In these challenging times, the Government of Canada is taking strong and quick action to stabilize our economy and support communities across Canada, while first and foremost ensuring that the health and safety of all Canadians is protected.

Minister McKenna has been engaged with provinces, territories, municipalities, Indigenous leaders and other stakeholders on infrastructure measures aimed at addressing the current pressures facing communities due to the COVID-19 pandemic.

As a result of these discussions, the Government of Canada is proposing changes to the $33.5-billion Investing in Canada Infrastructure Program bilateral agreements, including making some rules more flexible, expanding project eligibility and accelerating approvals.

Over $3 billion in existing funding will be available under this new Covid-19 stream for projects that can be completed by the end of the 2021 construction season, or the end of 2022 in the territories and remote communities. Eligible projects must also maintain our objectives of creating long-term economic growth, supporting a low carbon, green economy and building inclusive communities.

Additional details on these changes will be shared in the coming weeks, including information for

the provinces, territories, municipalities and Indigenous recipients about the new stream.

These proposed changes are an initial step to support provinces, territories and communities now.

Additional measures that will assist in the economic recovery will be announced in the weeks and months ahead.

Dear Mayor Martin and Council,

Re: Presentation of Trails and Signage in Colwood

The Citizens’ Environment Network in Colwood (CENIC) is a group of residents who are working to encourage and support measurable progress on climate action and environmental sustainability in Colwood.

We are pleased that we have been included as a stakeholder in the current Parks and Recreation Master Plan Update, and grateful to your staff (Iain Bourhill and Jill Collinson) for taking time to join one of our recent meetings.

We would appreciate an opportunity for a presentation to one of your upcoming meetings to share some of our ideas on trails and signage:

- A proposal to enhance connectivity of our roads and walkways, and

- A proposal to establish a trail system that links Colwood Parks in a ‘Sky to Sea’ adventure! (This would be a milder Colwood version “Grouse Grind’ that involves an appreciation of the value of our beautiful parks and their links as an opportunity for a gentle stroll or a vigorous workout.) Some additional information is attached. I have also shared a letter from Minister McKenna from the Federal Government as a response to investigate possible funding opportunities for the above proposals as we try to support our city.

We look forward to this new relationship of support and encouragement with the City of Colwood as we all deal with the effects of climate change and work together towards a better future for all. Please let us know if there would be an appropriate time for such a presentation (via Zoom or in person).

Re: The Sky to Sea Trail System Date: June 19, 2020

CENIC is proposing a linked trail system that would connect seven parks within the City of Colwood. This trail system is referred to as ‘The Sky to Sea Trail’ and would link the parks; Lookout Lake, Havenwood, Latoria Creek, Albert Head, Royal Bay, Perimeter and Promenade. The network would include some roadways and sidewalks to make a complete loop trail system. The ‘Sky to Sea Trail’ would attract active recreational walking and hiking by visitors and residents.

Cedar Post signage would need to be placed along the trail system at these suggested locations:

- Lookout lake Park (Sunheights and Batting) - Desmond and Sunheights Rd.

- Entrance to Havenwood Park

- Crosswalk at west side of Veterans Memorial - Crosswalk at east side of Veterans Memorial - Winthrop Rd. (Entrance to Park)

- Winthrop Rd. and Wishart Rd.

- Latoria Creek Park Entrance

Metchosin Rd. and Duke Rd. (With a crosswalk to be installed) - Lower Park Dr. and Park Dr.

- Albert Head Lagoon - Royal Bay Beach -Perimeter Park -Promenade Park

-Windthrop Rd. to Havenwood to complete the loop

It is suggested that the name of the trail and the location (park, elevation, street name) would appear on the cedar post.

The use of the ‘Sky to Sea’ trail name would remind one of the ‘Sea to Sky’

highway that takes one from the sea in Vancouver to the sky at Whistler. The

loop system will pass through Colwood’s highest point at Lookout Lake and make

its way through the lowest elevation at Royal Bay beach. The loop trail can begin

at any point along the route.

Walking and Cycling Path Connections

in the City of Colwood

The City of Colwood has a number of connecting neighborhood paths which enable pedestrians (and as applicable, cyclists) to easily move throughout the community. Many paths are accessed at the end of roads marked with a “No Exit” sign so potential users may not be aware they exist.

The Citizens’ Environment Network in Colwood (CENiC) has compiled a list of locations where connection signs would highlight the presence of a path. These connection signs would encourage more walking and cycling in Colwood, improving both the environment and the health of citizens.

The City has some signs in place already - for example, at Allandale Greenway as shown on the cover picture. CENiC suggests the following locations for additional signs.
