The g e n e r a t i o n and d i f f u s i o n of knowledge, t h e need f o r a f a s t pace and e x h a u s t i v e n e s s i n i n f o r m a t i o n t r a n s f e r , e v o l u t i o n and f u n c t i o n s of modern documentation systems a r e d i s c u s s e d . The need f o r p l a n n i n g , t h e s t e p s i n p l a n n i n g , and t h e advantages of p l a n n i n g of a l i b r a r y and documentation system a r e b r i e f l y mentioned. A d r a f t model f o r a 3-phase 15 year developmental p l a n f o r a L i b r a r y and T e c h n i c a l I n f o r m a t i o n System c o n s i s t i n g o f C e n t r a l and Regional u n i t s i s p r e s e n t e d . The plan p r e s e n t s t h o f a c t o r s a f f e c t i n g l i b r a r y p l a n n i n g , t h e s t a p e s a t which i n f o r m a t i o n i s needed i n p r o d u c t development, and the s o u r c e s f o r i n f o r m a t i o n . The s t r u c t u r e , o r g a n i s a t i o n , documentation s e r v i c e s , p e r s o n -n e l , a-n-nual budget, a-nd f u r -n i t u r e a-nd equipme-nt o f t h e C e n t r a l Unit a r e d i s c u s s e d i n b r i e f . Two models for r e g i o n a l u n i t s are g i v e n . A l i s t o f s e l e c t r e a d i n g o f 4 6 documents i s a l s o i n c l u d e d .

1 GENERATION OP KNOWLEDGE

Knowledge i s g e n e r a t e d a t many p o i n t s i n t h e world o v e r — r e s e a r c h i n s t i t u t i o n s , u n i v e r s i t i e s and o t h e r academic i n s t i t u t i o n s , and i n d u s t r i a l and com-m e r c i a l o r g a n i s a t i o n s . Procom-m t h e p o i n t o f g e n e r a t i o n ,

t h e knowledge d i f f u s e s , w i t h i n t h e o r g a n i s a t i o n and o u t s i d e i t , through a v a r i e t y o f c h a n n e l s . A p i e c e o f knowledge t h u s communicated g e t s u s e d , t e s t e d , and a p p l i e d . It may g e n e r a t e new knowledge. 2 SCIENTIFIC AND TECHNOLOGICAL KNOWLEDGE

S t u d i e s on t h e g e n e r a t i o n and d i f f u s i o n of know-ledge has r a i s e d some u s e f u l p o i n t s ( 2 3 - 2 6 ) t

Today, t h e manager o f a n e n t e r p r i s e , p a r t i c u -l a r -l y i n t h e h i g h e r e c h e -l e o n s , h a s t o spend o v e r e i g h t y p e r c e n t o f h i s w o r k i n g t i m e i n r e c e i v i n g , p r o c e s s i n g , and c o n v e r t i n g i n f o r m a t i o n i n t o g a i n f u l d e c i s i o n s , a n d c h a n n e l l i n g t h e r e s u l t a g a i n i n t h e form o f a n o r a l o r w r i t t e n i n s t r u c t i o n , r e p o r t e t c t o t h e a p p r o p r i a t e p o i n t s i n a n e n t e r p r i s e . 4 INADEQUACY OF SELF-SERVICE

About a century ago it was possible for a

spe-c i a l i s t — whether s spe-c i e n t i s t or manager — to keep

himself abreast of t h e wave-front of knowledge in

h i s field of s p e c i a l i s a t i o n through self-service —

l i b r a r y & Documentation Systems: A Model G4 ideas was r e l a t i v e l y low. Today the accelerated r a t e of output of new ideas make such s e l f - s e r v i c e inade-q u a t e . " It i s , now a common experience for one spe-c i a l i s i n g even only in a very narrow subjespe-ct-field, t h a t the amount of information being thrown forth es a r e s u l t of research and development, is f a r beyond h i s capacity to keep up with. In the newer s u b j e c t s , the pace of growth is much f a s t e r . Here is an

example from the f i e l d of Laser.

Year a f t e r year, while each s p e c i a l i s t cay be adding a b i t to our s t o r e of knowledge, the proportion of what he Knows to the t o t a l i t y of knowledge a v a i l a b l e is decreasing year a f t e r y e a r . , The manager's position — especially as a decision-maker — is in a sense, even worse as ho has to have quick access to scien-t i f i c , scien-technological, commercial end managerial in-formation. Besides, there is the problem of seepage and s c a t t e r of Information and the pressure for quicker exploitation of new knowledge and as a r e s u l t f a s t e r pace of obsolescence of any already know information. Further, the s p e c i a l i s t ' s own a b i l i t y in searching f o r new information may not be exhaustive; hence tJure'is bound to be many l o s s e s . For, exhaustive search for information requires special techniques. Further, ecch s p e c i a l i s t w i l l have to spend much time in t h i s

search for information. This is obviously unecono-mical and no organisation can afford i t .

