standard colors or finishes available.

C. Painting includes field-painting exposed bare and covered pipes and ducts (including color coding), hangers, exposed steel and iron work, and primed metal surfaces of mechanical and electrical equipment.

D. Painting is not required on prefinished items, finished metal surfaces, concealed surfaces, operating parts, and labels.

E. Labels: Do not paint over Underwriters Laboratories, Factory Mutual or other code-required labels or equipment name, identification, performance rating, or nomenclature plates.

1.2 DEFINITIONS

A. Gloss Level 1 (matte or flat): Not more than 5 units at 60 degrees and 10 units at 85 degrees, according to ASTM D 523.

B. Gloss Level 2 (velvet): Not more than 10 units at 60 degrees and 10 to 35 units at 85 degrees, according to ASTM D 523.

C. Gloss Level 3 (eggshell): 10 to 25 units at 60 degrees and 10 to 35 units at 85 degrees, according to ASTM D 523.

D. Gloss Level 4 (satin): 20 to 35 units at 60 degrees and not less than 35 units at 85 degrees, according to ASTM D 523.

E. Gloss Level 5 (semi-gloss): 35 to 70 units at 60 degrees, according to ASTM D 523. F. Gloss Level 6 (gloss): 70 to 85 units at 60 degrees, according to ASTM D 523.

G. Gloss Level 7 (high gloss): More than 85 units at 60 degrees, according to ASTM D 523.

H. VOC Ranges: Ranges listed are as prescribed by Master Painters Institute (MPI), Architectural Painting Specification Manual as follows (in grams/liter):

1. VOC Range E3: < 51 g/l.

2. VOC Range E2: 51-100 g/l.

3. VOC Range E1: 101-200 g/l.

4. VOC Range E0: Outside range.

1.3 ACTION SUBMITTALS

A. Lead-based paint treatment plan. The Lead-Based Paint Treatment Plan shall discuss how compliance with Federal regulations (29 CFR 1926.62 and 40 CFR 260) will be met. In addition, plan must show compliance with the Repair, Renovation, and Painting Program (RRP) for Washington and Oregon. Include the following components, as a minimum:

1. Engineering controls

2. Exposure surveillance

3. Medical surveillance

4. Employee training

5. Personal protective equipment

6. Hazard communication program

7. Waste management

B. Product Data: For each type of product. Include preparation requirements and application instructions.

C. Samples for Verification: For each type of paint system and each color and gloss of topcoat.

1. Submit Samples on rigid backing, 8 inches (200 mm) square.

2. Step coats on Samples to show each coat required for system.

3. Label each coat of each Sample.

4. Label each Sample for location and application area. D. Product List: For each product indicated, include the following:

1. Cross-reference to paint system and locations of application areas. Use same designations indicated on Drawings and in schedules.

2. Printout of current "MPI Approved Products List" for each product category specified, with the proposed product highlighted.

3. VOC content.

1.5 QUALITY ASSURANCE

A. Single-Source Responsibility: Provide primers and undercoat paint produced by the same manufacturer as the finish coats.

B. Mockups: Create mockups to demonstrate aesthetic effects and execution of surface preparation. Mockups shall comply with the following requirements, using materials indicated for the completed Work:

1. Perform surface preparation on wood siding in location of heavily alligatored paint. Mockup to be 8-foot by 8-foot in area. Contracting Officer to select location.

2. Notify Contracting Officer seven days in advance of dates and times when mockups will be constructed.

3. Demonstrate the proposed range of aesthetic effects and workmanship. 4. Obtain Contracting Officer's approval of mockups before starting surface

preparation on remaining buildings.

5. Maintain mockup during construction in an undisturbed condition as a standard for judging the completed Work.

6. Approved mockups may become part of the completed Work if undisturbed at

time of Substantial Completion.

1.6 DELIVERY, STORAGE, AND HANDLING

A. Store materials not in use in tightly covered containers in well-ventilated areas with ambient temperatures continuously maintained at not less than 45 deg F (7 deg C). 1. Maintain containers in clean condition, free of foreign materials and residue. 2. Remove rags and waste from storage areas daily.

