Terms of Reference

Title of Consultancy: UN Information Technology and Web Support Services and Training

Unit Requesting Contract: UN Resident Coordinator’s Office Guyana

Duration of Contract: 6 months

Background: The United Nations has had a country presence in Guyana for over 45 years.

The UN communications strategy which supports coordination of the communication efforts of

the UN Country Team in Guyana by concentrates on the attainment of two long term goals (1)

Increased awareness of the work of the United Nations in Guyana as an authoritative, unified

and effective partner contributing to the development objectives of the government and people

of Guyana by creating positive public perceptions related to the UN’s brand and values and (2)

increased public profile of the United Nations System of Agencies in Guyana

A key activity of the strategy is to ensure that a well functioning UN Guyana website is designed

and maintained with updated information on the work of the resident and nonresident UN

agencies which contribute to the development agenda of the Government and peoples of

Guyana.

Scope of Work

Under the overall direction of the UN Resident Coordinators Office and guidance of the UN

Communications, Information and Advocacy Group, the contracted consultant, will undertake

the following:

1) Creation of UN Guyana Coordination Group Chat Platforms and linking of the platforms

to the UN Guyana Website

2) Creation of a user friendly Video and Photographs library for the United Nations in

Guyana

3) Design and publish three(3) quarterly issues of a Newsletter for the UN System in

Guyana- publication via electronic media (UN Guyana website)

4) Train RC Unit Staff and UN Communication Group Focal Point members in content

management to support preparation of information for the website.

Implementation and coordination arrangements

The consultant will be issued a contract by UNDP Guyana which will be managed by the UN

Resident Coordinators Office. The UN Communications, Information and Advocacy Group will

serve as Editorial Group for the E-Newsletter project and will along with the UN Resident

Coordinators Office provide guidance on revisions required to the E-Newsletter, the design of

the UN Coordination Group Chat Platform and will approve the programme and report for the

Content Management Training.

Qualifications, Skills and Experience:

The consultant should have at least 5 years’ experience in the field of computer science,

website design and maintenance, design of didactic materials. Familiarity with the United

Nations and its programmes will be beneficial. Must have proven strong written and

communications skills, be fluent in English and be able to function effectively in an international

environment.

1. Report on the use of the UN Coordination Group Chat Platform

2. Three issues of the UN Guyana E-Newsletter designed

3. Report on the Two (2) Content Management Training sessions conducted with the UN

Communications Information and Advocacy Group

Payment Schedule

a) I have read, understood and hereby accept the Terms of Reference describing the duties and responsibilities of Communications Consultant under the project for UN Communication Services and support to UN Coordination Services];

b) I have also read, understood and hereby accept UNDP’s General Conditions of Contract for the Services of the Individual Contractors;

c) I hereby propose my services and I confirm my interest in performing the assignment through the submission of my CV or Personal History Form (P11) which I have duly signed and attached hereto as Annex 1;

d) In compliance with the requirements of the Terms of Reference, I hereby confirm that I am available for the entire duration of the assignment, and I shall perform the services outlined in the Terms of Reference.

e) I hereby propose to complete the services based on the following payment rate : --- ---

payable in the manner described in the Terms of Reference.

f) For your evaluation, the breakdown of the abovementioned all-inclusive amount is attached hereto as Annex 2;

g) I recognize that the payment of the abovementioned amounts due to me shall be based on my delivery of outputs within the timeframe specified in the TOR, which shall be subject to UNDP's review, acceptance and payment certification procedures;

h) This offer shall remain valid for a total period of ___________ days [minimum of 90 days] after the submission deadline;

i) I confirm that I have no first degree relative (mother, father, son, daughter, spouse/partner, brother or sister) currently employed with any UN agency or office [disclose the name of the relative, the UN office employing the relative, and the relationship if, any such relationship exists];
