developing a new document to address “Organization & Deployment of Fire

Investigation Operations, Code Enforcement Operations, and Public Education

Operations to the Public by Career Fire Departments.”

The level(s) of services to be provided by the FESO, in conjunction with the

governing authority of the FESO, shall be determined by the FESO or by the

authority having jurisdiction.

Statement of Problem and Substantiation for Public Input

The FESO or its leader does not have the statutory or political authority to independently

determine the level of services. The political governing authority, as directed by their

constituents, determines the level of services.

The FESO shall provide customer service–oriented programs and procedures

to accomplish the following:

Prevent fires, injuries, and deaths from emergencies and disasters

Mitigate fires, injuries, deaths, property damage, and environmental

damage from emergencies and disasters

Recover from fires, emergencies and disasters

Protect critical infrastructure

Sustain economic viability

Protect cultural and historical resources

to be identified and protected.

determine the organization, number, and distribution of the operating line

units of the department.

4.2.2.1 Where the FESO contracts with another public agency, the risk

management plan should be developed in conjunction with the contracting

agency.

The providing fire department cannot develop plans exclusive of the contracting agency.

Training, education, and awareness are critical components to any risk management

program. Without addressing the behavioral component of risk management, the most

unpredictable components is not addressed.