1.7 FIELD CONDITIONS

A. Apply paints only when temperature of surfaces to be painted and ambient air temperatures are between 50 and 95 deg F (10 and 35 deg C).

B. Do not apply paints in snow, rain, fog, or mist; when relative humidity exceeds 85 percent; at temperatures less than 5 deg F (3 deg C) above the dew point; or to damp or wet surfaces.

PART 2 - PRODUCTS

2.1 MANUFACTURERS

Available Manufacturers: Subject to compliance with requirements, manufacturers offering products that may be incorporated into the Work include, but are not limited to,

1. Benjamin Moore (BM); EcoSpec. 2. ICI Paint Stores, Inc. (ICI); Life Master.

3. Sherwin Williams.

2.2 PAINT, GENERAL

A. MPI Standards: Provide products that comply with MPI standards indicated and that are listed in its "MPI Approved Products List."

B. Material Compatibility:

1. Provide materials for use within each paint system that are compatible with one another and substrates indicated, under conditions of service and application as demonstrated by manufacturer, based on testing and field experience.

2. For each coat in a paint system, provide products recommended in writing by manufacturers of topcoat for use in paint system and on substrate indicated. C. VOC Content: Provide materials that comply with VOC limits of authorities having

jurisdiction.

2.3 BLOCK FILLERS

Block Filler, Latex, Interior/Exterior: MPI #4.

2.4 PRIMERS

A. Primers: Provide the manufacturer's recommended factory-formulated primers that are compatible with the substrate and finish coats indicated.

VOC Content: E Range of E2-E3.

B. Primer alternative: “Ecobond”, a product manufactured by, MT2, LLC - Metals

Treatment Technologies (14045 West 66th Avenue, Arvada, CO 80004; 888-435-6645 toll free, or an approved equivalent.

C. Primer, Latex for Exterior Wood: MPI #6.

2.5 UNDERCOAT MATERIALS

Undercoat Materials: Provide the manufacturer's recommended factory-formulated undercoat materials that are compatible with the substrate and finish coats indicated. VOC Content: E Range of E3.

2.6 EXTERIOR FINISH PAINT MATERIAL

A. Finish Paint: Provide the manufacturer's recommended factory-formulated finish-coat materials that are compatible with the substrate and undercoats indicated.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Examine substrates and conditions, with Applicator present, for compliance with requirements for maximum moisture content and other conditions affecting performance of the Work.

B. Maximum Moisture Content of Substrates: When measured with an electronic moisture

meter as follows: Wood: 15 percent.

C. Verify suitability of substrates, including surface conditions and compatibility with existing finishes and primers.

D. Proceed with coating application only after unsatisfactory conditions have been corrected. Application of coating indicates acceptance of surfaces and conditions.

3.2 PREPARATION

A. Comply with manufacturer's written instructions and recommendations in "MPI Manual" applicable to substrates and paint systems indicated.

B. Remove hardware, covers, plates, and similar items already in place that are removable and are not to be painted. If removal is impractical or impossible because of size or weight of item, provide surface-applied protection before surface preparation and painting.

After completing painting operations, use workers skilled in the trades involved to reinstall items that were removed. Remove surface-applied protection.

C. Clean substrates of substances that could impair bond of paints, including dust, dirt, oil, grease, and incompatible paints and encapsulants.

D. Lead-based Paint Treatment: Follow the approved lead-based paint treatment plan to get to sound substrates.

E. Wood Substrates:

1. Scrape and clean knots. Before applying primer, apply coat of knot sealer

recommended in writing by topcoat manufacturer for exterior use in paint system indicated.

2. Sand surfaces that will be exposed to view, and dust off. 3. Prime edges, ends, faces, undersides, and backsides of wood.

5. At existing painted surfaces, sand smooth, and feather heavy edges to match surface of accepted mock-up.

3.3 LEAD BASED PAINT TREATMENT

A. MT2, LLC- Metal Treatment Technologies asserts “Ecobond” can stabilize lead. As an alternative, the contractor may propose the use of “Ecobond.” The contractor is

strongly encouraged to work with MT2, LLC- Metal Treatment Technologies to determine compliance strategy necessary to meet the Regulatory Requirements of 1.6 above and incorporate the necessary steps into the Lead-Based Paint Treatment Plan. B. The Contractor may propose a different working strategy than the ones below:

1. Remove existing paint that is loose or bubbled to get to sound substrates, feather the well-adhered existing paint edges to smooth and prepare sound substrates for new coating applications.

