B ACKGROUND

The majority of the city’s sanitary sewer mains were constructed in the late 1950’s and early

2

1960’s, utilizing clay tile and reinforced concrete pipe. Over time the joints have failed allowing

3

root intrusion. The pipe material is also susceptible to cracking and construction damage. The

4

City began the sewer lining program in 2006 to rehabilitate the sewer mains and extend the life

5

of our sanitary sewers by 50 years or more. Lining technology essentially installs a new resin

6

pipe inside the original clay tile sewer main without digging up city streets, which results in

7

minimal disruption to residents during construction. The liner pipe is inserted into the main

8

through existing manholes and cured in place with a heat process. Each segment is typically

9

completed in one working day. Service line connections are reopened using a robotic cutter and

10

remote cameras. During the process, existing flows are bypassed using pumps. This technology

11

also prevents infiltration of groundwater into the main system and can be credited toward a

12

Metropolitan Council Environmental services inflow/ infiltration surcharge.

The 2019 Sanitary Sewer Main Lining Project includes lining for approximately 7 miles in areas

14

identified as having root intrusion or infiltration problems. Approximately 1.78 miles of the

15

project are within the City of Falcon Heights. The City of Roseville has executed a joint powers

16

construction agreement with Falcon Heights that includes this work. The City of Roseville will

17

invoice the City of Falcon Heights for any work completed within Falcon Heights.

The following six bids were opened on November 20, 2018:

It is City policy to keep utility infrastructure in good operating condition, utilizing current

construction technologies that keep service disruption during construction to a minimum. Per

State Statutes on municipal contracting, the City Council awards contracts to the lowest

23

responsible bidder. In this bid solicitation the lowest bidder is Visu-sewer, Inc.

F INANCIAL I MPACTS

We received six bids for the 2019 Sanitary Sewer Main Lining Project. The low bid submitted

26

by Visu-sewer, Inc, $858,385.45 is within the budgeted amount for this project. The funding

27

breakdown for the project is listed below:

WHEREAS, pursuant to advertisement for bids for the improvement, according to the plans

and specifications thereof on file in the office of the Manager of said City, said bids were

received on Tuesday, November 20, 2018, at 1:00 p.m., opened and tabulated according to

17

law and the following bids were received complying with the advertisement:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville,

1. The Mayor and City Manager are hereby authorized and directed to enter into a

29

contract with Visu-sewer, Inc. for $858,385.45 in the name of the City of Roseville for

30

the above improvements according to the plans and specifications thereof heretofore

31

approved by the City Council and on file in the office of the City Manager.

2. The City Manager is hereby authorized and directed to return forthwith to all bidders

33

the deposits made with their bids except the deposits of the successful bidder and the

34

next lowest bidder shall be retained until contracts have been signed.
