Dear Applicant,

Thank you for your interest in the Bids and Tenders Writer role.

It’s an exciting time to join Campbell Tickell: the consultancy has been growing consistently for the past number of years. Despite the difficulties of Covid-19 this year and last, we have remained resilient and growth-focussed, and look forward to continuing to provide great services for our clients into 2022 and beyond.

I am a Director at the practice and lead for CT on local government, housing development and

regeneration. Although I will be your line manager (I am typically responsible for many of the most complex and involved tenders!), you will be working with colleagues across our whole team.

We have a strong ethical focus and our values are important to us. The clients we work with include housing associations, councils, care and support providers, sports and leisure organisations, charities, and central government bodies. We operate throughout the UK and Ireland, and increasingly beyond.

You will be our lead for bidding for consultancy projects in such areas as housing regeneration, housing strategy, care and support, mergers, growth and new business, service delivery and procurement, PR and communications, and community engagement. You will also contribute to bids in such areas as governance and strategy, HR, and recruitment. You will engage directly with all members of our Senior Team, as well as engaging closely with our Policy & Research Team, and our Marketing & Communications Team.

Your will be writing bids in response to tenders that have been sourced across the organisation, as well as through public invitations. To succeed in the role, you will need to enjoy working at pace and on multiple projects at the same time with different members of the Senior Team, each of whom has their own style and area of expertise. Your excellent communication skills, eye for detail, grasp of effective systems and ability to write persuasively will be crucial in this role, as will your ability to manage relationships upwards and across the organisation.

Who are we?

Campbell Tickell is a management consultancy, based in London, but operating throughout the UK and Ireland, and beyond. The principal organisations we work with are housing associations, councils, supported housing and social care providers, charities, membership organisations, sports organisations, public bodies, and central government agencies and departments, as well as commercial businesses.

Our services span: strategy and governance; business and financial planning; regulation and

troubleshooting; business transformation; asset management and development; mergers and growth;

regeneration and stock transfer; customer services; communications and public relations; organisational development, human resources and recruitment. Alongside our central team of around 35 employees, we have a national network of around 100 associate consultants, who work with us on a freelance basis.

Role profile

Reports to: Director

1. Purpose of the role

- Writing high quality bids that effectively convey CT’s range of offers to a variety of clients.

- Ensuring a robust infrastructure so that there are appropriate systems to manage the information that is regularly needed for bids.

- Support coordination and oversight of all bids and tenders.

- Supporting the business in its growth and other key strategies.

2. Core tasks and responsibilities

1. Writing compelling and high-quality bids, tenders and proposals for the provision of a range of consultancy areas to clients. These will include but are not limited to:

− Housing association and local authority policy and strategy;

− Governance and regulation;

− Investigations, service reviews and troubleshooting;

− Business growth, development and regeneration;

− Performance improvement and business transformation;

− Mergers and acquisitions;

− Research and data/information analysis projects;

− Community regeneration and resident/service user engagement;

− PR, marketing, and communications.

2. Ensuring there is a robust infrastructure in place for all bids activity, including the following:

− Database of case studies, ensuring these are refreshed and that they showcase CT’s best practice across a range of consultancy areas;

− Keeping the bids infrastructure under review to raise standards and ensure we pre-empt market changes in bidding activity;

− Working with the Bids and Tenders Co-ordinator to ensure effective bid administration including logging of all bids.

3. Supporting the Director with oversight and co-ordination for all bidding and tender writing. This includes the following types of activity:

− Working with the project lead for the bid, to gather relevant information;

− Acting as the lead liaison for bids, synchronising as needed with input from others including senior staff and associates;

− Advising on project methodology and resource allocation for a bid, determining pricing and fee approach;

− Writing some or all parts of the bid, ensuring high quality, consistent and compelling writing;

− Ensuring that bid co-ordination processes function effectively;

− Ensuring submission of bids in accordance with deadline and format requirements.

