MY DEPARTMENT
Role of the Community Facilities and Activities department
The Community, Facilities and Activities team is responsible for the oversight and delivery of community-based initiatives, Masterton’s beautiful parks and open spaces, crucial community facilities such as the Masterton District Library and Archive, and Council’s partnerships and engagement with iwi, hapū and hapori Māori.
MY ROLE
The role of the Asset Officer is to:
Lead the maintenance of Council’s properties and other community assets (for example recreation centre, parks, halls, sports clubs), including capital maintenance and upgrade projects as well as recurring maintenance. This includes planning and scheduling of required services for specified systems, developing and managing upgrade and replacement projects and building relationships with both internal and external stakeholders to ensure that our spaces and places are fit for purpose, compliant and to:
• Develop and deliver ongoing maintenance programmes for Council’s properties to enhance the value of community assets.
• Manage and deliver capital maintenance, upgrade and replacement projects.
• Ensure that buildings systems (including specified systems) are well maintained, functional and compliant.
• Undertake regular inspections of facilities and ensure that properties are kept to a compliant standard.
• Ensure that work carried out is consistent with Health and Safety requirements.
• Build and maintain effective relationships across the organisation and with key stakeholders.
MY KEY RESULT AREAS
Effective maintenance of Council facilities and built assets
Council properties are maintained to agreed value and service levels
Provide expert advice and contribution to asset management planning and upgrade pathways for properties and facilities.
This includes specifications and estimated budgets for upgrade and maintenance activities
Development and implementation of capital works projects including scoping and planning
Maintenance jobs identified through service requests are prioritised and completed within agreed timeframes and budgets
Council properties and facilities have current BWOFs as applicable. BWOF renewals are managed within deadlines and budgets
Community Service, Advice and Reputation
Establish and maintain good relationships with tenants and contractors in Council Facilities
Enquiries are responded to in a timely manner with accurate and appropriate information
Services and processes are continually monitored to identify improvement opportunities
Manage trades and suppliers to ensure works are completed to the required standard and within agreed timeframes and budgets
Contractor management Be the key point of contact for maintenance contracts (e.g.
the Trust House Recreation Centre maintenance contract) Monitor and report on contractor activities to ensure standards of work are maintained and value delivered to Masterton community
Project management and procurement
Manage procurement processes for assigned contracts including assessment of sustainability, value and current and future needs
Contribute to agreed procurement/replacement programme Manage assigned projects within agreed time and budget constraints, and provide reporting as required
Reporting and data management
Assets are recorded in the Council’s asset register and asset management plan
Condition assessments and audits are completed to
schedule and information updated in Council’s asset systems

Ensure work is performed in accordance with requirements of Health and Safety policies, procedures and legislation and respond to identified risks in a timely manner
Ensure all incidents, hazards and risks are reported
Ensure that contractors meet all requirements for Health and Safety and monitor for on-going compliance

Ensure own and others’ safety at all times.
Comply with policies, procedures, and safe systems of work.
Report all incidents/accidents, including near misses, in a timely fashion.
Actively participate in the hazard management and identification process.
Escalate risk as per the Risk Management Policy.

MY COMPETENCIES/KNOWLEDGE/SKILLS/EXPERIENCE
Qualifications, Skills and Experience
Building industry experience including contractor and project management, minimum 10 years
Tertiary qualification in construction, engineering, building systems or relevant field
Proven technical knowledge of building systems and
compliance – accreditation or professional membership (e.g.
Licensed Building Practitioner) (preferred)
Demonstrated asset management or maintenance experience
Be able to interpret contract documents and monitor work to ensure value is delivered for the community
Computer literate, including knowledge of Microsoft Office applications including spreadsheets and project
management software
Strong written and verbal communication skills Exceptional customer service skills
Must have a clean driver licence and be able to pass drug &
alcohol testing
Understanding of procurement processes, contracts, and service agreements
Ability to manage, prioritise and plan workload effectively to ensure timely delivery of services

Cooperates and positively engages with others An initial review of performance will be conducted after three months, with an annual performance development planning session annually thereafter. This is in the context of regular discussions and a ‘no surprises’ annual review.