5 MODERN DOCUMENTATION SYSTEM

Finding o u t a s o l u t i o n to the problem of a c c e s s to information t h a t can lead to conservation of re-search, production, and managerial p o t e n t i a l — in s h o r t , human resource — has been entrusted to the l i b r a r y profession. This field of s p e c i a l i s a t i o n

in Library science is known as Documentation. Docu-mentation, is thus, an e s s e n t i a l supporting service which can lead to greater efficiency and higher pro-ductivity in a l l other a c t i v i t i e s of an e n t e r p r i s e .

A modern documentation system

1 Brings to t h e n o t i c e of the s p e c i a l i s t — t h a t i s , research worker, design and production engineer, technologist, and manager — nascent micro i d e a s ;

2 Indicates pin-pointedly — t h a t i s , avoiding my noise or irrelevancy t h a t cay occur through an inadequate selection of i d e a s ;

3 Searches e x h a u s t i v e l y — t h a t i s , not missing any idea l i k o l y to be of use to the s p e c i a l i s t ;

4 Provides documentation service on demand and in anticipation in a manner that f a c i l i t a t e s easy and expeditious access and absorption of ideas by the s p e c i a l i s t ; end

5 Continuously improves documentation service in order to adequately meet the ever-continuing down-pour of information of a l l kinds from a v a r i e t y of sources.

I t has a l s o been w e l l r e c o g n i s e d by many developing c o u n t r i e s t h a t a N a t i o n a l Development plan should aim at d e v e l o p i n g a n a t i o n a l i n f r a s t r u c t u r e f o r s c i e n t i f i c a n d t e c h n o l o

-g i c a l i n f o r m a t i o n . This awareness on t h e p a r t of n a t i o n a l p l a n n e r s , s c i e n t i s t s , t e c h n o l o g i s t s h a v e l e d

t o drawing u p p l a n s f o r n a t i o n a l a n d / o r r e g i o n a l s c i e n t i f i c i n f o r m a t i o n c e n t r e s for different d i s c i p l i n e s . The Government o f I n d i a ' s p o l i c y r e g a r d i n g s e t t i n g pace f o r a p p l i e d and development r e s e a r c h and. t h e q u i c k e r e x p l o i t a t i o n o f t h e s e r e s u l t s , a s a p a r t o f p r o g r e s s towards s e l f - r e l i a n t economy has p l a c e d an u r g e n t emphasis on d e v e l o p i n g p l a n s f o r d i f f e r e n t n a t i o n a l a n d / o r r e g i o n a l i n f o r m a t i o n c e n t r e s . The Documentation Research and T r a i n i n g C e n t r e , has been approached b y s e v e r a l i n s t i t u t e s o f n a t i o n a l i m p o r t -ance f o r d r a f t i n g development p l a n s f o r s e t t i n g u p N a t i o n a l / R e g i o n a l documentation c e n t r e s o n t h e i r r e s p e c t i v e s u b j e c t - f i e l d s .

92 RAISING OF MANPOWER

In a plan f o r t h e development of a n e t w o r k or s y s t e m o f l i b r a r i e s i n a c o u n t r y , i t i s a n e s s e n t i a l p r e r e q u i s i t e t o s u r v e y t h e e x i s t i n g s i t u a t i o n r e g a r d -i n g manpower a v a -i l a b -i l -i t y -i n t h e c o u n t r y -i n o r d e r t o h e a b l e t o p r e d i c t c o r r e c t l y f u t u r e n e e d s . T h i s f a c t was r e c o g n i s e d by l a t e Dr S R Ranganathan as e a r l y as

W h i l e d e v e l o p i n g a N a t i o n a l l i b r a r y Development P l a n f o r I n d i a , h e e s t i m a t e d t h e manpower r e -q u i r e m e n t s f o r t h e d i f f e r e n t f i v e y e a r p l a n p e r i o d s . However, t h e r e was no s y s t e m a t i c a t t e m p t to g e t a f a c t u a l a s s e s s m e n t and e v a l u a t i o n o f t h e l i b r a r y and d o c u m e n t a t i o n man-power r e q u i r e d i n our c o u n t r y . I n r e c e n t y e a r s , w i t h t h e growing i m p o r t a n c e o f i n f o r -m a t i o n a s a n e s s e n t i a l p r e r e q u i s i t e f o r i n d u s t r i a l and i n t e l l e c t u a l d e v e l o p m e n t , t h e r e h a s been a s u d -den n e e d f o r e s t a b l i s h i n g t e c h n i c a l i n f o r m a t i o n c e n t r e s i n many r e s e a r c h and development u n i t s .