4. Support the business by:

− Attending pitch meetings/interviews as required, preparing presentation and other promotional materials as needed;

− Maintaining relevant external relationships, with a professional network that can further bid activity at the practice;

− Contributing to the consultancy’s new business work, including helping to expand our consultancy and sector reach, and considering new product development;

− Maintaining insight into competitors’ bidding approaches and sharing relevant market intelligence with others at the practice;

− Maintaining insight into best practice and new/potential legislation in relation to procurement;

− Carrying out other appropriate tasks as needed by the business, as required by senior colleagues; and

− Undertaking all work in accordance with the company’s values; code of professional conduct;

and key policies and procedures in areas such as health & safety, data protection, equality &

diversity. Contribute to the design of research and consultancy projects in collaboration with the project leaders.

Person specification

Knowledge & experience

- Degree level education or equivalent knowledge and understanding.

- A successful track record in a service delivery environment of writing bids for winning new business, or grant applications/funding proposals.

- A strong understanding of bid and tender-writing processes.

- Experience of bidding processes in local government, charities, or social housing providers.

- Excellent project management skills; able to co-ordinate activities involving a range of people.

- Experience of achieving substantial business growth through successful bid writing.

- Knowledge of social policy in areas such as housing, regeneration, social care and support, health, service improvement would be an advantage.

Skills and behaviours

- Able to multi-task, used to working on several projects at a time, and prioritising workload.

- Excellent written and oral communication; able to present complex information clearly, succinctly, and persuasively to a range of audiences.

- Able to analyse and summarise a variety of documents.

- Good mathematical skills; able to prepare budgets and complete pricing schedules for bids.

- Strong IT skills, with excellent working knowledge of MS Word, Excel, and PowerPoint; used to using the internet for research purposes.

- Able to build a network of professional working relationships with a variety of people in different organisations.

- Willing to work in accordance with the company’s policy framework, with adherence to key policies such as health & safety; data protection; equality & diversity.

- Ability to edit copy for external publication would be an advantage.

The role

Bids and Tenders Officer

Work location

Campbell Tickell operates a hybrid or blended approach to working, so you will need to be able to comfortably work from home as well as attend the main company office in central London for normally two days a week. We can provide the equipment needed to enable you to work from home and access our systems. Travel will also be required to any other offices of the company or clients’ offices, meeting locations, conference venues etc. and other locations, taking into account government advice on Covid-19 and travel/social isolation prevalent at any point.

Reasonable travel and associated costs will be met for travel between offices and other necessary locations. We will not reimburse travel from home to our main office.

Salary Circa £40k.

Following successful completion of your probation, you will be eligible for a bonus of up to 10% of basic salary per year. This is subject to (a) company financial performance, and (b) your individual

performance, and bonus is not guaranteed. Note that it is not consolidated into your basic pay.

Salaries are reviewed annually with effect from 1st April. No increase is guaranteed.

Hours of work

The basic working week is 35 hours.

Where additional work is required above the basic working hours in any month, overtime may be payable at an agreed rate, or time off in lieu may be taken on dates agreed with the Partners and your line manager.

Pension and other benefits

The company offers a salary exchange pension scheme, with an employer contribution that matches employee contributions up to 5%.

The company offers health insurance for employees that have successfully completed their probation.

This is available for employees and their dependents, and the company meets the cost of the premiums, though it is classed as a taxable benefit.

The company offers a death in service insurance, set at the equivalent of two years’ salary.

Annual Leave

The basic annual leave entitlement is 25 working days (in addition to public holidays) for full-time working.

This increases by one day per year, on the anniversary of your first day of employment, up to a maximum of 30 working days.

Probationary period

The probationary period is six months, with probationary interviews at three and six months. In the event of the postholder’s performance being judged as satisfactory, their employment could be confirmed at an earlier point.

In the event of performance not achieving a satisfactory standard, the probationary period may be extended for a further period or the position may be terminated.

No smoking

A no-smoking policy will operate in the office.

Notice period

During the probationary period, the notice period on either side is one week.

After successful completion of the probationary period, there will be two months’ notice on either side.

Key dates and the selection process

Closing date: Thursday, 9th September 2021 at 12pm

We will contact all applicants after the closing date to advise on the outcome of your application.

First interviews: Tuesday 14th September 2021

Longlisted candidates will be invited to an initial interview.

Interviews will be held online via either Microsoft Teams or Zoom.

Final interviews: Tuesday 21st September 2021

Second stage interviews will be arranged for candidates who are successful at the first interview stage.

Shortlisted candidates will be asked to complete a written exercise prior to the final interviews, which will be completed remotely before the day of the interview itself.
