Executive Summary

During the October 21

meeting, staff will present the 2020 Master Street Map update for

consideration for adoption.

Facts & Findings

The Master Street Map (MSM) was formally adopted on January 27, 2010 along with the Master Street

Map Purpose and Amendment Procedures (section 3111 in ACHD’s Policy Manual). Section 3111

requires a review and update to the Map be completed every 2 years. The MSM was last amended on

May 16, 2018.

The MSM is an element of the Transportation/Land Use Integration Plan (TLIP) and serves the

following purposes:

• Define a shared vision of the future roadway network between ACHD and its partner agencies

based on approved Comprehensive Plans and street typologies

• Establish a county-wide right-of-way preservation map

• Establish an existing and future collector network map

Per ACHD Policy 3111.3, the Master Street Map may only be amended in response to development

application or comprehensive plan modifications initiated by ACHD’s partner agency.

The proposed MSM includes the following major amendments:

• Hill Rd, Gary Ln to 36

St. - Reduction of the planned number of lanes from 3 lanes to 2 lanes

• Maple Grove Rd, Fairview Ave. to McMillan Rd - Reduction of the planned number of lanes

from 5 lanes to 3 lanes

• Overland Rd, Linder Rd to Locust Grove Rd - Reduction of the planned number of lanes from 7

lanes to 5 lanes

The proposed modifications are consistent with the 2020 Capital Improvement Plan update and have

been reviewed and agreed to at a staff level by ACHD’s partner agencies.

On July 9

th

, ACHD received a letter from the City of Boise council requesting additional modifications

including addition of roundabouts at Lake Hazel Road at Apple Street and Amyx Road/Freight, review

of the planned number of lanes at Warm Springs Ave from Wise Way to Eckert Road, and addition of

Mitchell St extension, north and south of Amity Rd. After review of these requests, ACHD Staff

included the addition of the identified roundabouts. The remaining requests do not conform with prior

approvals by the City and Commission regarding the planned developments in these areas and therefore

are not recommended for inclusion at this time.

Fiscal Implications

The MSM provides ACHD with a clear strategy for right-of-way to be preserved for future build-out of

the roadway system. By preserving for future needs through development, ACHD is able to construct

needed improvements at a lower cost and with less disruption than would occur if the right-of-way was

not preserved.

Policy Implications

The MSM is developed in partnership with ACHD’s land use partners. It presents a shared vision to

meet future transportation needs for all modes. Regular review of the MSM is required as per ACHD

Policy Manual Section 3111 to allow adaptations and modifications to be made, continuing to ensure

future plans meet ACHD and its partners shared vision. The MSM is also a key tool that is used for

project development, scoping, and is directly tied to the ACHD Integrated Five-Year Work Plan and

Capital Improvements Plan.

Alternatives

1. Adopt Resolution 2324 approving the Master Street Map and associated tables as amended.

2. Do not adopt Resolution 2324. Provide specific direction to staff for modifications.

Recommendation

Staff recommends the Commission adopt Resolution 2324 approving the Master Street Map as

amended.

RESOLUTION 2324 – APPROVAL AND ADOPTION OF ADA COUNTY HIGHWAY

DISTRICT’S MASTER STREET MAP - 1

BY THE ADA COUNTY HIGHWAY DISTRICT BOARD OF COMMISSIONERS:

A RESOLUTION PROVIDING FOR THE APPROVAL AND ADOPTION OF ADA

COUNTY HIGHWAY DISTRICT’S MASTER STREET MAP.

WHEREAS, Ada County Highway

District (“ACHD”) is the single countywide highway

district in and for Ada County, Idaho created pursuant to Idaho Code, Chapter 14, Title 40,

and has exclusive jurisdiction over the public right-of-way; and

WHEREAS, pursuant to Idaho Code Section 67-6508, and 67-6517, the ACHD Master

Street Map serves as a planning tool that works in concert with ACHD’s partner

agencies comprehensive plans and future acquisitions maps. The Master Street Map

creates a shared vision between ACHD and its partner agencies by capturing

information about future roadway characteristics based on land use plans and

transportation goals; and

WHEREAS, the ACHD Master Street Map incorporates three products of the

Transportation Land Use Integration Plan (“TLIP”) that was developed to establish a

planning framework for ACHD to interact with its partner agencies, specifically: 1) a shared

vision of the future roadway network between ACHD and its partner agencies based upon

approved Comprehensive Plans and street typologies; 2) a county wide right-of-way

preservation map; and 3) an existing and future collector network map; and

WHEREAS, at its regular meeting on January 27, 2010, the Ada County Highway District

Board of Commissioners approved and adopted Resolution 920, establishing a new

Section 3111 of the ACHD Policy Manual entitled “Master Street Map Purpose and

Amendment Procedures” which in part, sets forth the purpose of the Master Street Map

and identifies the elements of the Master Street Map; and

WHEREAS, ACHD staff has prepared and amended and updated the Master Street Map

for the Ada County Highway District Board of Commissioner’s consideration, approval, and

adoption, as set forth in Exhibit “A” attached hereto; and

WHEREAS, it is in the best interest of the citizens of Ada County, Idaho, for the Ada

County Highway District Board of Commissioners to approve and adopt the amended

and updated Master Street Map as set forth in Exhibit “A” attached hereto.

NOW, THEREFORE, BE IT RESOLVED, by the Ada County Highway District Board of

Commissioners that it does hereby approve and adopt the amended and updated

Master Street Map as set forth in Exhibit “A” attached hereto.

The Ada County Highway District (ACHD) created the Master Street Map in collaboration with Ada County and its six cities to better link land-use and transportation planning. The Master Street Map is one of the key elements of the ACHD Transportation and Land Use Integration Plan. The Master Street Map is a living document and is not binding on future Commissions.