f o r d e v e l o p i n g nan-power p l a n s . For t h i s p u r p o s e , one should choose c r i t e r i a f o r e s t i m a t i n g f u t u r e manpower r e q u i r e m e n t s . It has been found h e l p f u l to base t h e l i b r a r y manpower r e q u i r e m e n t s i n r e l a t i o n t o the number of r e s e a r c h workers working in the v a r i o u s s u b j e c t - f i e l d s . I n o t h e r words, the e s t i m a t i o n i s based on t h e number of c l i e n t e l e t h a t the informa-t i o n s informa-t a f f i s going informa-t o s e r v e . O n informa-t h e b a s i s o f informa-t h e e s t i m a t i o n of manpower r e q u i r e m e n t a r r i v e d a t , a phased programme f o r r a i s i n g the needed l i b r a r y man-power could be done at v a r i o u s l e v e l s of l i b r a r y e d u c a t i o n .

93 SCOPE OP THE PAPER

The paper e s s e n t i a l l y aims at p r o j e c t i n g a model plan f o r a n a t i o n a l documentation c e n t r e w i t h p r o v i s i o n f o r r e g i o n a l c e n t r e s o r s e r v i c e u n i t s f o r a s u b j e c t - f i e l d . The objective of the Library and Technical In-formation System (L &T I S) should be derived from and be in conformity with the nation's overall plans for the development of the particular industry end of research.

In formulating a plan f o r the L & T I S it is helpful to take on i n t e g r a t e d view of the r e l a t e d

and coordinate systems and of the sub-systems in the L & T I S. The operation of t h e d i f f e r e n t systems

mutually influence each o t h e r to a l e s s o r or g r e a t e r degree depending on a number of f a c t o r s . An i n t e -grated view can help in recognising the r e s u l t i n g impacts, and in making prevision f o r reducing to a minimum the undesirable influences and making

pro-ductive use of the favourable impacts. The i n t e g r a t e d view can be considered at different l e v e l s and in

d i f f e r e n t ways. A few i l l u s t r a t i v e examples are mentioned below:

Section D describes in brief the v a r i e t i e s of

development of the Central Library, it is necessary

to bear in mind i t s objective, i t s functions, and the

environmental context in which it has to operate.

should be coordinated with those of other agencies

in the country having s i m i l a r o b j e c t i v e s . Such

in every item of work and service of the Central

Library, maximum productivity should be aimed at with

a view to conserving human and material resources.

In t u r n , t h i s r e q u i r e s careful planning and

coordi-nation of t h e work of the d i f f e r e n t u n i t s of the

l i b r a r y .

Tor example, the feedback from the contact with

the industry and other organisetion — Liaison, r e

-ference service and documentation, can provide every

other unit a f a i r idea about the information r e q u i r e

-ment of t h e u s e r s . This will help in designing the

work and service of each of the units for e f f i c i e n t l y

meeting such needs of the u s e r s .

Again, for the preparation of a current awareness

l i s t , a r t i c l e s in a number of p e r i o d i c a l p u b l i c a t i o n s ,

technical r e p o r t s , s p e c i f i c a t i o n s / patents and other

micro documents w i l l have to be scanned

Simulta-neously, it should be possible to select the

documents to be used in preparing some of the other s e r

-vices — such a s , patent a b s t r a c t s , technical d i g e s t ,

newsbriefs, etc. It is u n l i k e l y that one and the

same person w i l l be preparing all the services:.

Nevertheless, it should be possible to coordinate

the work done for each of the services in such a way

to reduce to a minimum, the r e p e t i t i o n of the some

It is not proposed to give, in t h i s paper the

These are f a i r l y well-known to and practised by,

pro-fessional l i b r a r i a n s and documentalists. However,

management and development of the Library and

Techni-cal Information System as a whole ere discussed in

the succeeding s e c t i o n s . The. different v a r i e t i e s of

documentation service t h a t the Central Library may

As has already been mentioned in Sec A3, t h e

Library and Technical Information System may be.

plan-ned to consist of a Central Library and several

Although t h i s paper is mainly concerned with the

Central Library, it is important that a helpful policy

is l a i d down in regard to the work and service r e l a

between the Central Library and the Regional Library

Superceded e d i t i o n s of books, t r a d e c a t a l o g u e s , and o t h e r ephemeral m a t e r i a l s can be d i s c a r d e d . A weeded out document which may have an o c c a s i o n s l use in any of the l i b r a r i e s in t h e system may be deposited in the C e n t r a l l i b r a r y for maintenance and s e r v i c e .