2. Apply “Ecobond” per recommendation of MT2, LCC for the number of layers

required to stabilize the lead and remove paint that is loose or bubbled to get to sound substrates, feather paint edges to smooth and prepare sound substrates for new coating applications.

3.4 APPLICATION

A. Apply paints according to manufacturer's written instructions and recommendations in "MPI Manual."

1. Use applicators and techniques suited for paint and substrate indicated.

2. Paint surfaces behind movable items same as similar exposed surfaces. Before final installation, paint surfaces behind permanently fixed items with prime coat only.

3. Paint both sides and edges of exterior doors and entire exposed surface of exterior door frames.

4. Paint entire exposed surface of window frames and sashes.

5. Do not paint over labels of independent testing agencies or equipment name, identification, performance rating, or nomenclature plates.

6. Primers specified in painting schedules may be omitted on items that are factory primed or factory finished if acceptable to topcoat manufacturers.

B. If undercoats or other conditions show through topcoat, apply additional coats until cured film has a uniform paint finish, color, and appearance.

C. Apply paints to produce surface films without cloudiness, spotting, holidays, laps, brush marks, roller tracking, runs, sags, ropiness, or other surface imperfections. Cut in sharp lines and color breaks.

2. If test results show that dry film thickness of applied paint does not comply with paint manufacturer's written recommendations, Contractor shall pay for testing and apply additional coats as needed to provide dry film thickness that complies with paint manufacturer's written recommendations.

3.6 CLEANING AND PROTECTION

A. At end of each workday, remove rubbish, empty cans, rags, and other discarded materials from Project site. Do not wash out brushes, rollers, or other painting equipment on ground surface.

B. After completing paint application, clean spattered surfaces. Remove spattered paints by washing, scraping, or other methods. Do not scratch or damage adjacent finished surfaces.

C. Protect work of other trades against damage from paint application. Correct damage to work of other trades by cleaning, repairing, replacing, and refinishing, as approved by COR, and leave in an undamaged condition.

D. At completion of work, touch up and restore damaged or defaced painted surfaces.

3.7 EXTERIOR PAINTING SCHEDULE

A. Wood Substrates (MPI EXT 6.1L, MPI EXT 6.2M, MPI EXT 6.3L, MPI EXT 6.4K,

and MPI EXT 6.6E): Including wood trim, architectural woodwork, doors, windows, and wood-based panel products.

Latex System:

a. Prime Coat: Primer, latex for exterior wood, MPI #6. b. Intermediate Coat: Latex, exterior, matching topcoat.

c. Topcoat: Latex, exterior semi-gloss (Gloss Level 5), MPI #11.

B. Wood Substrates, Traffic Surfaces (MPI EXT 6.5E): Including lumber decking and

stairs .

Latex System:

a. Prime Coat: Primer, latex for exterior wood, MPI #6.

b. Intermediate Coat: Interior/exterior latex floor and porch (low gloss). c. Topcoat: Interior/exterior latex floor and porch (low gloss) with additive to

3.8 PAINT COLOR SCHEDULE

A. EP-1: Barclay House Siding: Benjamin Moore Harvest Time, semi-gloss.

B. EP-2: Barclay House doors, window sash and frames, wood trims: Benjamin Moore

White, semi-gloss.

C. EP-3: Pearson Headquarters Building siding: match existing.

D. EP-4: Pearson Headquarters Building doors, window sash and frames, wood trims:

match existing.

E. EP-5: Park Headquarters Building, Park Residence, and Costume Shop siding: Patina Green, semi-gloss. Swatch provided by Park.

F. EP-6: Park Headquarters Building, Park Residence, and Costume Shop garage doors,

window & door trims, and fascia: Sherwin-Williams Snowbound (SW 7004), semi-gloss. Swatch provided by Park.
